it's grainy ... and graphic. the family has said they want the public to see this video. but we do want to warn you, it is disturbing this is what transpired between the officer and jay anderson.you are looking at just released dash cam video. this is back in june.. officer joseph men-sah was checking on a suspicious vehicle around three in the morning in madison park in wausa found jay anderson sleeping... a gun next to him. he radioed that information to dispatch -- asking for backup. a minute after that jay anderson would be dead. officer mensah says during that time -- he told anderson to put his hands up and at first anderson listned. but then the officer says he dropped his right hand three times. in the video you see his right hand go down then back up and then back down ... and that is when the officer

anderson 5 times in the head and once in the shoulder. the medical examiner found anderson was legally drunk and had marijuana in his system. under that statue -- the district attorney found officer mensah acted in self defense and cleared him of any wrong doing.mensah is expected to return to active duty soon. jay anderson's family is in disbelief over this decision. they say anderson was groggy and was not reaching for the gun. officer joseph mensah has been with tosa p-d since january of 2015. last july ... he was cleared in another deadly shooting. he was one of two officers who shot and killed a man armed with a sword. mensah returned to work in august and remained on duty until the shooting of jay anderson this past june. he has been on administrative leave since then.
