good morning and thanks for joining us on wavy news ten at 7am on fox 43. i'm don roberts. it's another bitterly-cold morning, so bundle up. we are also monitoring a power outage in hampton. about 400 customers don't have power. right now dominon virginia power estimates it could come back between 9 and 11 this morning. now let's get to meteorologist jeremy wheeler now for a look at just how cold it is this morning. ("jeremy ad libs wx headlines") today: cold sunshine. highs will only be in the upper 20s. winds nw 10-20mph. wind chills in the single digits and teens this morning. teens for this afternoon. tonight: mostly clear and cold. lows will be in the upper teens. winds nw 10mph. wednesday: increasing clouds. highs will be in the upper 30s. winds nw 5-10mph. flurries or a few light snow showers by wednesday evening. we have a very cold/dry air mass in place today. highs will only be in the upper 20s. so drip the faucets today. even we'll warm up a bit tomorrow as the winds die down. clouds will increase. a weak upper level system

later today, the norfolk police department plans to hold a private memorial service to remember fallen k-9 krijger, who died in the line of duty last week. police say 58-year-old keith richardson shot and killed krijger during a 7- hour standoff on land street. police then shot richardson. he died the next day. the service for krijger is scheduled for this afternoon at the norfolk police k-9 range followed by a burial at a pet cemetery in virginia beach. rico bush is live on cape

the ceremony. rico, good morning. good morning don. this morning, the american flag remains at half staff outside the k-9 unit with a list a five other dogs that have also died in the line of duty. one more name will be added soon. gone, but certainly not forgotten. after the ceremony today, police will escort a flag draped casket with krijger's remains to a burial site along this route to garden of pines pet cemetery in virginia beach. police say the public is welcome to come out and pay tributes along the funeral procession route. dozens of people are expected to gather at the norfolk police k-9 range later today to give a hero's goodbye to police dog. norfolk police say the beloved dog served his department for three years and faithfully gave his life

" and i feel for this community. that k9 officer served his community alongside his partner, and it's a loss for every body." the officer who shot the suspect, remains on administrative duty, a standard practice in any officer-involved shooting. the memorial service is scheduled to begin at two this afternoon. look for that story coming up on wavy news 10 at 4:00. live in norfolk, rico bush, 10 on your side. happening today the mayor of flint, michigan heads to washington, d-c to discuss her city's water crisis. she wants to secure more federal assistance after president obama signed a disaster declaration over the weekend. according to the local michigan news site "m-live", the president's declaration frees up $5-million dollars in federal aid, and the state needs to match 25-percent of that. flint's mayor appreciates the assistance, but says her city needs more.

outraging residents. people plan to protest the governor's state of the state address today in lansing. dozens of people protested outside the governor's home yesterday calling for his resignation. they also questioned whether the governor knew the water was contaminated with lead. last year, the city switched from the detroit water system and started taking water from the flint river. after several tests showed high levels of lead, the city switched back, but now children are showing elevated levels of lead in their blood. still ahead this morning, an unusual end to a police chase. what else was in the car when police pulled over a driver. a tennessee community tries to hold on to hope. coming up, an update on the search for a missing toddler. plus, passengers stuck at a local airport for more than 24 hours. why they say the airline

developing news out of tennessee where crews are still looking for a missing toddler. it's been 5 days since he disappeared from family members during a hike. police and volunteers are still holding out hope they'll find 2-year-old noah chamberlin alive. :24 - 38 runs 14 delayed super! s/brian reid/search volunteer "in this weather and the conditions in that woods...i don't have much hope. but, you've gotta hang in there. you never know. miracles do happen, and i hope this is a miracle."

than 1-thousand acres. teams say their biggest challenge is the terrain and cold temperatures. investigators do not suspect foul play in this case. this morning williamsburg boy is waking up in his bed after crews and his family searched for him for hours. crews finally found 8-year-old zeb gross in a crawl space under his home. his family reported him missing yesterday morning and said he didn't have a coat. nearly 80 people, including volunteers with bloodhounds, and public safety agencies looked for him in frigid temperatures. c0083 - eric stone - williamsburg fire department 5202 we feel wonderful that we were able to locate this young man and put him back with his family. obviously, due to the cold weather, we were getting concerns going into the night. 5212 the fire department says it's not clear why the boy went in the crawl space. they say crews searched that area for him earlier, but couldn't find him. crews say zeb is in good health. this morning we are working to find out what

destroyed an apartment building in portsmouth. we showed you live pictures of the fire yesterday morning on des moines avenue as breaking news. a woman who lived inside said she lost everything, but her family made it out safely. thankfully no one got hurt. the red cross is helping the victims. chesapeake police say the driver who died in your side viewer sharon dugan sent us this video of the scene. police have not told us the driver's name. nearly 200 united airlines passengers finally left norfolk international airport where they spent more than 26 hours after their plane made an emergency landing. the plane had engine trouble on its way from santo domingo to newark, new jersey. it landed just before noon, sunday. it took off again at two yesterday afternoon. weary passengers tell us, they're happy to be safe, but frustrated the airline didn't tell them what was going on. sandy pappas/passenger c009 2:16:30 the information was bad, nobody was attentive,

there who knew anything. 2:16:36 they left people stranded with no water, no food, til 12 oclock midnight united helped passengers book into a hotel overnight. the airline also gave them meal vouchers. a scary police chase on a los angeles highway. when police finally stopped the woman behind the wheel, they quickly discovered she had several passengers! 6 dogs! when the car stopped, the dogs jumped out and ran on the interstate. police worked to corral them and get them to safety. this morning, the driver control officers are caring for the dogs. this next story will make you wish you lived in minue. hundreds of drivers took advantage of a price war between two gas stations on sunday. at one point prices dropped to 53-cents a gallon. not to be outdone the competing station dropped prices to 49-cents per gallon.

a band of lake-effect snow hit ohio hard yesterday, and caused a lot of accidents on the roads. just take a look at this pile up involving several cars. the cleveland area got about six-inches of snow yesterday. forecasters expect to see even more today because the region is still under a lake-effect snow warning. check this out - a fisherman in southern california decided to bait a great white shark. you can see the baby shark here right near the san clemente pier. the six-foot shark took the bait, but eventually broke free and swam away. experts say the warmer water out west this winter is drawing more sharks closer to the beach. in my business i can count on my i.t. guy bailing me out all the time... i'm not the i.t. guy. i'm the desktop support tech supervisor. and my customers knowing right when their packages arrive. introducing real-time delivery notifications.

good morning hampton roads. time now is 7-27. on this very cold morning, hundreds don't have power in several cities across hampton roads. we've been monitoring the outages all morning long. dominion virginia power's outage map shows the biggest area hit is hampton with about 400 customers out. dispatchers tell us a transformer blew on rip rap road. there are also about 60 customers out in virginia beach, and about 150 out in suffolk. dominon is still investigating the causes of these outages, but power to all customers might not come back for another two to five hours. good morning, hampton roads. let's check

this morning, there's a sign fight brewing in chesapeake. a business owner says an ordinance is hurting her bottom line. mary jane hamblin owns amazing glazed donuts in great bridge. up until a month ago, she had a sign and flag advertising her location. then, chesapeake city code enforcement told her to remove them or go to court. she took them down, but now she says she's losing business. almost 40 percent fewer customers since the signs came down. mary jane hamblin / amazing glazed donuts

the m-l-k rally also acted as a protest to the police killings of two black men in the st. paul and minneapolis last year. the police department says it is investigation the accusations. today the u-s is getting a visit from his holiness. the dalai lama will head to minnesota today for a health checkup. he's set to visit the mayo clinic there for his yearly exam. you're looking at video of his arrival in india earlier today. in the past, the exiled tibetan spiritual leader had a minor problem with his eye. other than that, the 80-year-old is in good shape. the co-founder and guitarist for the rock group "the eagles" has died. glenn frey died from several health complications including rheumatoid arthritis and pneumonia. during the 19-70's the eagles released hit after hit. frey took lead vocals on some songs like "take it easy" and "tequila sunrise". he also had success on a solo venture in 19-82. fellow eagles bandmember

developing news out of tennessee where crews are still looking for a missing toddler. it's been 5 days since he disappeared from family members during a hike. police and volunteers are still holding out hope they'll find 2-year-old noah chamberlin alive. this weather and the conditions in that woods...i don't have much hope. but, you've gotta hang in there. you never know. miracles do happen, and i hope this is a miracle." the search area is more than 1-thousand acres. teams say their biggest challenge is the terrain and cold temperatures. investigators do not suspect foul play in this case. this morning williamsburg

bed after crews and his family searched for him for hours. crews finally found 8-year-old zeb gross in a crawl space under his home. his family reported him missing yesterday morning and said he didn't have a coat. nearly 80 people, including volunteers with bloodhounds, and public safety agencies looked for him in frigid temperatures. the fire department says it's not clear why the boy went in the crawl space. they say crews searched that area for him earlier, but couldn't find him. crews say zeb is in good health. this morning we are working to find out what caused the fire that destroyed an apartment building in portsmouth. we showed you live pictures of the fire yesterday morning on des moines avenue as breaking news. a woman who lived inside said she lost everything, but her family made it out safely. thankfully no one got hurt. the red cross is helping the victims. chesapeake police say the driver who died in yesterday's crash on blackwater road, likely had a medical condition. 10 on your side viewer sharon

sent us this video of the scene. police have not told us the driver's name. nearly 200 united airlines passengers finally left norfolk international airport where they spent more than 26 hours after their plane made an emergency landing. the plane had engine trouble on its way from santo domingo to newark, new jersey. it landed just before noon, sunday. it took off again at two yesterday afternoon. weary passengers tell us, they're happy to be safe, but frustrated the airline didn't tell them what was going on. nobody was attentive, there wasn't anybody anything. 2:16:36 they left people stranded with no water, no food, til 12 oclock midnight united helped passengers book into a hotel overnight. the airline also gave them meal vouchers. a scary police chase on a los angeles highway. when police finally stopped the woman behind the wheel, they quickly discovered she had

they know about the problem and are trying to fix it. all morning we've been following breaking news - hundreds of power outages on this very cold morning. we have some good news to report - crews restored power to about 150 customers in suffolk. however about 380 customers hampton and 60 customers in virginia beach are still out. crews are still investigating what caused the virginia beach outage. dispatchers in hampton told us a transformer blew earlier this morning in on rip rap road. crews say they could get power back on between nine and noon. now to more breaking news, this time in pakistan. a suicide bomber on a motorcycle targeted police officers and killed 11 people. we just got this video minutes ago. the explosion happened at a police chekpoint in northwestern pakistan. 17 other people were hurt. an official said four police officers, seven civilians, two children, and a journalist died. so far no one has claimed
