department here in washington is investigating the practices of the chicago police department. but mayor emmanuel has appointed his own task force to represented police reforms. reena and richard? >> thank you so much. now to another police shooting controversy. a baltimore cop accused in the death of freddie gray testified on his own behalf. william porter says he didn't call for an ambulance because gray appeared alert and uninjured during a ride in a van after being arrested. gray died about a week later after suffering a spinal injury during that ride. there are alarming new details emerging about the couple behind the san bernardino massacre. the long-time friend of syed farook admitted he and farook 2012. the fbi saying farook and his wife tashfeen malik were radicalized even before they met, and there's new evidence that together, they may have looked into other targets. details from abc's brian ross. >> reporter: authorities say they are investigating

learned that the killer couple in the san bernardino massacre had devices with encryption on them, slowing the retrieval of potential information about the plot. sources say authorities are working around the clock to decode the encryption. the fbi offered chilling new details about how the garland, texas shoot-out with isis sympathizers last may shows how encryption can cripple terror investigations. the fbi director said one of the isis sympathizers who died in a hail of gunfire with police outside that cartoon conference about the prophet muhammad exchanged 109 messages with an overseas terrorist the morning before leaving for the attack. but the messages are encrypted and the fbi six months later still cannot unravel what was said. >> this type of encryption is a huge problem. it may keep the fbi from knowing weather these homeland attacks are simply inspired by isis or directed and controlled by the group. pierre thomas, abc news, washington.
