elizabeth wenger is in north beach, where arson investigators have just left the scene. elizabeth, good morning. >> reporter: good morning. they just re-opened the streets a short time ago. fire crews and arson investigators both left about a half hour ago. it's difficult to tell where this fire was. it was in an alleyway just off powell. the address is powell but it's difficult to see from the actual roadway. again, this fire caused some pretty major damage to the building. the fire started around 12:40 this morning. it was on the 1500 block of powell. that is between vallejo and green streets. so for a while they had about a block taped off. at one point the fire got to two alarms. and san francisco fire department tells us the building is still completely uninhabitable. the fire was out in about 15 minutes but not before causing bad damage to the building. you're looking at this video of fire crews as they were trying to get it under control. this is a three-story residential building where i understand that three people inside were taken to saint frances memorial hos

we have the fire at the edge of chinatown and north beach. which, by the way, and generated transports. we had a surge of calls. when we examine the data for those calls and went back and reviewed a sample that every paramedic completes, 70% of them are alcohol-related. comments from the commanders on the scene that night, it was anecdotally that they had just never seen so many young people in their 20s, mostly women, that were drunk. it goes to two kinds of permits, you get to do the facility like hospitals and the home. your response to the scene of 911 calls. you can come and transport non life-threatening cases to the hospital. it would not appear to be life- threatening. at 2:30 in the morning, we had 33 code three calls. that is red light siren and potentially life-threatening. most of them turned out not to be, but we have no way of knowing until we get there. there of the 450 calls for medical care. we called our brothers and sisters and for the first time that we know of, activated a mutual aid system. they sent us a strike team. th

in the most recent north beach branch library, there is never one place where an entire width of the street right away is shown. there is never a chance to consider the relative size of the building being projected there. i use this as an example of how from a simple dimensioning system, which as been used for a millennium at least in architecture, what is being called an edge masking in this case is perhaps a misrepresentation of that, given the full width of the street is never compared to the 19.5 feet. when dimensions are given, they cannot add up to the dimensions included in the text elsewhere. we have a case in that same report where a spotted a group of dimensions do not add to the depth of the projection into the view corridor that this building is going to be making on the mason street right of way. in fact, the dimensions given here in desperate eir which has been moving forward is over 1 foot short.
