lawrence summers, welcome. is the tax cut deal good economics or just necessary politics? how do you think about it? >> well, i think it's very good economics. it's very good economics for the catastrophe that it averts. if we had not been able to reach an agreement and the middle- class tax cut had gone away, and family income taxes had gone up by $2,000, the risk to the economy would have been very, very great. moreover, the elements that are contained in this agreement... that's going to provide an impetus. now, the bill is not perfect. >> brown: not perfect-- in fact, you call it a compromise, you've called it a compromise, no question, right? >> it's a compromise, from the president's perspective, and economics very much supports him on this. giving relief to the highest income families-- giving relief, in particular, on very large estates of a kind that only go to a few thousand people-- none of that is the best way to move the economy forward. >> brown: in fact, it's something he talked about as a core value. >> we think it's a real mistake. on the other hand, the c

lawrence was one of the six former secretaries of state that have urged the senate to ratify and doug serve as secretary of defense during the bush administration. why is it important, urgent, on all accounts that you can think of for this to be ratified this fall? >> i think it's important that it be ratified this fall, early next year. i'm not one of those who feels it has to be done in this lame duck session. i would prefer it to be done then, but if you'll notice in that piece that all these secretaries of state, republicans, once did here recently, we didn't argue about when it should be done. we said it should be ratified. i still believe that, but i don't want to do it if in fact, i don't want to do it now if that's going to kill it. if we can get it through, fine, but otherwise sh i want to wait until next year. >> here's a list of prominent republicans voicing support. i think jim bakker's on the list somewhere there. >> he is. >> doug, what's the problem with this? why are you questioning it? >> i think a number of those republican officials that you mentioned also raise que

from new york, i'm lawrence o'donne o'donnell. a new poll shows that president obama's job approval rating is tied at its lowest point, 45%, and more people believe the nation is on the wrong track than at any other point in his presidency. and yet, he still leads all prominent and generic republican candidates in theoretical matchups in 2012. 42 to 39 against an unnamed republican. 47 to 40 against mitt romney. 47 to 27 against john thune, and 53 to 33 against sarah palin. obama's ratings have held surprisingly steady over the past year and have been especially resilient with his core constituency of african-americans, democrats, latinos and younger voters across the board. people to like the president personally, but are less likely to view him as a strong leader who's uniting the country and changing business as usual. so has president obama done the best he could given the limited powers of the presidency, the deadlocked congress and the conservative nature of the american people? joining me now are richard wolffe, author of "

meteorologist jim bernard in for lawrence. >> there is more rain on the way. chamber of commerce weather. great weather for the shopper out there around the city. some fog and light drizzle showers but didn't amount to much as most of the rain remained in the north bay and across the south bay as well. current high-definition doppler we see just that. rain continues in the north and south. now, this is where that subtropical moisture, that pineapple connection targeted today. it was basically santa cruz south to santa barbara. and the santa cruz mountains and san lucia mountains picked up anywhere from 4 to 6 inches of rain. it is raining moderately right now in santa clara county. just off the golden gate more moisture headed our way tonight which will result in moderate to heavy precipitation through the early morning hours. here is the brunt of the moisture today. again, it missed the greater bay area but it is beginning to move north and we will see it before sunup tomorrow. rain shower activity continuing again through the night. moderate to heavy at time

lawrence has the very latest in our forecast. lawrence? >> we have a long ways to go as we have a series of storms headed toward the bay area one just making lapd fall right now. outside you have a lot of cloud out there and yeah, showers beginning to show up outside. high-def doppler radar picking up moisture in the north bay. heavier amounts now but nothing too heavy. you have some pockets of moderate amounts of rain toward santa rosa and at the coast. a little further to the south we have more scattered showers so you just headed out the door right now heading home be ready for slick roads as you see some of that moisture make its way over in the peninsula as we speak. a lot of that's going to start to make its way in toward the san jose area later on. right now, most of that hung up in the santa cruz mountains. plenty more to come tonight. los angeles area hammered once again. they are going to see more rain headed in their direction. they picked up that storm system that we had that brought us the heavy rain over the weekend but this

cnn's pentagon correspondent is in islamabad, chris lawrence. he joins me live from there now. chris, what's the latest? >> one thing that this shows is want only is the u.s. both increasing the frequency and the intensity of drone strikes, but they're now expanding into new areas of pakistan in a very big way. all three of these strikes follow another strike yesterday, all in the kaibur area of pakistan. two officials confirmed this to us. this is an area where you have not seen very many drone strikes, if any. most of the drone strike froms been confirmed to south and north waziristan where they're hiding out and regrouping and coming over into afghanistan, but i am told that the drone strikes in those areas have been so relentless that a lot of the militant his started to fan out to other areas and the u.s. had been pressing to try to expand its reach in going to some of these other areas where the militant his gone. so again, it's an area where we had not seen drone strikes and now you're talking four in less than 48 hours. >> how does this go over in pakistan? by our count
