and traffic on the 4s. it's a little chilly out there this morning. >> 'tis the season, i guess. we're getting there. we've been spoiled. we're talking about temperatures finally near normal as opposed to well above normal. fall jackets needed this morning, especially north and west of the city. a lot of 40s there. clouds will filter out the sunshine today, but there will be periods of sunshine. a cool breeze coming off the ocean. temperatures only in the low and mid-70s. right now we're starting out at 61 degrees in the city. a lot of 40s and 50s in the suburbs with a partly cloudy sky. clouds, sun at times. 74 should be the high temperature for this afternoon. lauren, how's the commute? early on a monday morning. hopefully easy going so far. >> so far, so good, especially for the roads. we'll take a live look outside at the brooklyn bridge. since we're coming out of the weekend, no road work. you can see the manhattan-bound side of the span is open. heading over to the george washington bridge, similar story over there.

things moving along nicely into the tolls on both levels. at the lincoln tunnel and holland tunnel n for a nice ride. alternate side of the street parking rules in effect today. new this morning, a man shot and killed in the bronx. it's the latest in an outbreak of violence that claimed seven lives over the weekend. jen maxfield is in the belmont section of the bronx. >> reporter: that's right. this is still an active investigation here at the corner of east 189th and beaumont avenue. we're going to show you behind me e the nypd crime scene unit has just showed up here on the scene. this is where a 39-year-old taxi driver was shot in the head this morning and killed. his family members have gathered arounded corner to mourn his violent death. women were wailing and dozens of fellow taxi drivers came to grieve. this gentleman was driving a

green taxi. after being shot, the driver lost control and crashed into several other cars, including the silver car next to where it came to rest. this man is the latest victim of gun violence after a weekend of shootings. seven people were killed this weekend, including three men who were murdered outside the ingersoll houses in brooklyn. three people were injured in shootings, including a 7-year-old girl, who was grazed in the ankle by a stray bullet sunday night. she is recovering. back here live on the scene in the bronx, early this morning another gunshot victim. this one a taxi driver. again, police are still at the scene investigating here. that's the latest live from the belmont section of the bronx. back to you. >> all right, jen. thank you. 4:37 now. the coast guard and fdny raced into action after a boat capsized near queens. rescuers took 19 people out of the east river after their competitive rowing boat went down.

boat was completely submerged in the choppy and chilly waters. members of the rolling club were pulled to safety one by one. moments before that boat went down, this woman's boyfriend pulled out a ring and popped the question. >> he said in his proposal that in our relationship, just like water, there's high tides and low tides, but we survived it all. >> they did, thankfully. everyone was wearing life jackets, which is great. nobody was hu . no word as to what caused that boat to capsize. there is grief and sadness this morning at university of connecticut for two sophomores two died in a violent car crash. ryan mooe began and al ya that fren today were both killed when the car they were riding in collided with a truck. it happened friday. police say the truck hit the car, pushed it across the intersection, and into a utility pole.

fellow students are shocked. >> so young, only sophomores. it's really heartbreaking. losing a child is crazy, so i can't imagine what they're going through. but i'll be praying for them. >> another student and the driver of the truck were rushed to the hospital. the brother of al ya that has sent up a funeral fund campaign to pay for her burial. also a vigil planned tonight for two new york college students killed in a plane crash. two students died when their small plane went down in madison county. they were both freshmen from ridgefield, connecticut. the cause of that crash is under investigation. many more refugees will be coming here to the u.s. in the coming years. the move announced sunday just as europe struggles with its migrant crisis. secretary of state john kerry says the u.s. is willing to let in 85,000 refugees next year, 100,000 the year after that. this year, 70,000 refugees from around the world are being welcomed.

legend jimmy "super wly" due in a pennsylvania court on murderh charges. he's accused of beating his girlfriend to death in a hotel room. this was back in 1983. the case was reopened a couple years ago after snuka released his autobiographoo it reportedly contradicted his own account when argentina was killed. snuka is now 72 years old and free on bail. happening today, a tennessee man whose selfie on the brooke religion bridge went viral is now facing a judge. he's got a new selfie here in new -rk. 21ear-wed daesd carr nooch walked out on a beam and snapped this p ture back in july. yeah, you can't do that. last month he was arrested in chattanooga and extradited here. the photo raised security concerns just before the fourth of july. 4:48 now in new jersey. new construction codes take effect today, but some people say the rules don't go far enough to prevent fires. our news partner says the regulations lack many of the

safety changes called for after th massive fire in edgewater, new jersey. thr,e fire destroyed the avalon luxury housing comple bk in january. among the suggestions are to limit the use of light wood frames which can burn faster and collapse. officials say they're already working on the next set of revisions for the year 2018. moving now to northern ca glifornea. the deadly and destructive valley fire is now 69% contained.d,it's been burning for more than a week though. evacuation orders for several communities have been lifted. that's a bit of good news. people returning to their neighborhoods finding they're gone. their neighborhoods are just destroyed. officials say the fire has destroyed about 1,000 homes, and it is still threatening to burn ndreds more. in new jersey, state wildlife officials are hoping to trap a bear spotted by a 7-year-old boy. the encounter happened on saturday near ramapo state forest in oakland, new jersey. the boy had marks on his dy, but they appear to be caused by thor .

officials have not ruled out that there could have been contact with the bear. the town says residents should not be alarmed. it is 4:49. the 67th annual emmy awards, a fantasy favorite was crowned king. >> "game of thrones." >> yes, "game of thrones" won best drama series. the series now has 26 emmys. it's tied with "hill street blues" and "the west wing." john ham i inally won best actor for his role in "mad men." he didn't even use the stairs to get on stage. it was viola davis who made history. she became the first non-white to win best actress for a drama. >> the only thing that separates women of color from anyone else is opportunity.

bridge. that blocks a lane. you can see things are still moving along. we'll have more weather and traffic coming up. we have breaking news this morning from the bronx. a cab driver shot and killed overnight. jen maxfield is in the belmont section with the latest on this story. >> reporter: good morning to you. that's right. we're here near the intersection of east 189th street and beaumont avenue. i'm going to step away and show you exactly what is happening here at the scene. you can see police have cordoned off this intersection with crime scene tape. the crime scene unit is here at the scene right behind that white van is a green taxi. the man driving that taxi was shot and killed just before 1:30 this morning. police are still looking for the suspect. the driver lost control of the taxi after he was shot in the head and crashed into several other cars here at this intersection.

livery cab drivers throughout the city. this is something that will certainly cause even greater concern for them. >> jen, thank you very much. the former tennis star mistakenly arrested by an nypd officer sitting down with mayor de blasio and police commissioner bratton a little later today. surveillance video of james blake's arrest outside of a manhattan hotel shows the officer there charging at him, grabbing him by the arm, and tackling him to the ground. well, it was then that the officer discovered he had the wrong guy. the officer is on desk duty now. the mayor and police commissioner have apologized to blake, who has said that officer should be fired. 5:03 now. still no word as to what caused a dragon boat to capsize near queens. rescuers took 19 people out of the east river after their competitive rowing boat went down. officials say the wooden dragon boat was completely submerged by the time the coast guard got there. members of the rowing club were
