This report of the two opium conferences is concerned mainly with proposals for supplementing or strengthening the provisions of The Hague Convention. The general subject deals with the control of opium and drugs--raw opium, prepared opium, and manufactured drugs (medicinal opium, morphine, heroin, cocaine). Also presented are special provisions relating to China and Powers having treaties in China.
