supervisor avalos: great. supervisor chu: are there any members of the public that wish to speak on item number one? >> good morning. my name is douglas shepard and i have lived in san francisco for 15 years. i would like to speak in support of this. i think it is something that is noteworthy and i would like to make a suggestion that four students who are kind of close to dropping out of school, i think that this sort of program should be offered in writing to the parents of students and that the school should get a written reply as to whether that student is going to accept the help or reject it. something like this, rather than simply being suggested, should be done in writing in order to basically make the student and parents aware that they need to use the process. i would also like to pose two questions to the department public library. the first is if they have ever investigated allegations made by a public comment her that comes up to make presentations on video regarding friends of the library. i have

supervisor daly: i am having some of the same issues as supervisor avalos. there is one thing going on from the office of disability, but what hasn't seemed to happen, if we are going to do a significant redesign, this department, what does the board of supervisors want? it has been in front of us before, so we know what we don't want. for all the time and energy put into how to make this accessible, i was never asked whether or not i think this are re should be rearranged to moving forward for future boards. i am not going to be here, but i agree with supervisor avalos, this whole notion that whether a person with a disability needs to be up in some perch looking over the other members of the board of supervisors. whatever number it is, this is a much more kind of hands-on work with the president, these chairs -- i would prefer to see them on the same level that other members of the board of supervisors. i have never been asked that question. it seemed like that would be our presence. i am wondering if we can lower the current perch, why can't we leave it t

supervisor avalos: thank you, madam clerk. colleagues, i present to you the alcohol cost for traveling feet. this is a legislation that has been in one year in the making. the city attorney was asked to draft this legislation in june of 2009. the idea came from the work of the brand institute, who was working across the state of california, looking at how we could give recovery for the impact of all call consumption in the state. there was also discussion about applying it here at the local level. there is a big, long process that we have to go through. we have to measure what the cost of excessive alcohol consumption have been to the city. the comptroller's office commissioned a study to determine what that cost is. that helped to inform us how we would be able to set what the fee would be forgetting that cost recovery. there has been a lot of discussion about how the fee would be applied, discussion in my office and in stakeholders across san francisco. originally, applied directly at the retail level. i have concerns about

commissioner avalos: just a question, mr. updike, i know one issue with the north light site is that it will be intermittantly used. how is that going to be accommodated for in terms of any capital improvements? if there's not going to be a kitchen in place, how will that function with the downstairs kitchen? >> the north light court operation is to retain its mobility so we don't get in the way of special event revenue which is so crucial to the operations of city hall. we worked closely with the special events group to assure we got a process that's solid for any early close up of the operation so that the event staff can move in and mobilize. that's not unlike what we have done before when both mccalls was operating and jumo was operating. we had a smooth process. commissioner avalos: storage as well for the vendor? >> yes. there is storage. that's part of the premises description in the package. commissioner avalos: food prep? >> will happen downstairs. >> we believe so, yes. commissioner elsbernd one more question. in th

thank you, supervisor avalos, for your comments today. i appreciate them. in a city like san francisco, particularly one where we put a lot of time and energy into our homeless programs, affordable housing, and a lot of things to try to help people get off the streets -- when i first heard laura's law laura's, he was only a few months ago. it seemed to be the missing piece to the san francisco puzzle of how we would help people get off the street. it is not just about -- you cannot give someone housing if they cannot hold down a job and pay for their rent. it seems to be a cycle. i have seen this in my work with the disabled community for years. i have been doing it since 1992. it is not new. this is the first time i have seen something that acts as a solution to a bigger problem of helping people retained independent lives. i do believe that what happened in new york is quite remarkable. you can look at the statistics i mentioned earlier. you can have conversations with the people in new york about it. it has had such a positive impact. not everything is g

the four large bowls -- -goals -- supervisor avalos: how do you think about the goals? >> a good question and a tough question, there is no right answer, but as a transit for this city we had a transit first policy and we were not anywhere close to the sharing. still about 40%, meaning 60% of travel is around automobiles. that is just one idea, but you have other ways to answer the question. like what it takes for an impasse. probably a big shift in that direction. there are other ways that you can think about it. how do you make the city livable? what would it take? tom was more walking a. half -- what would it take? a lot more walking. dairy is some good work to do here but we have a long ways to go. we are looking to strengthen competitiveness to create healthy environments and world- class infrastructure, so let me tell you more about what this means. it means accommodating not only desired housing and employment growth, but housing diversity for lower income and affordable housing with jobs to provide reliable transit service so that people can live and work closer

and policy committee heard it on july 26 calm and at the full commission meeting in july, supervisor avalos had indicated that he was not going to schedule this as a budget and finance committee meeting until after the legislative recess, which would have been early september. then the commission was informed that he was going to need to schedule at least one hearing before recess, do timing issues regarding a measure on the state ballot but has now basically made a public announcement last wednesday that he was going to have, again, a special hearing, which took place today, to move a piece of legislation out of the budget and finance committee to have its first reading at the september board of supervisors meeting, and this is with his hope that the legislation gets passed and that it is enacted in the 30 days prior to the november election, of which it needs to be a fee, because what is on the ballot will also require a two-thirds vote. at the state level. so this escalated time frame was not something that i think the commission initially -- we were initially informed that there is goin
