supervisor chiu: i think that dr. katz will testify the san francisco has been a leader in limiting the harm of smoking to the public. in 2008 the tobacco free coalition and the department of public health passed a measure that limited the selling of tobacco products in a number of types of stores. this ordinance eliminates an exemption that was made a bad time for big box stores and general grocery stores. this will prevent all pharmacies from across the board, in an even-handed way, and prohibit them from selling tobacco products. in the tobacco free coalition literature and advocacy, we always say that cigarettes and pharmacies do not mix. we are not trying to bar cigarettes, but we are trying to change social norms and to be even-handed in that as well. pharmacies should be about promoting healing. people go there to purchase products that kill them, they should not be able to purchase tobacco, which is the number one cause of preventable death items that harms our health. so, the policy is strengthening our anti-

supervisor chiu: thank you. colleagues, this is an item i have asked for the committee to consider, along with supervisor maxwell, stemming from my experience as a criminal prosecutor years ago. highly publicized incidents in the southeast part of the city, my office worked with a number of crime victims and we heard many stories that pointed to shortcomings and gaps in how our city held to address crime victims'. i have asked a number of city apartments to meet with my office and through that meeting we have realized that there continue to be significant shortcomings of the system. for 30 seconds let me highlight some of the themes that we heard. i think that it is obvious that in tough budget times we often lack of direct services that ideally as a city we could offer. just as important, there are many instances in lack of coordination, lack of single points of entry for victims that are eligible for services. the lack of the ability within the city to track cases involving victims and a duplication of resourc

president chiu: yes. supervisor mirkarimi: making it easy for the general public throughout the city and county of san francisco. things have changed, and so have our city codes, which of fallen behind the times. using the internet, access has been expanded greatly. however, when it comes to official notices, the city continues to focus on a pre- internet model, where notices are in tiny print out the back of the newspapers and are standard. -- in the back of newspapers. the city process of publishing public notices. there is the public's ability it to find these notices on the website. we had advanced to something on to the ballot and passed. this means towards a two-year budget process, and also changes the definition of notice and published, to remove the requirement that notice is published in an additional newspaper. the definitions were to be defined by an ordinance. that never happened. what this does is define published as posting on the city government website, posting on the appropriate departme

thank you, supervisor chiu. item three. >> hearing to present the commission on the status of women's justice and courage oversight panel report "courage to change," documenting two years of work by city agencies to address gaps in the criminal justice system's response to domestic violence. supervisor chiu: thank you. this is a hearing that i have called for to examine the work that has been done in recent years, and how we as a city, can create a much more seamless response to domestic violence. in number of years ago, the justice and courage oversight committee was created in the aftermath of a tragic death of a woman. it highlighted the breakdown and coordination of various criminal justice agencies. this panel conducted an audit of the system and discovered gaps in our city's response to domestic violence. in 2007, we issued a report which has 67 recommendations for various criminal agencies. there was an audit implementation committee that was created to work with these various departments as well as commu

president chiu: you may have got into it. i have heard what the various counsel for various projects are saying. i do think that the language does take into account the possibility that obviously net proceeds can be used for my other purposes, but they should be first used for the purposes enumerated in the legislation, particularly around seismic strengthening, disability access, etc. we don't want owners to get some sort of lottery like windfall from being able to sell t.d.r.s, that they should make at least some initial investment for necessary work that happens and then after that, it's up to the owner to decide how to use those funds. supervisor maxwell: yeah, that is my concern that we are giving them a value. and for that value, we are simply asking that the property be maintained. and i think that that's only right since it is public money and the public is doing that. so thank you very much. all right, colleagues and supervisor chiu. president chiu: as a said at the beginning, i want to make
