in an effort to address the growing debt, i joined 12 democrats and 15 republicans, including my new hampshire colleague, senator judd gregg, in cosponsoring legislation earlier in this congress to establish a national commission on fiscal responsibility and reform. now, although that legislation failed, earlier this week a similar deficit-reduction commission, one that was appointed by president obama, issued its report, and the findings are very sobering. the report indicates that we need to take dramatic action to reduce our debt and we need to develop a plan for how we're going to do that. and we need to do that sooner rather than later. this is not a problem we can keep kicking down the road and expect it's going to solve itself. but while we're developing that plan, we need to look at how we can do everything possible to get the economy moving again. we need to confront an economy that's still recovering from a deep recession and i appreciate, like all of my colleagues do, that now is not the time to raise taxes on middle-class americans. senator baucus has proposed a plan that
