david murphy and karen rogers. >> reporter: we'll have mostly sunny skies, as for visibility we have fog in lancaster. this is developing toward millville, it doesn't look too bad right now. temperatures are not too bad. 61 degrees in philadelphia. 62 right now in allentown. 60 in trenton. 59 in wilmington, 54 a little cooler in cape may. as we roll through the day, it gets nice, 57 degrees by 7:00. noon, 71 we see a high of 79 degrees we'll wait until 4:00 p.m. this afternoon to get there, very close to that between 3:00 p.m., 5:00 p.m. this evening, on the parkway, 74 degrees by 7:00 p.m. a great night for the nfl draft to kick so -- kick off. you have a blocked road. >> reporter: it's for the nfl draft near spring garden and the benjamin franklin parkway.

the benjamin franklin parkway way is closed outer drive and inner drive, as well. a few other closures you're dealing with for the nfl. adding to that today. we have the start of the penn relays. the first event is at 9:00 a.m. we'll see extra congestion on the schuylkill expressway. we saw that for the closures of the nfl draft we'll see delays on the ben franklin bridge, all the local roads in and around university city. expect big problems with the nfl draft and penn relays beginning today. we'll see volume on the roads. in addition to that we have a problem with an overturned tractor-trailer and fuel spill blocking 295 approaching 42. all lanes are blocked right there. you have to get off at exit 26 where traffic is being diverted this has been out of a little while, but a still a problem. >> this morning delaware state police are grieving the loss of

one of their own, steven ballard was shot and killed yesterday. one of the suspects is barricaded florida home in middletown. investigators say ballard went to approach a suspicious vanna wawa parking lot in bear. one suspect got out and shot the corporal hitting him three times. the other suspect took off. that suspect is in the five hundred block of saint michael's farm in the brick mill development. jeanette reyes is live at the scene where the standoff has been going on for 15 hours, good morning, jennette. >> reporter: good morning, tam. this barricade now going on the 15th hour, as you mentioned. here, police trying to negotiate with the suspect so he can surrender, we are told he's been

anything but cooperative firing multiple shots at police at one point. take a look at what's going on behind me, dozens of cars here, residents spending the night as they wait for the barricade swigs to end. i'm told a lot of nearby hotels have been booked because so many residents have not been able to return home. this is a strip mall not too far from the scene the 500 block of saint michael's drive in the brick mills development. there were reports of explosions that were heard that knocked the power out at this staging area. we're not sure if that has anything to do with the scene. late yesterday evening delaware state police used a explosion breaching charge at the front door of the home. i spoke to a resident on the phone in her home by herself not too far from the scene, she heard two dozen very loud

explosions take a listen to what she had to say. >> i am hearing a whole lot of explosions, i just told karen i think since these explosions started we're up to 20. >> reporter: wow. >> some type of i don't know if it is gunshot or there are shooting something into the house. >> reporter: so, she tells me it seems they have it under control, but at this point it does not seem like the suspect will be surrendering to police. the residents plan to stay here as long as they need to to get back inside their homes. we'll report more as we learn it. >> delaware governor, john

and two last year. he is being held without bail. a person is recovering after a serious crash in camden county. this was the scene at 10:00 p.m. from chopper 6 hd. first responders work to free a person from the car that is stuck under the semi. the crash in gloucester township. no word on what caused the crash. philadelphia has almost carried the ball across the endzone with the nfl draft starting tonight. precelebrations begin on the benjamin franklin parkway at noon. katherine scott joins us from that spot with a preview. >> reporter: good morning, matt we've been talking about it for months and the day has arrived. 200,000 people are expected to come to the three day event it all starts at noon today with fun and games along the parkway. remember everything is free except for what you buy in the

nfl shop and concessions. >> i hope to get a couple of glimpses. >> reporter: today you can see the whole thing, starting at noon fans can have the nfl experience. you can get a nfl theater built on the steps of the art museum. >> we have many other tvs that are set up you can watch the draft from any given angle if you were not lucky enough to sit in the theater. >> reporter: workers were out on the benjamin franklin parkway putting finishing touches on the massive setup. at the franklin institute, selection square is ready to go, it's open to the public for the draft. >> there are viewing areas throughout the stage it's free and open to the public, it will open to coincide with the draft experience on the parkway. >> reporter: the eagles have the
