they're expected to talk about filling cabinet posts. clinton phoned trump early this morning to congratulate him on his victory. >> he noticed all the time that hillary clinton had a difficult time in each of these swing states. >> reporter: trump won 29 states including close races in wisconsin, pennsylvania and north carolina. >> donald trump heard a voice out in this country that no one else heard. >> reporter: trump promised to reach out to the more than 58 million americans who did not >> so for those who have chosen not to support me in the past of which there were a few people -- [ laughter ] i'm reaching out to you for your guidance and your help so that we can work together and unify our great country. >> reporter: president obama invited president-elect trump to meet with him at the white house to discuss transition plans tomorrow. weijia jiang, cbs news, new

election. so naturally, people are pretty split over the victory of donald trump. wusa9 has been speaking with voters throughout the morning and he joins us now live outside the white house and evan, hundreds flocked to pennsylvania avenue when the announcement was made early this morning. >> reporter: well, hey there guys good afternoon you know we do tornado watch vail a protest -- actually have a protest happening right now. i al poll jeez -- apologize if it's a little loud. i was here at about 3:00 a.m. and there were hundreds many of them clinton spotters who as you can -- supporter who as you can imagine were not too happy. this was the scene overnight on pennsylvania avenue. hundreds of young people, some drunk, all rambunctious chanting profanity. emotions were running high. >> heart-breaking. >> yeah. >> completely heart-breaking i thought it was carolina was going to be for clinton.

not necessarily because we have a trump president but because we have a future for america. >> hours later the dust settled and the sun rose. that's where we found another group at the white house gathered. where better to get a cross section of america than in the line for a white house tour? >> i did speak last night. >> reporter: democrat kenneth wood watched his home state of florida turned red. >> i'm troubled by the fact that we go from putting the african-american into the white house to a bigot. that's a stretch. >> reporter: next up, the arizona perspective as we spoke >> the american public that is speaking, not the newspapers, it's the american public. and all the pundits who had the coals -- >> they were dead wrong. >> reporter: dead wrong and surprising for bruce wallace, visiting from the democratic strongholds of california. >> i'm just stunned when i woke up the morning. i was -- this morning, i was taken aback by the whole situation. >> reporter: as for bill frank of south carolina?

joined by pro clinton bystanders for a small protest. together, they huddled chanting "love trumps hate." >> everything that i believed in and tall progress that we've made i pelt is just destroyed. >> reporter: now that the election is over, people on both sides say it's time to focus on ways to come together. reporting from northwest, mikea turner, wusa9. >> some people tried to watch the results in a public area inside the trump hotel. but some say they just dn donald trump surprise win and uncertainty shocked financial markets. overnight dow futurespoint today a more than 800 point drop at the open but stocks have actually been steady or moderately higher in early trading. at last check, nasdaq was down 7 points 5186. the dow is up 41 points at 18,374.

obama in a few moments and talk you to the -- take you to the white house live when it happens. right now, let's go to howard bernstein and he has an update on the weather. it's wet but will it stay that way all day? >> yeah, weevil got into a break right now andrea after the morning showers but we got more rain coming in the form of showers. it could be a couple of heavy ones coming through by mid- afternoon here, maybe another hour or two. the first batch this morning is over here but the stuff coming out of pennsylvania dropping south that's what i'm watching now. in d.c. and the immediattr little bit but up to the north see the showers and some yellows and oranges indicating moderate rains in there coming in toward martinsburg right now. from hagerstown, in toward frederick county, generally north of frederick from myersville and thurmont over to brunswick. there at the end of 340. now in cross junction quincer parts of west virginia from -- winchester and parts of west virginia. more showers there and everything and moving to the south-southeast even around front royal. so we're about as warm as we're going to be but we got more rain this afternoon.

welcome back to wusa9 news at noon. here's our couple of local races that we will watch closely last night. one tied to the presidential race was virginia's tenth congressional district. freshman congresswoman bar baa comstock fended off a -- barbara comstock fended off a challenge from bennett. she would not vote for trump after the tape of him talking

whether the district should be granted state hood. voters say yes but keep in mind, this is nonbinding. it's still up to congress and the president to approve state hood for the district. and it's back to the future in the district, former d.c. mayor vincent gray is headed back to the wilson building. he overwhelmingly won back his old ward 7 seat with nearly 84% of the vote. locally montgomery county voted to limit council members in the executive to three terms in office. voted to expand the council size from nine to 11 members. in fairfax county, voters rejected the meals tax referendum. at a maximum of 4%, the meals tax would have generated an estimated $99 million a year with 70% of that going to schools and the remainder to county services as well as property tax relief. now while that was rejected, county voters did approve new bonds for transportation projects.

and voters in arkansas made that state the first in the bible belt to approve medical marijuana. similar measures passed in florida and north dakota. that makes medical marijuana legal in more than half of the 50 states. bills to legalize recreational pot use passed in california, massachusetts, and nevada meaning it's now allowed in about 20% of the nation. the election of donald trump was met with protests in streets in oakland, california. there was some rock throwing and trash cans were overturned and set on fire. one protester was seriously injured when he was hit by a car. student also demonstrated at the university of oregon after learning of the trump victory. here's a live look at capitol hill where republicans will control both houses of congress. the gop held on to its slim majority in the senate. republicans started the night with a 54-46 majority.

at least 52 -- to end one at least 52 seats. mitch mcconnell who will be in the role again next year issued a statement congratulatable president-elect trump. russian president putin congratulated president-elect trump on the victory. reaction from leaders in other parts of the world is more guarded. riley carlson has more if london. -- from london. moderate site. the yellow area approaching martins burke dropping almost -- martinsburg dropping almost due south now. showers into myersville and brunswick and now northern loudoun county and frederick yeah the showers are coming to you and will be there in fact picking up over the next few minutes. cross junction or winchester and stephen city with showers and heaviest stuff is still west into west virginia but it's woodstock and this is headed toward luray as well. front royal you had a shower and that one is stuff behind it. these showers much-needed and we may only get a couple of tenths maybe a quarter inch out of this but boy we need it because when you go back and look since september 1st at national airport, more than 4.5 inches below normal. and almost 5 inches below normal at dulles during the same period. dry after today in the seven day and then the bigger story is going to be the chill on saturday. winds they're starting to pick up to our north and west and got some 24 in martinsburg and 22 leesburg and 23 in manassas
