eight going to be hot and humid while we wait for some of the storms arrive. i saw a lot of people yesterday around the national mall buying those popsicles, finding any relief from the heat. it's going to be another steamy one. a great start. we're looking at partsly cloudy skies and we're -- partly cloudy skies and we're headed back up to the 80s. winds stay out of the south. no 50s on the map today. we're a little warmer and humid. 70 for reston and 73 for fairfax. here the setup. hasn't changed much. we have the jet stream in the same spot so we're going to see high pressure. southerly winds for us and still some storms through the midwest. temperatures today 83 by lunch time and your high 88. larry, over to you. metro riders, we are certainly on schedule this morning. no issues all morning long. a good start there. buses running on schedule as well. we are issuing a traffic alert out in silver spring this morning. an accident on the outer loop of the beltway between colesville road and georgia avenue where we find sky 9 over the scene live this morning. again we have two lanes blocked and i'll be able to show you

the accident here. that is the action right there. traffic is getting by on the left hand side so we're asking drivers to use caution if you can add anywhere 10 to 15 minutes of drive time to account for the delay. we'll have an update for you in ten minutes. our top story this morning comes out of the wilson building where the police body camera program will take center stage once again. the d.c. council slashed the mayor's proposed budget by nearly two-thirds. the mayor had requested 2400 body cameras. the council only approved 1200. some members say the police department really missed an opportunity here since there was no video stored they say during the eight-month pilot program, there's no proof that the 200 cameras officers wore actually worked to reduce police complaints but others including yvette alexander say recent events of alleged police misconduct in ferguson, charleston and baltimore are proof enough. still at issue whether the

video from the body cameras will be made public. the police chief and the mayor want to keep that private because they say making it public will create privacy and money problems. that vote comes up today. coming up at 6:30, i'll tell you about the council's plan for parking in the city and what that means for your wallet. i'll see you in a half-hour. we're live downtown, delia goncalves, wusa9. to make your ride safer, amtrak plans to install forward facing video cameras inside locomotive cabs to record train engineers. the move follows a deadly derailment earlier this month in philadelphia. eight people were killed and more than 200 injured. the federal railroad administration supports the use of cameras but the railroad workers united union is calling instead for nonintrusive technologies. this morning there's word of another security breach. this one affects more than 100,000 taxpayers. the i.r.s. says personal tax information has been stolen from an i.r.s. website called get transcript.

the agency says the breach was part after scheme to claim fraudulent tax refunds. the system has now been shut down and the i.r.s. is providing credit monitoring services for victims. i'm surae chinn in silver spring with an update on a story you first saw on wusa9. the silver spring couple who gained international attention for letting their children roam free, wander the neighborhood without an adult. some good news this morning as danielle and sasha meitiv have been cleared. their children were stopped by police as they walked home from a local park. child protective services has now formally ruled out neglect in the case. >> i don't regret parenting the way i do i don't regret speaking out. i'm really sorry that my kids went through what they went

through. >> the meitivs have made one change. their son now carries a cell phone. while child protective services has ruled out neglect, they haven't told the parents why and their legal troubles aren't over. i'll explain in the next half- hour. i'm chin chin in silver spring. now back to you. a prince george's county police officer is facing first- degree murder charges this morning in connection with last week's deadly shooting at a mcdonald's in waldorf. that officer is 26-year-old richard conway. he's accused of providing a gun his mother may have used to shoot and wound his ex and kill his ex's new husband. conway's mother caroline was arrested shortly after the shooting. police have now identified the mother who was gunned down in d.c.'s shaw neighborhood. tamera glist was 31. she was shot to death on o street. a man drove into the crowd -- a man shot into the crowd and

then drove away. seven students at chopticon high are facing change charges accused of releasing 27,000 lady bugs inside the school. one senior has already been told he won't be allowed to walk at graduation tonight. >> to take somebody's graduation away after something like this, i get it but i don't. >> even though he won't march, brian reminga will be able to get his diploma. four jiewf nyes are charged with -- juveniles are charged with -- [indiscernible] king james one step closer to reclaiming the crown. lebron james and the cavaliers completed the sweep of the hawks advancing to the nba finals with a 118-88 victory in game four of the conference finals. this is only the second trip for them. they'll face golden state or houston. coming up 06:07, a much

this time yesterday throughout much of the metro area. right now it's 73 degrees in manassas. 76 in downtown washington, even in gaithersburg it's 72. we dropped to 68 in frederick but that sunshine, that's going to warm us up really quickly. we have the humidity in place and another round of showers and storms today starting by about 1:00 in the mountains and then moving towards the beltway. they will impact the evening commute. that's why we have a yellow alert in place. today's high temperature 88 degrees. that's also your temperature at 3:00. that's a quick look at weather. now time again for a quick look at traffic. looks like the traffic trouble we have going on right now in silver spring, again the outer loop between colesville road and georgia avenue, sky 9 is over that accident. it's been moved to the shoulder now. we have a four and a half-mile backup as a result of the earlier incident. emergency crews are on the scene right now. looks like they'll be able to get the scene wrapped up but residual delays continue. drivers should add anywhere from 10 to 15 minutes to your drive times.

might get shortchanged. but don't worry our chances for rain and thunderstorms are in the forecast for tomorrow and also friday. today we could see some of those storms get on the stronger side. in fact, we are under the slight risk category from the storm prediction center but this setup is always going to be possible each day. as we head through sunday, we'll have a cold front come on through. that could change but as of now, looks like a drier monday and tuesday right in time for the nats. larry, good morning. good morning. we've issue add traffic alert for drivers -- issued a traffic alert for drivers in silver spring. for those of you traveling on the outer loop, an earlier accident causing a four-mile backup on the outer loop of the beltway. sky 9 is over the scene to show us those delays this morning. again this is the outer loop of the beltway. you can see bumper to bumper so we're asking drivers to add anywhere from 15 to 20 minutes to your commute time to account for these delays that we're seeing right now. seems like it's going from bad to worse so you want to account for this because it looks like it's going to be around at least for a while. if you're going to be traveling on the beltway on the inner

loop, no major issues to report this morning from georgetown pike to new hampshire avenue. you're looking at about a 15- minute commute. eastbound we are seeing delays mainly in the manassas area but those are volume delays. if you're going to be heading from sudley road to l street northwest a 39-minute commute. northbound on 95 from areas like cardinal drive to 395 a is a-minute -- a 15-minute commute. and a 17-minute commute from mlk to 4th street. we're going to start with breaking news from the world of soccer. bribes, kickbacks, back room deals for television rights, some of the allegations fever f.a.a. is facing -- allegations fifa is facing. several fee f.a.a. official -- several fifa officials were arrested in switzerland earlier this morning. >> reporter: allegations of

corruption have long dogged fifa. the arrests overnight mark a dramatic turning point in the soccer world's governing body. officials with the swiss federal office of justice confirms six top fifa officials were arrested another this luxury hotel in zurich. the case involves bribes and kickbacks totaling more than $100 million through u.s. banks. the bribes date as far back as the early 1990's. the arrests come nearly a year after the last world cup. soccer is considered the world's most popular sport and it's gaining momentum in the until. while the names of the officials arrested have not been announced, a spokesman said fifa president seth bladder was not among them. he's expected to win a fifth term. fifa is classified as a nonprofit. it has more than $1 billion in reserves. the six arrested soccer officials will be extradited to the innocence. >> and this story is developing throughout the morning. now a total of 14 people

delays going o. about a three- mile backup so we're asking drivers to stay away from that area. we'll have an update for you in about ten minutes. our top story this morning is one that all drivers should pay close attention to. you might want to keep a couple extra bucks in your car, that is if you're driving into the district because parking in d.c. just might get a little more expensive. the d.c. council is expected to extend the hours at parking meters and hot spots like downtown from 10:00 p.m. to midnight. the council is also considering increasing parking fines from $25 to $30 which they say is still lower than the suburbs. so why the change? the city needs more revenue since apps like park mobile have cut down on parking tickets. here are the numbers. corkdz to our news part nears -- according to our news partners at "the washington post," an average of 600,000 people a month, that's more than half of the drivers who park on city streets use park mobile. that means parking tickets have

dropped by 300,000 in four years and several million dollars as well. but of course we know that dpw has come under fire for issuing tickets when parkers are not violating any of the rules here in the city. so certainly a hot button issue and that will be up for debate and up for a vote tomorrow here at the city council. live at the wilson building this morning, delia goncalves, wusa9. it's a campaign promise she's working to keep. mayor muriel bowser will unveil a new affordable housing development in ward 8 in southwest this morning. the development is located in the bellevue neighborhood. it features 49 affordable housing units and retail space at south capitol and atlantic streets. today's ceremony will take place at 10:00 a.m. president obama's immigration plan is going to remain on hold at least for now. this after a federal appeals court refused to lift an injunction on the president's attempt to defer detore

stations and instead -- owe deportations and instead issue work permits. 26 states filed suit claiming the president's executive actions are unconstitutional. meantime president obama is earning the senate to resolve its stalemate over a law thore losing the nsa to collect telephone records. the president is asking senators to come back from their recess to resolve the issue in fact. recess ends sunday, the same day the current nsa law is set to expire. yesterday it was independent bernie sanders officially announcing his 2016 run for the white house. today it's rick santorum's turn. he plans to announce his candidacy for the republican presidential nomination. the former senator says he'll go public at a factory in his home state of pennsylvania. santorum says the g.o.p. must appeal to workers instead of focusing on business owners and wealthy investors. former maryland governor mar continue o'malley is expected to formally announce

his presidential bid this saturday. he's slated to make the announcement in baltimore before a scheduled trip to iowa. i'm surae chinn in silver spring -- [ no audio ] two kids who were playing at that park, they were walking home about a mile away when police saw them. he picked these children up because they weren't with an adult. but some good news today for those parents for those so- called free range parents. child protective services has formally ruled out neglect in its december ruling. this case in december, december 20, against the meitivs. but their legal troubles aren't over because they remain under investigation for child neglect after an incident last month. the children were walked without an adult again and were again picked up by officers. this time they were detained by police and cps for more than

afternoon, a couple of showers and thunderstorms in your forecast. 76 degrees. the dew point is high. the winds are staying out of the south so we'll see another humid one. you'll notice when you step outside we got away with a comfortable start monday and tuesday and it was not humid till the afternoon. it's humid this morning. 70 degrees for laurel. 72 for bowie. we don't have any 50s on the map. we're talking 60s and 70s. 71 for dulles. 70 for leesburg. yesterday all the showers stayed to the west as we expected them to. today not so much. grab the umbrella. if you don't need it, you might need it tomorrow. our pattern is going to stay very similar till about sunday night. i think today we'll see more of a scattered activity and then it will be a little more isolated few and far between as we head into thursday, friday and saturday. but scattered showers and thunderstorms this afternoon. this is 2:30. areas off to the west again. and then as we head through your dinner time hour and your drive home, if you're commuting between baltimore and frederick and hagerstown, that's where some of the showers are going to be more concentrated.

a couple more through southern maryland and we'll see maybe a drier pattern areas south and west. summertime continues and it is a yellow alert day. slight risk in fact for some of the storms possibly getting a little stronger so stay tuned. we'll be tracking them. upper 80s for the rest of the weekend and next week looks okay. over to you. the outer loop of the beltway at braddock is where we have an accident right now that is starting to have impact on traffic. earlier information about a minute ago indicates several vehicles involved, including a motorcycle. not getting any indication of injuries but virginia state police are on scene. sky 9 is making its way there so hopefully we'll be able to bring you a live shot soon. if you're going to be traveling on the belt wie from georgetown pike to new hampshire avenue, you're looking at a 15-minute commute. sudley road to l street northwest, you're looking at about an hour in terms of your commute time there. we'll send it over to you.

problems. a hot button issue, the debate continues here at (]city council. they are scheduled to vote a little later today. mike? sick of traffic on 66? you can make a difference tonight. a series of public hearings about the fupt of i-66 -- future of i-66. vdot will host the next meeting at the district office at 4957 alliance drive. you can lay in on the assessment, the latest designs outside the beltway. the hearing is going to be open from 5:30 to 9:00 p.m. a presentation is set for 7:00. then hearings for i-66 inside the beltway will be held in mid june. google very good for american business or at least the company believes that. in a report that's out this morning, google claims that its search in advertising tools help provide $131 billion in economic activity last year benefiting 1.8 million businesses. they say websites and nonprofits. that's 97% of us they say go
