live from studio 3contraction 3 c in rockefeller center, this is news 4 new york. now at 11:00, here we go. the coldest blast of arctic air this season is upon us, sending the mercury plunging to possible record lows. he will no doubt will remembered as one of the most consequential judges and thinkers of the supreme court. tonight a look at his life and legacy. plus, the showdown, the final republican debate before the south carolina primary. a make other break moment for some of the six remaining candidates. good evening and thank you so much for joining us tonight. frigid, frozen, bitter, bone chilling, whatever you want to call it it's freezing cold outside. tonight's weather is down right dangerous. >> how dangerous? in the city you could get frostbite on exposed skin in 30 minutes or less. and in the northern suburbs in

we have team coverage for you right now. >> the areas where the windchill is going to be the coldest that's where we have the warning in effect. that's the pink highlighted counties. everyone else is under a windchill advisory. that's where we're going to see those feels like temperatures dipping to 15 below or even lower than that. we're expecting an overnight low of two degrees which would tie the record low temperature for this date, valentine's day. here's a look at that feels like forecast. we are already feeling like we're in the negative teens in much of the area. by the time you're waking up tomorrow morning it's going to feel like 30 below in monticello. 15 below in midtown. we're going to slowly moderate as we head into the lunchtime hour. the negative numbers in the

not much relief as we head into sunday evening. but things will start to get better. it comes at a price, though. i'll talk to you more about that in your seven day forecast. tonight, a saturday night, the city would typically be bustling the people out and about. but this cold has the city that never sleeps hibernating tonight. news 4's michael george is life downstairs right outside rockefeller center which is awfully quiet for a saturday. >> >>. >> reporter: where are the people? there's hardly anyone out here. what's normally a packed rockefeller plaza. after after two or three minutes you start to feel that biting cold, that pain in your ears and fingers. it's going to be a cold, cold valentine's. >> it's freezing. >> it's just bitter. your face is so cold it just hurts. >> reporter: we caught up with

cold just so they could have a valentine's day dinner. after getting a taste of windchills below zero they're ready to call it a night. >> >> we're done. it's too cold. we're going back to our hotel. we're going to snuggle and stay in. >> reporter: we noticed that fewer and fewer people were venturing outside. >> the streets are empty which is different for new york city. >> quiet today for new york on a saturday. really quiet. >> reporter: but a small number of brave couples decided to keep their valentine's plans and immediately regretted it. >> i mean i take my hands out to look at my phone for 30 seconds and i can't. it's so cold. >> i haven't felt it this cold for a few years now. >> reporter: this is usually the part where we give you tips to stay warm. i'm just going to give you one. stay inside. that one's pretty much foolproof.

heat or hot water in your home, call 311 right away. there are crews on stand by here in the city to respond to complaints just like that. a new york state police trooper trying to rescue a dog who fell through a frozen pond ended up in some trouble himself. the officer pulled the pooch to safety and was walking back to the shore when the ice cracked and he fell right in. another officer and a firefighter helped pull him and the dog out of the water. the trooper and the dog are going to be already. you can track the cold with the news 4 new york app. a sad story tonight with major political implications. supreme court justice antonin scalia has died at the age of 79. he was on a hubt nting trip in texas and died sometime last

in front of the white house. antonin scalia of was born in trin on the trenton new jersey and raised in queens. he met his wife on a blind date in college and they would go onto have nine kids. scalia was appointed to the court in 1986 by president ronald reagan. justice scalia was widely respected by his colleagues, even his opponents within the court like justice ruth bader ginsburg, a liberal who he had a special friendship with despite seeing the world so differently. the president spoke from california sending his con dell condolences to the family and answering an important question that scalia's death raises. >> i plan to fulfill any constitutional responsibility to nominate a successor in due time.

praised scalia tonight as an extraordinary individual and jurist, calling his passing a great loss to the court and the country he served. scalia was no doubt one of the more controversial supreme court just justices. many republicans fearing this opportunity for president obama to install another liberal in the supreme court are calling for scalia's seat to remain vacant until after the election. new york senator chuck schumer responded. >> one of them that comes to mind was kennedy. it would be so wrong for our colleagues to block a nominee. >> former president bill clinton tonight said he often disagreed with justice scalia, but liked him regardless. >> he would find it probably hard to believe that i would say this.

because he never pretended to believe something he didn't, he never pretended to be anything he wasn't. >> if the president does make a nomination for justice scalia's position it would be his third in seven years. the senate would have to confirm a nomination and the senate is run by republicans. so of course this could get very interesting. >> scalia's death took center taj in stage in south carolina tonight. now, it started with a moment of silence before the candidates took aim at each other. >> the six remaining republican candidates for president on the debate stage in south carolina, just hours after learning of the death of supreme court justice antonin scalia. the candidated ed s heaping praise on him. >> he will go down as one of the great justices in the history of this republic. >> many of the candidates are urging the senate to block president obama's next appointment to the court.

they're calling her bindi after the daughter of the crocodile hunt hunter. >> we always want to tell people remember with your pets when it gets this cold, just brutal out there. >> it's intolerable cruelty to me. bring your pets indoors. that should be automatic. that should be a given. you don't want to spend too much time outdoors either. it is still dangerously cold out there, even tomorrow morning. we'll get a little bit of relief in the afternoon because the wind is going to diminish. but we could have the coldest high temperatures ever on this date in the metro area. take a look at some of these records that we have standing right now. the coldest day in central park on valentine's ever was 17 degrees. 12 degrees in new mill ford, new jersey.

numbers throughout much of the area. midtown. five in morristown. wind. it feels like minus nine degrees in sussex and midtown. 17 below in islip. 18 degrees below zero when you factor in the winds along with that air temperature. the here's a look at those wind gusts. 20 in danbury. farmingdale, 20 miles per hour. this is what you're going to wake up to tomorrow morning. still looking at those gusts in the 15 to 25 miles an hour range. as we head into the afternoon, the winds subside so we'll see a little bit of relief from the windchill. as i mentioned before, the temperatures are going to be very very cold still. negative three in white plains. and we will have some numbers well below zero. this is air temperature before

it's going to feel like eight below in poughkeepsie tonight. tomorrow we'll only reach into the teens for the high temperatures. it's going to be brutally cold at 8:00 a.m. lots of sunshine, but that will be deceptive. the arctic air is going to move out as we head into president's day. on monday, a high of 34 degrees. tuesday morning commute will be very tricky. we're going to keep a close eye on that for you. here's a look at the seven day forecast. much milder on tuesday. about a 50 degree swing in temperature from overnight tonight to tuesday afternoon. kind of unbelievable how quickly it's going to warm up. >> can't wait. so it's nba all star weekend. coming up, we're going to show

carmelo month any anthony is tired of trade talk. lebron james even called it false, adding that he feels for him with the knicks. this was a talk of toronto at today's all star practice. carmelo did his best to diffuse it by the time he was sitting court side tonight. he has a no trade clause. anthony says that hasn't been discussed the team next. he said he doesn't want to leave the knicks. >> you know, i'm not going nowhere. you know, when you're in new york, you're always up for grabs. i tell you that. a trade is always up for grabs. it's always who's next. nothing guaranteed when you're in new york. but i don't pay attention to no rumors. >> so you have no intentions on leaving the knicks? >> not at all. i'm not even entertaining no trade talk right now.
