that off-ramp is blocked the ramp from the blue route southbound to route 30 villanova. use the ramp at the schuylkill expressway or go to route 3, broomall upper darby. overnight construction on the mlk drive and i-95 by academy it is gone, as it is here on the vine street expressway. everything is reopened in both directions. crews return tonight at 11:00 p.m. for one more round of overnight construction this week. a little bit of better news in salem county. we have construction on the southbound turnpike near exit 1. now on 295 it's a southbound off ramp to hook road because of the downed wires you can get to route 40. >> reward is being offered that leads police to the hit-and-run driver earlier in delaware this week. annie mccormick has more where they released a photo of the
vehicle sought. >> reporter: a reward for an arrest and conviction. a with witness saw the vehicle p and take off. this is 12-year-old brian richards a 7th grader who is active in sports. new castle county police say around 5:40 p.m. monday he was struck by a hit-and-run driver as he tried to cross the unit block of drive in minquadale. this chrysler is similar to the vehicle they are looking for. the drivers side mirror should be missing. the passenger passenger side mirror should have yellow tinted glass and chrome back. brian's mom spoke about his injuries last night. he has a fractured skull with a tiny brain bleed, two broken
legs, christmastime i have a 12-year-old boy in the hospital at christmastime. that's going to be hard. >> reporter: he could actually be in the hospital through january. he has several surgeries ahead. again this happened monday night, if you have any information you are urged to contact new castle county police. reporting live outside of right now, annie mccormick channel 6 "action news." back to you. >> thanks. new this morning, a drive-by shooting sent a 59-year-old man to the hospital. the victim was standing on the corner of 52nd and haverford avenue in west philadelphia at midnight. a gunman fired from the car shooting the victim in the hip. police are looking for a dark nissan and hope that the victim can help them with the motive. tonight a vigil will honor new jersey state trooper frankie williams who was killed in a crash on monday night. his mother said he was the
perfect son, officer and husband. katherine scott is live at the satellite center. >> reporter: good morning, tam, her son was married and thriving at his new job and then came the phone call. >> he was everything that a mother could ever have. my recipe for my son was love. >> reporter: frankie williams was 31 years old, the only child of a single mother. he lost his life monday evening in a horrific on duty crash on route 55 in millville. >> it's unfair, it's selfish, it's cruel. >> reporter: a driver crossed the grassy median and hit the trooper head on, that driver perished an unimaginable loss for his mother victoria williams. >> the phone rang and i was saying to my fiance victor, it's
my son. i knew i could feel it. >> reporter: williams spoke to "action news" about her son. he had just been married two months ago. he grew up across the street from the woman who would be his bride. >> she came back and forth to see my son. she said say i'm going to mary frankie. frankie knew that he wanted to be in law enforcement, he accomplished his goal becoming a state trooper less than a year ago. the grief is raw and deep. >> i was so angry. he gave so much to me as a mother, and he loved his wife unconditionally. and the candle light vigil is being held at 7:00 p.m. this evening, at leesburg volunteer fire company. the community is welcome to attend. katherine scott channel 6 "action news." >> flames took ten minutes to
get under control were strong enough to leave a young man with serious burns. firefighters made quick work of the blaze on cottman avenue. when crews did a sweep of the home they found the victim in his 20s. careless smoking is to blame in the damage to the entire block. 23 people were displaced, but not one seriously hurt. chilly change is coming at the right time for the pennsylvania ski resorts. the slopes are green right now at bear creek in the lehigh county. they are counting on the freezing temperatures to help make the snow stick. their goal is to be open by christmas. >> it will feel like it. >> reporter: they could easily make snow over the next several

tomorrow morning in particular it will be raw with the strong winds and low windchills. friday into sunday we have these days where we top out in the 30s in philadelphia. the last time was february 18. 45 degrees, clouds and sun, getting breezier in the afternoon, windy tonight and blustery and cold tomorrow. we'll go for a high of 40. the windchills will make it feel like the 20s most of friday. brisk and cold on saturday, 38. that's a day with windchills in the 20s. sunday to clouds and less wind on sunday, another high around 40, maybe we get there, maybe we don't. eagles game looks chilly, but dry. there will be precipitation at night in through monday, sunday night into monday there's a chance of a wintry mix before a changeover to rain honing in on the details there. >> thank you, david.
