great for chris koobz, real public servant. they're celebrating, albeit nervously in the democratic party tonight at 9:00 eastern at christine o'donnell's headquarters in delaware. endorsed by sarah palin but not dick armey. she's earned delaware's republican nomination for the senate. the problem is, this was not much of a night for the conventional wisdom. lawrence o'donnell, host of the last word debuting here september 27th at 10:00 p.m. >> good to be here, keith. >> she can't win, that's from matt kibby of freedom works yesterday. tea party conventional wisdom is no longer applicable? >> there is no conventional wisdom for the tea party, keith. we don't have a neat precedent, which is what all political analysis needs, a neat precedent to tell us how this is going to behave and how this is going to work in the general election. yes, this is better news for the democrats than mike castle getting the nomination. the presumption was mike castle would easily roll to victory in delaware, mainstream delaware republican candidacy

>> well, they would, chris. as an fbi agent, we put on a lot of seminars for banks and told them just what to do and, of course, what we ask them to do is just try not to exacerbate the situation and try not to be a threat to the robber or robbers and do what they're told. that's what we want to take place. now, chris, a couple early reports and one suggested that there were perhaps two robbers and at least one had indicated he had a bomb or an explosive device on him. that may be true. that may have just been a threat, but i think that's why you see the bomb squad and you see fire trucks in the area just because of that threat alone, i think the authorities are going to, you know, believe it. as a person who was just on, as you suggested, who was in the parking lot behind the bank, she said law enforcement is trying to clear the area and they're doing that for a number of reasons. number one, you always have to consider the possibility of a break out that the subjects could come running outside of the bank and,

here's democratic strategist chris cofinis. chris, good evening. >> good evening, keith. >> a strong democratic turnout is far from certain. thus the tea party candidates have to be taken very seriously, even christine o'donnell? >> i would not discount any candidate. one of the most, i think, you know, frustrating factors in this election so far, you know, the context and the economy may be bad, but what is really making margins in some of these races where they are, there's a clear enthusiasm gap. democrats for whatever reason, some may be frustrated they didn't get everything what they want in terms of progressive agenda. some may be frustrated with the economy or something else. they're not enthused. and i think democrats need to have a wake-up call. the choice in this election in particular in some of these races couldn't be more stark and scary. you're talking about a growing wing of the republican party that is downright extreme and dangerous in terms of what they want to propose and pursue in terms of policy. and if dem

chris? >> we are really seeing two sides of the same company this morning on hand, a quick response and a promise of $50,000 to affected homeowners and $3 million to the city. no strings attached. the backing of a proposal that creates a fund created by rate payers for disasters like this one. this morning in san francisco, the public utilities commission will discuss a wildfire expense balancing account to pay for disasters like san bruno. pg&e reports it can pay the deductible and has almost $1 billion in insurance to cover related costs, if the cost goes higher, they could seek a rate hike to cover the costs. they will talk about making the rate hike automatic after any fire larger than an acre because that makes insurance more expensive and harder to get. the proposal could be discussed in san francisco and would trigger the rate hike. by the way, regardless of whether pg&e is at fault. today in the bay. >> thanks a lot, chris. >> now to a developing story we have been following all morn
