now at noon -- horrifying crash-- a ride home from school turns deadly chattanooga, tennessee as a bus filled with elementary students crashes into a tree. five children are dead and now their bus driver is facing charges. he was arrested late last night, on multiple counts of vehicular manslaughter. this as the n-t-s-b is investigating what caused the crash. sarah rosario reports of the latest on the investigation the scene of a bus nearly splint in half by a tree is a heartbreaking reminder of the young children killed and the

"we have 5 confirmed deaths. we have of those deaths, 3 were in the fourth grade, one was kindergartner and one was a first grader." while the cause of the crash is still under investigation police say speed is a strong factor.. arresting 24-year-old driver overnight. "johnthony walker is being charged with five counts of vehicular homicide, reckless endangerment and reckless driving."of the 37 elemenry school students on board 24 were rushed to the hospital. "here at erlanger hospital several of those children are still fighting for their lives in desperate need of blood. it's why local blood banks are asking for volunteers to meet the need and the community is coming out in droves to support." dollar budget shortfall by mid-2019.it's a problem that the republican-controlled legislature will have to tackle after it reconvenes next month. the estimate from the state department of administration is the first to take into account spending requests made by state agencies for the next two years. homelessness in wisconsin declined by more than double the national rate this year-- that according to the u-s department of housing and urban development. homelessness was down about six percent this year compared to 2015. data nearly six-thousand people without permanent homes across the state. a little more than 300 of them are youth living on their own. a project underway in racine is hoping to help homeless veterans get back on their feet. we first told you about the construction of the tiny homes - to house the vets - back in the spring. pete zervakis explains what's next. laundry facilities will be here it doesn't look like much now... but this old building

lot behind it - will sit 15 tiny houses like this one... where homeless veterans can temporarily live. "veterans outreach of wisconsin" is behind the project... which jeff gustin says got final approval from the city council last week. we have all the permits in hand to get started this morning efforts continue to renovate the community center. inside will be a food pantry... kitchen ... and bathrooms. this is a layout of what the grounds will look used to link veterans up with services like p-t-s-d support groups... or financial planning.... to help them find work... and long-term living arrangements. the project relies on volunteers. my son and his wife are in the us military - they're in the airforce that's why cheryl wirkus helped with construction of the tiny homes over the summer. gustin says there are more like her. to be able to give back to those men and women who secured my

reason everybody involved with this project does it weather permitting... he hopes to have five homes plus the community center... finished january 1st. if we hit a deep freeze or a lot of snow that would really slow it down in a perfect world the group hopes to have all 15 tiny homes finished by april. in racine pz tmj4 the cost of building the first five homes - and acquiring the property - was about 125 thousand dollars. rennovations to cost about 50-thousand... gustin says the group has already raised more than half of that money. the latest 'trouble in toyland' report is expected to be released today. it shines the spotlight on recalled toys and some are still available online. the list will released at two this afternoon at the u-w-milwaukee campus. on the heels of that report -- the worst toy list just came out. they include peppa pig's muddy puddles-- slime-ball slinger--

more news now-- police trying to figure out if an explosion in downtown in philadelphia was intentional or an accident. police say a 62 year old man opened a package for an inhaler when it exploded. the man suffered injuries to his hands and chest. the bomb squad has cleared other packages and about 10 residents who were forced to leave their homes were allowed to return to their nearby apartments. a florida neighborhood had to be evacuated after a garbage

fire was caught on video by someone who lives in that neighborhood. officials say it was something inside the truck flashed over into fire.the fire spread to a nearby parked car. the garbage truck runs on natural gas, and fire crews say a ventilation system prevented it from exploding. a blizzard buried a new york village on monday. three feeet of snow with 7 foot snow drifts reached up to roofs, blanketing many cars and houses. the "lake effect" snow machine kicked into and winds lowered visibility. the area is bracing for the possibility of more snow before the holiday week is over.
