become a factor. look out driving this afternoon and evening. there could debris and trash cans on the roads. karen rogers i guess this is not a happy commute. >> reporter: the rain is coming down, the blue route past the turnpike, southbound traffic moving just fine. you can see the water on the roads. people are driving through the puddles, the spray coming back at you. the one thing we're going for is lighter volume with more people taking off on easter monday. i-95 visibility is down a notch. that's southbound traffic heading toward center city looking a little bit more volume than a half-hour ago, but no delay on i-95 southbound. here's a look at the boulevard. that's the southbound traffic heading toward the schuylkill expressway. we had an early-morning accident on the boulevard with a car up an embankment that's cleared. just an idea what can happen with the wet roads even with lighter volume.

we have an accident in norristown at penn street. an accident in limerick, township line road at 10th avenue. debris on the turnpike partially blocking the ramp of the turnpike northbound at 168. fire damaged a home in west oak lane section. the flames broke out on north 23rd street at 11:00 p.m. they started in the basement and spread to the first floor. the red cross is assist ten people with temporary shelter. a man who barricaded himself inside a north philadelphia home sure rendered to police. investigators say the 19-year-old fired shots at the home of his girlfriend's family on the 3400 block of north 16th street. there were five adults and three small children in the home at the time, but nobody was hurt. the man thread to a home on the 3300 block of smedley street. he sure -- surrendered at
