at the top of the hour lots of rain right now and lots of warnings about what may follow. we have lots of traffic problems. sharon will describe what's happening on interstate 70. let's go to first warning

doppler radar. we've been looking at this heavy band of rain that's in the central harford zone skirting the shore, about the heaviest rain over such a large area we've seen during the evernight. trust me, overnight we have had soaking rains between 4 and 4:30 a tornado warning in effect for portions of calvert and anne arundel county. it points out we're dealing with quite an unstable air massments i want to go right to the watch, warning graphic. there's a tornado watch, not a warning, but a watch in effect. because of this unstable air mass until 1 and they makes tend it longer for all counties. it's easier to say where it's not except garrett, allegany, washington and frederick county. we have a flood watch or coastal flood watch in effect

for am -- almost all counties except garrett and allegany. a high wind except garrett and allegany. right now we va a flash flood warning for anne arundel, calvert, charles, pg county and st. mary's county. let's take a look at the day part. i think it's important to know we're going to get a break in the action through the midday but this is not an all clear. there will be an equally heavy amount of rain coming our way through the afternoon and the evening hours. this is going to hit us in two different waves today. expect before it's over-- it's over and done with, three to six inches of rain. >> part of interstate 70 is closed. here's sharon with wjz traffic control. we also have several lanes

on the beltway blocked. that's going to be on the west side outer loop, an area of wilkens. we have an area blocking three right lanes. on to the problem on 70, all lanes remain blocked on 70 eastbound. that's between u.s. 29 and the patapsco river bridge. they hope to have did cleared by 8 a.m. traffic is being detoured with a backup to baltimore national pike. watch for an accident on the beltway that one will be on the outer loop at 795. a car spun out there. the second accident involving a police vehicle on the outer loop approaching the jfx on 83. there's an accident there. another one in randalls town at liberty road. one at loch raven and one in anne arundel route 4 at talbot road. flooding at eastern boulevard and martin boulevard. a live look at your drive times and your speeds, down to 21

miles an hour on the west side outer loop, big delay there is. in the because of the weather but because of the accident. there's a live look at 70. no eastbound lanes get beg because of the accident at 29. there's a look at the west side at old port road. remember, wjz 13 is always on. so for traffic information anytime, log on to wjz.com. the rain is obviously what people are talking b right now the majority of the state is under a tornado and flood watch. website -- wjz's coverage continues. >> reporter: when it's this wet out, the city and utilities have plans in place. five crews have been working to clean storm drains considering there's more than 50,000 of them. >> the biggest weapon you have in the fight against flooding is really a broom. go out there. sweep that material up. put it in the trash can.

>> reporter: workers monitor the areas for problems. >> wool -- we'll focus on the flooding and the wind. >> reporter: flooding is guaranteed but it's not expected to be as bad as 2003 when hurricane isabelle wreaked havoc. >> every time there's a high tide, it floods. >> i try to stay away from here if i know it's going to rain. >> reporter: with flooding comes power outages. >> we could see several thousand power outages as a result of trees coming do on power lines. >> have a preparedness kit. have a flashlight, a radio, water, nonper prishable food. >> reporter: so the rain has been coming in waves. that means street flooding has already occurred. reporting live, mike schuh, wjz news. back to you. >> remember, wjz is always on.

for the updated forecast go to wjz.com. now to our other big story. a charter bus crash in bethesda yesterday afternoon that killed a driver and injured a dozen others, including children. it happened at 270 handle cra spie boulevard -- and democracy boulevard. >> reporter: at least four people had to be cut out of this wreckage after their tour bus toured -- went down a steep embank m the driver, 66-year- old joseph clabaugh died. a group of 11 tourists were returning home to pennsylvania after a trip to d.c. >> we've seen bus accidents before. all of them pose their special problem but this is different. >> reporter: the hov skyramp, which is empty, is where the bus was driving when it went down at 4:00.

major highways were closed or clogged. >> our priority is to conduct a thorough evaluation. >> reporter: when the bus left the road it crashed through a guardrail and fell through 45 feet of vegetation, eventually landing next to 270. two other cars crashed near by the bus did not land on any oth are vehicles. first responders took hours to thoroughly search for victims, even bringing in the k9 unit. a total of 12 patients had to be transported. the ntsb typically investigates a fatal crash involving a commercial vehicle. a trooper is taking pictures from the chopper for that investigation. >> as far as the cause of the crash, it is far too early to speculate on what caused the crash. all we knee is what you've already -- you already know and have seen, that the bus came off of the roadway just prior to entering the skyramp. >> reporter: maryland police and the ntsb will investigate

looking like this today. let's take a look at the traffics -- graphics. what we're seeing is easily three to six inches from the time it starts through tomorrow morning when it's out of here, but right now they're talking about a band primarily over the shenandoah valley but arc together east of frederick, like 12 inches of rain? >> that's amazing. >> that would be 144 inches total. let's put this in terms of snow. no. let's say it's going to be raining with a high of 75. when we come right back, we're going to roll down all the watches, warnings and advisories in the area. i'll just give you a blanket statement. other than garrett and allegany county we're all under some sort of an advisory right now.

and the national hurricane center has already gone south. it's done. this is just a big nor'easter. it's -- its track is over frederick, maryland. the strongest is over central maryland and the eastern shore with the less impact being coastal. once this passes, the weather center will lock at saturday, sunday and monday. 75 will be the high -- wait, stand by, this just. a tornado warning has been issued for southeastern cull vrt and st. mary's until 7:00. this just happened. i need to sew that one more time. we have a tornado warning in effect for southeastern calvert and eastern st. mary's counties

there is a tornado warning for two counties in southern maryland or the parts of two counties and sharon had a morning long traffic problem on interstate 70. first, marty has first warning weather. >> this is such breaking weather news. i'm still looking at it. all right. fine. the weather has gotten wild over the past 15 minutes. first and foremost, let's take a look at first warning doppler radar. and let me show you that area wide we are getting an have been getting soaking rain. we will have soaking rain in the hear for the next few hours, a slight break during the midday and early afternoon and equally heavy rain this afternoon and tonight. you can see where the real heavy duty rain s it's primarily on a north south line extending from the mason dixon line, at this point harford

county, coming inland low of annapolis, shooting through southern maryland. i need to go to the watch, warning and advisory graphic. the immediate concern until 7:00, another 25 minutes there's a tornado warning in effect for portions of calvert and eastern st. mary's county. i need top point out there is now a flash flood warning in effect until 10:00 for cecil, care row line, kent and queen anne's county, now cecil, caroline, yours ends at 10. pg and st. mary's ends at 10:45. there's a flood watch in effect. there's also a tornado watch in effect for all counties except garrett and western allegany

county until 1:00. so many warnings have hit this graphic. it's disguising the crimson as opposed to the bright red which is the tornado watch. the tornado watch in effect until 1:00. now back to first warning doppler radar there's soaking rains. what we're trying to do is go down here to southern maryland. you don't have to have huge rain to have a tornado warning. it's a precursor to rotation. what we're going to look for right now is -- see, this is true doppler. the greens are moving towards you. the red's away should you see red and green, we're talking winds moving towards and away in the same location that would be rotation. so clearly here just to the east of packs river, elliot, just northwest of deal island,

we corks indeed, be seeing some rotation. we'll have to watch this very closely for you. we are expecting before this is said and done with at least three to six inches of rain. there's one forecast that actually calls for a band of rain out to the west of potentially 12 inches in some locations near the shenandoah valley. >> the list continues to grow. here's sharon gibala at wjz traffic control. >> a bunch of accidents, flooding and delays. watch for an accident that continues to block all lanes of 70. an overturned milk truck. traffic is backed up to baltimore national pike. why can take southbound 29. another one at 795, a car spun out. the second one on the northwest side outer loop. that one approaching the jfx.

83 northbound just past belfast, there's an accident and another one at liberty, one in the city at loch raven. watch for a truck fire 95 southbound at mountain road. in the meantime, flooding reported in the whitemarsh area. we're told there's two feet of water in the road. do not attempt to drive through it. flooding at middle river, water in the underpass. there is a look at your speeds and drive times for the beltway. only 20 miles an hour. that's partially due to an earlier accident that we had. there's a lock at 70 and 29, still no eastbound traffic getting by. there's a look at 95 at mountain road where we have a truck fire. if you take the rails we are hearing delays on the brunswick and camden leans. this traffic report is brought to you by toyota.

updated forecast, go to wjz.com. first, the national transportation safety board is in a maryland suburb of washington, d.c. this morning investigating the commuter bus crash yesterday afternoon in bethesda that killed the driver of a bus. at least a dozen others are injured including some children. the pennsylvania-based tour bus plunged off a skyramp along interstate 270 and fell 45 feet down an embankment. of the 12 people injured two have life-threatening injuries. doctors say that number could have been much, much higher. >> the thing that stands out about this accident is the fall seems pretty significant many the mechanism, the physics behind. it i'm surprised there weren't more severe injuries. >> the driver is identified as 66-year-old joseph clabaugh of hanover, pennsylvania. his body is now at the state medical exam are's office --

examiner's office. we continue to watch the watches and warnings. st. mary's county has now been dropped from the tornado warning. it's now a calvert county issue. take a look at the grafnlgt -- graphic. this is not the first front warning we had during the -- front warning we had overnight. st. mary's dropped. now calvert county under a tornado warning. doppler weather radar. what we're seeing is steady and heavy rain. you don't necessarily have to have a ton of rain to have a tornado warning in effect. i'm kind of looking, skirting the chesapeake bay and looking across the bay over to the eastern shore. what i'm trying to see, this is a true doppler.

we're look for rotation. we're looking for air moving towards upand away to you. i got to be honest. there's so much going on. it's really just on a run. clearly there's a rotation issue over in calvert county at this time. let's go back to doppler and show you the reason why, how much rain has fallen. indeed, we are getting pummeled. this is not the first time today this is going to happen. we'll get a bit of a break during the mid-dave. then it will come at us as hard and as frequent later on. i want to go to the watch, warning, advisory graphic. after talking about the tornado warning, another 17 minutes for calvert county, there's 10 counties in maryland, including the district of columbia with flash flood warnings in effect. 10:00, cecil. flash flood until 10:45. anne arundel, charles,

montgomery, pg, st. mary's an the district of columbia. we also need to point out because at this point the bright green are the flash flood warnings covering the crime son watch. there's a tornado watch in effect until 1:00 because of this very tropical very unstable air mass for all counties in maryland except frederick, washington, garrett and allegany counties. okay. i think we've covered the breaking news of the past 15 minutes. coming up, we'll take a first warning look at this day. we'll have sharon gibala and coming up coffee with actor ryan reynolds. his latest movie "buried" is kind of creepy. he's buried with a candle and a cell phone. therein lies the plot.

we covered the watches, warnings and advisories. i can't stress to you enough how much rain will fall. as a matter of fact, let's take a look at a graphic. we basically have a floor easter hitting us. no long area tropical depression. the national hurricane center has said good-bye to the storm. no other advisories from that locale to be issued. we're looking at a big nor'easter. the strongest side is to the east and northeast of the center of the low. that's bringing the vortex right over western maryland. go back to first warning doppler radar. i want you to know there's not a lot happening down the lower 50 quarter over in delaware.

right now it's a bit calm. the low is actually out here. here's the vortex of that energy. let's go back to the graphics. this is locally 12 inches. that's going to be real extreme. we are solidly in a three to six inch nine band. we're getting rain this morning, a break in the afternoon. then we'll get hammered again tonight. we'll also talk about wind. it's a breeze. we could see gusty winds. 68 is the barometer. this area of low pressure passes by the region. once the low, the second low, southerly low exits, 75 today and starts to taper rain off, the overnight low of 59, skies clear out, a high of 72. fells point festival this weekend, racing boats.
