murphy. >> ♪ >> good morning. it's 6:00 a.m. on this tuesday october 10th. here's what we're following. >> we have new video from a police shooting in florida over the weekend that left a temple university student dead. police say she rammed her car into a crowd of people and hit a police officer. >> plus, a campus police officer in texas is shot and killed inside police headquarters after a manhunt investigators have a freshman student in custody. >> our fall fling with tropical conditions has to end at some point. accuweather tells you when autumn finally arrives and whether summer will be banging on the door again. >> is it philadelphia or is it the caribbean? that is what it feels like out there as karen rogers has more in what you can expect in accuweather and matt pelman has your traffic. good morning. >> the fling does have to end at some point. >> it kind of dips down and comes back up. it's not ending. let's take a look at that shot you saw right now and you can see we have mostly clear skies above the ben franklin bridge. we had a cool front that moved

through. it's bringing in some drier air mass and that's going to help to lower the dewpoints over the coming hours so if you're taking the dog for a walk over the next few hours you can expect partly cloudy skies. we're starting offer with temps in the 70's. in the height of the afternoon we reach the upper 70's by lunchtime. 83 for your high today. so, it will feel muggy early on. by the afternoon hours going to feel a little better. bye-bye doggie. let's check those current dewpoints. we're feeling a real difference with that. so a cool front moved through, the northerly flow behind it dropping dewpoints to 63 in allentown but still the mid 60's in philadelphia, mid 60's -- 65 degrees now -- yesterday we were in the 70's in the city so it's a little better. still oppressive in the 70's right now in south jersey and delaware. that will ease in by the afternoon. satellite and radar showing we're starting offer with mostly clear skies but we see those clouds that are filling in from the south and west. it will be partly sunny this afternoon with a warm high of 83 degrees, well above the

average high of 69 but i've got one day in the seven-day forecast where we actually get to an average temperature so i'll tell that you coming up in the seven day in a couple minutes, matt. >> rover is always so well behaved. >> he is. >> karen, he must have go and to obedience school or something. good morning. good morning, everybody. we're live in center city. this is the vine street expressway. no overnight construction last night here and at this point we're just watch something building volume especially on the westbound side approaching the schuylkill. the schuylkill itself westbound was closed overnight at 30th street as street as i told you it would be. but it's opened now and it will close later again tonight in university city. we have eastbound work on the schuylkill near the conshohocken curve but those crews have also cleared and at this point same situation here just building volume in both directions as you travel along 76. but there's been a bigger problem this morning on the northeast extension of the pennsylvania turnpike. it's an overturned vehicle accident and the vehicle actually went off the road southbound approaching

lansdale emergency crews are still on the scene and even though most of the activity is on the shoulder you might find a little slowing approaching the lansdale interchange. not far off in hatfield we have a serious crash along clemens road at derstine road. on the pennsylvania turnpike east-west portion there was westbound work near downingtown. that's gone so you're good to go as you head out towards berks county or lancaster county this morning. getting used to a new work zone that got under way yesterday 95 in delaware northbound one lane getting by north of 202 the concorde pike. i would expect delays there on this tuesday morning, matt. >> thank you, matt. questions remain this morning about the death of a temple university student who was shot and killed by police while on vacation in miami beach. witnesses say she was driving erratically, ramming her car into a crowd of people and hitting a police officer. it was then that police opened fire. "action news" reporter katherine scott is live in the satellite center following these latest details. katherine. >> reporter: matt, right now

an outside agency is investigating whether the shooting was in line with department policy. at this point we do know that cell phone video is online. it shows the moments surrounding that shooting. we're going to show you some of that video right now but i do want to warn you some may find it disturbing. [gunfire] >> reporter: witnesses captured the chaos on their cell phones sunday evening in miami beach. right after authorities say 22-year-old temple student cariann hithon ran over a police officer. >> like started her car and ran -- ran away, like on top of -- like going over the -- the policeman, in front of her. >> reporter: the transfer student from maryland had been in florida celebrating her 22nd birthday. witnesses say she appeared intoxicated. police initially responded to a report of several car accidents. they say hithon had been behind the wheel of her black bmw passing cars in the oncoming lane and striking two vehicles at an intersection. police then say hithon

continued running a red light and hitting a third vehicle just after 6:15 p.m. police say witnesses and officers began to gather to help the victims and that's when hithon drove into a crowd hitting an officer with her car. >> and at that point the other police -- the other cop started shooting and i heard like shots, like four or five shots,. >> reporter: hithon crashed into an suv. the officer was taken to a nearby hospital. >> we know he lost consciousness at the scene for a period of time. he is now at the hospital. he is stable and alert. >> reporter: meanwhile temple university released this statement "we're saddened to just be learning of the death of cariann hithon. as we gather more information we send our thoughts and prayers to her family and friends ." there was a passenger inside that bmw who was not injured. it's unclear how the two knew each other. we're live from the satellite center katherine scott, channel6 "action news. tam. >> okay, thank you, katherine. and it is not a normal school week for hundreds of

families in parts of south jersey. they have to figure out what the do with their children all day since they will not be going to school. a stressful situation that's going to last at least until the end of this week. that is because of an ongoing mold investigation. the six monroe township schools will be inspected in the coming days. last week the officials closed holly glen elementary school. then on friday reports surfaced of that. take a look at that. there are moldy ceiling tiles in the williamstown middle school. in our next half hour we'll have more reaction from parents who really voiced their frustrations with the district last night. a former teacher in the lehigh valley has pleaded guilty to sending explicit snapchat messages to students. david borghesani was a teacher at whitehall high school. yesterday in court he pleaded good the to corruption of minors. investigators say borghesani an female student were in contact through social media for more than a year. borghesani resigned in february. his sentencing is set for november. >> a murder suspect has been arrested eight months after a

community activist in west philadelphia was shot and killed. nelson giddings is charged with the murder of 65-year-old winnie harris. investigators say giddings broke into her home on north holly street back in february and killed her in the second floor bedroom. giddings is also charged with robbery and burglary. he has 15 prior arrests. >> it is 6:07 and new rules are coming for payday loans. new standards over who can get them and limitations on what companies can do to get their repaid. erin aid is in for maribel aber live at the nasdaq if times -- in sometimes squarism good morning, tam. there are new rules on payday loans. limit loan frequency and prevent penalty fees. the rules take effect july 2019. the new guidelines also apply to loans and other long term loans. stocks posted modest losses in a quiet trading session. right now futures point to a higher open and an index

so, that's down a little already from yesterday and those dewpoints will drop through the afternoon. the winds are calm at the moment much the pressure is rising 'cause we have high pressure moving in. and the ocean temperature is 71. here's satellite and radar and we can see we had a front that moved through in the overnight hours. well, we have mostly clear skies now. you get the idea from the cloud cover here pulling in from the south and west that the clouds will be mixing with the sun this afternoon. the high is 83 degrees, even above yesterday's high. at 8:00 a.m., it's 71, by 10:00 a.m., partly sunny and 74. lunchtime we're in the upper 70's, 78. at 3 o'clock we'll be sitting at our high for this date at 83 and coming down from that at 6 o'clock with 79 degrees and then tomorrow we're tracking this area of low pressure, an upper level disturbance that moved through and triggers a few showers so we quickly cloud up tomorrow and we get some showers probably the best chance will be the second half of the day on wednesday leading into thursday morning. here's your exclusive accuweather 7-day forecast.

today it's warm, it's gradually turning less humid, still feels pretty sticky now but by the afternoon you're better, 83 for the your high. tomorrow is not quite as warm, 75 degrees but clouds take over. we get a few showers, not a lot of rain but a few showers wednesday afternoon or wednesday night leading into a couple of showers on thursday. best chance would be in the morning. thursday we have one day where we're back to reality. temperatures closer to where they should be, 68 degrees for your high but that doesn't happen for long. friday it turns nicer, a little brighter with sunshine and clouds, we're up to 71. warm here for mid october on saturday. even turning more humid for the temple game, 80 degrees for your high with sunshine and a few clouds. by sunday, we are 15 degrees above average, 82. on monday mostly cloudy skies and 76. so, if you want fall, you've got one day in the seven day where it's going to feel like fall. >> just one. >> just one. >> that's all. we'll take it. thank you, karen. 6:10 now and we are following

>> ♪ >> welcome back. you're taking a live look here, the view out across penn's landing. i'm going to till it's philadelphia but really you're going to think you're somewhere a lot further south. it feels tropical out there right now. 6:14, 71 degrees, getting up to 83. >> but then you get in your car and you get on the highway and you're, okay, this is philadelphia traffic, of course, so. >> we're always stuck with that. we don't have the tropical drink that would remind us of being somewhere farther in the south either. could use that especially after some of these morning delays. 422 eastbound side we're starting to see it now from the saint gabe's curve through this point at trooper road into 23. at this point, it's just volume. overnight construction here along 422 has cleared. but the crews will come back before we know it. they're scheduled to start working at 7 o'clock in the westbound lanes between sanatoga and 724 and then overnight tonight, starting at 9 o'clock, they'll shut down 422 westbound in pottstown by

route 100. they do this from time to time. during the overnight hours i would stay down on 724 as an alternate. tomorrow night they'll work eastbound but tonight it's going to be westbound. hatfield township still have that crash along clemens road on the derstine road and they're still working on the overturned vehicle on the northeast extension southbound approaching lansdale but luckily most of the activity with that is off to the side. speaking of the northeast extension we're fine right now around the lehigh valley interchange but again, a remind and warning for you, this weekend, starting friday night, they are closing the northeast extension entirely both directions between the lehigh valley and mahoning valley interchanges. if you're heading to the poconos for the weekend you're not going to be getting through this weekend along 476, the northeast extension. we'll talk more about it as the week progresses. 95 in delaware, we got a little bit of a reprieve yesterday because of the rain but now we have that restriction in place northbound side over tali road just one lane available for

the next month. watch out for delays there. head for 495 or 13 instead. matt. >> thank you, matt. developing this morning, a student at texas tech university is now in custody accused of shooting and killing a campus police officer. the university in lubbock was on lockdown for more than an hour late last night after the police officer was shot at campus police headquarters. police say they had responded to a welfare check of hollis daniels. the student earlier in the day. when they were inside daniels' room, they say they found drugs which prompted them to take him into custody. >> they brought the student down to texas tech police -- to the police station and had a debriefing which is normal procedure. sometime during that debriefing the student pulled a gun and fatally wounded one of the officers. >> police say daniels then ran from police headquarters but was captured on campus. classes at texas tech are expected to go on today as scheduled. newly released

surveillance video here may renew the debate over whether buses should have seat belts. video shows a white car crashing into the bus in southeastern china earlier this month and the impact caused the bus to lose control and land on its side. now, most of these passengers were wearing their seat belts. only one person suffered a minor injury. >> first lady melania trump's officers has fired back at president trump's first ex-wife ivana. it comes after ivana trump boasted about her access to the white house even referring to herself as the real first lady. ivana trump made those comments during an interview on "good morning america" yesterday and in a rare move melania trump's office responded releasing this statement, mrs. trump has made the white house a home for baron on the president. she lives living in washington, d.c. and is honored by her role as first lady of the united states. she plans to use her title and role to help children not sell books ." that last bit was a little bit of a swipe at ivana who has a new book out taking credit for raising the president's three

[laughter] >> not well apparently. you know what, though, it actually is a lot better out here than it did just an hour ago. we're seeing changes in dewpoints and the temps. let's look right now. 64 in bethlehem, 65 in coatesville, 67 in malvern, 71 in center city. it's another warm start to the day.

the seven day coming up in just a minute, matt. >> what a novel concept for it to feel like fall in fall. good morning to you karen. speeds are just starting to fall at this hour on most of our major highways as volume kicks in. a if you had off yesterday 42 was a mess yesterday morning but this morning it's moving fine. nothing we're not used to at this point. we did have a crash early this morning on the northeast extension of the pennsylvania turnpike. involved an overturned vehicle southbound approaching lansdale. that's now cleared out of the way. but they're still working on a motorcycle accident in hatfield township. that's along clemens road at derstine road. i would still avoid that intersection if i were you. on the big picture it's just volume on the highways but we're seeing a lot of it now on some of them. 11 miles per hour on the westbound side of the schuylkill. about 20 on the southbound side of 95. let's go to this spot right here. it's 95 at cottman avenue and yes, indeed, the delay has now formed southbound from approaching cottman on into

girard. already a 10 minute delay on that southbound travel time. and on 95 in delaware northbound now just one lane getting through that construction. it's going to last about a month. northbound over tally road i would expect delays starting this morning. head for 495 or 13 in the first state. tam. >> thank you, matt. an entire school district in south jersey is shut down for the rest of the week over a major mold problem. parents have had to scramble to find alternative care for their children and last night they let the district know they are furious over the problem and how it's been handled so far. "action news" reporter jeanette reyes is live in williamstown high school with the very latest. good morning, jeanette. >> reporter: good morning, tam. as parents all over the district here scrambled to find that childcare for what could be at least a week, they wondered just how long the district knew about this and how much longer their children will be out of school. the williamstown high school auditorium was packed and emotions ran high.

infuriated parents accused the monroe township school administration of negligence as the district announced that all six schools will now be closed for the rest of the week. the decision comes after holly glen elementary failed a mold standard test last week and was forced to close for decontamination. there was soon renewed anger and confusion at williamstown middle school when parents there learned crews were taking down these ceiling tiles saturated with black mold while the children were still there. monday night an emergency meeting was called. officials announced that now every school must be tested but parents wonder how is this just now being addressed. it seemed most questions went unanswered to the frustration of many. >> how upset you are. >> to think that it could get to the point where kids are getting sick. i feel kind of, you know, letdown by the administration. >> reporter: and again, all of the schools have to be tested now.

the best case scenario is that the kids will be out of school for the rest of the week. it could take possibly much longer than that. reporting live in monroe township, jeanette reyes channel6 "action news." tam. >> okay, thank you jeanette. we've got some breaking news coming in this morning. a septa employee is recovering after being shot in the leg while walking on his way to work. it was an attempted robbery. he was walking along the 3100 block of ridge avenue in the strawberry mansion section. we'll bring you more information as soon as it comes in. matt. >> 6:35 now. developing this morning a state of emergency is in place in northern california where relentless wildfires have wiped out entire neighborhoods. nearly 90,000 acres are ablaze across eight counties including napa and sonoma. authorities say at least 10 people have died, 1500 homes and businesses have been destroyed in santa rosa alone. the wind whipped flames have forced the evacuation of

20,000 residents along with the city's hospital. >> and we will come back from this. but right now we need to breathe because the loss is significant. >> another wildfire has charred 2,000 acres in southern california. it has burned several homes and prompted evacuations east of anaheim. >> a 40-year-old man was killed in a multi car crash at the height of the evening rush. the pileup sent vehicles in all directions at the intersection of bustleton and grant avenues in northeast philadelphia. police say an 11-year-old boy and a 41-year-old woman were among the injured. both of them are in stable condition this morning. >> ♪ >> and dozens of the nation's top executives are here in philadelphia today to take part in a run to help the homeless. the action cam was in society hill less than an hour ago when the runners were warming up. the run walk is raising money for the nonprofit back on my feet. people looking for a fresh start who commit to running three days a week are then offered educational support

job training and housing resources through the program. >> ♪ >> two major party candidates for new jersey governor square off tonight in their first debate. democrat phil murphy is a former u.s. ambassador from the obama administration and once worked at goldman sachs. murphy has focused his campaign on attracting new businesses to the state. republican kim guadagno is the current lieutenant governor under governor chris christie. guadagno has concentrated on property tax reform. a recent monmouth university poll says nearly 35ths of voters in the state do not have an opinion of either candidate. perhaps that will change tonight. 6abc is hosting the debate. we are dry and we have drier air moving in. that's why it will feel less humid this afternoon. let's go outside. mostly clear skies. i was looking towards the east as we're looking right now and you can see just a couple of clouds out out there. skies starting to brighten ahead of the sunrise at 7:08. it's a pretty start to the day and it's certainly feeling muggy especially in some spots like south jersey and delaware but not quite as bad as yesterday. the temperature right now is 71 degrees. the dewpoint is 65 degrees. now, yesterday we were in the 70's so it's in the process of getting better. the winds are calm at the moment. high pressure is building in. so, the pressure is rising and the ocean temperature is 71. here's satellite and radar. we had a cool front that moved through overnight. we have clear skies at the moment but you see the clouds that are pulling up from the south and west. we're going to have a mix of clouds and sunshine today. today we're staying dry. 83 degrees, even warmer than yesterday under partly sunny skies. at 8:00 a.m., bright sunshine and 71. by 10:00 a.m., we'll have sunshine mixing with some clouds and 74.

few more clouds in the picture at lunchtime but a nice day, 78 degrees, just warm. at 3 o'clock, 83. that's your high today. normally we would just be in the 60's. 83 degrees. at 6 o'clock, 79 degrees. tomorrow we track this upper level disturbance that moves through. we quickly cloud up. but we also get some showers, especially late in the day and early thursday morning, so a few more showers coming, not just steady rain that we saw yesterday but a few showers coming. it continues to be one of the most active tropical seasons we've seen since 2005. we now have tropical storm ophelia at 40 miles an hour winds. this is just out in the open atlantic and no threat top to land but just a sign it's been a busy season. tropic season continues until november 30th. feeling better by the afternoon, 83 degrees for your high. wednesday not as warm, 75. we have a lot of clouds though and a couple of showers around. thursday a shower or two but we are back to reality. temperatures where they should be, the upper 60's. 68 degrees. but look at that its the only

[laughter] >> enjoy some of that for breakfast, maybe splurge on this tuesday that feels like a monday morning. this is the schuylkill expressway eastbound side. spotted a disabled vehicle here right where the roosevelt boulevard extension comes in. and as you can see the eastbound side is now plenty busy from city avenue on in toward girard avenue as you head towards center city but the westbound travel times even a couple minutes worse. 26 minutes. ideally should be 14 but of course that's not the case and right after the rush hour don't forget they're doing construction surveying work on the schuylkill again today and tomorrow from 9:00 a.m. to 2:00 p.m. between city and belmont so those delays will last beyond the rush hour because of that construction. new crash coming in in horsham. it's along 611, the southbound side at blair mill road. sounds like a pretty serious one. an ambulance is on the scene there by the speed way station. so, i would expect speeds headed toward the turnpike to not be so hot.

elsewhere in montgomery county our motorcycle crash that we had along clemens road at derstine road has cleared as has the overturned vehicle crash on the southbound side of the northeast extension. everything is opened there. but in chester county we're watching a new crash along paoli pike near five points road by the bb&t and the west goshen police department and elsewhere in chester county new construction began yesterday in elk township. the state road bridge over little elk creek is now closed through april. so, six months you're going to want to use woods road as an alternate. in new castle, new restrictions began yesterday along 141, the bridge over 13. that bridge is now closed for about a month and a half so churchman's road and 273 gets you around that and on 95 in new castle county it's now just one lane instead of two in the northbound lanes beyond 202 the concorde pike so expect delays there beginning this morning, matt. >> thank you, matt. authorities have made a significant change to the time line las vegas mass shooting. investigators say stephen
