i have looked at the apartments from around the country. i have looked at many consent degrees. i have been involved in one in oakland for almost eight years. i have seen all the policies here in san francisco. i have seen policies in most departments. it is more about how you impose those policies, how do you know what the person is supposed to do. it is a comment i have seen from judges many times. it is a question of trust, but verify. there are enough mechanisms in place to audit internally -- not an internal audit department itself, but a way to look to see whether or not the integrity in the process that people are involved in. you can look on the spot check basis to determine whether drugs in the department are supposed to be there. you can look to find out whether or not people are being truthful when they say the police have taken the money. i have seen that. and you can develop policies to look to say. look, does this particular officer have a history of arresting people and there is no underlying offense? or does the person have a history with drug cases were small am

we've been looking in terms of water usage. this is in the water ordinance district. all of these buildings have to be dueled -- dual plumbed to expedite provision of recycled water to serve a lot of the water needs of this district, because you do not have to use pure water to do all these things. you could use non potable water if we could find a local source for that. the last topic is money. all of this stuff costs money. there are open space improvements, transportation improvements. there are concepts for sustainable resource districts. ahoy the total for all of these improvements and infrastructure is north of $500 million. on the second last slide, you can see what the plan proposes in terms of helping to fund these improvements and helping to fund the transit center. we are finishing the necessary nexus' studies -- nexus studies about how to fund the spaces. all ultimately, the fee levels will differ from what is in the plan. we have studies to ultimately set the fees. these are illustrated, but we think these can be achieved and are sustainable by the econom

and let's look at the problem here. a truck overturned, the trailer overturned and spilled this debris. it was on its way to a metal recycling yard. all that is now on the freeway. two lanes of southbound 101 are closed. and traffic is backing up as you might imagine. westbound 92, we have the ramp closed as well, so people who were trying to get on to southbound 101 from the san mateo bridge are forced to go around. and we do have a big backup on 101 and on 92 as a result of this. it's not going to be cleared for at least a couple more hours. let's take a look at the san mateo bridge, which seems okay, but there are signs warning you of the crash heading out to 101 and 92. so if you are going to northbound 101, it's not really going to affect you, but again southbound 101, you might want to think about using a different bridge. let's talk about the south bay now. we're looking at the south bay with some slow traffic on 280 northbound approaching highway 17. 85 from saratoga. 101 is slow from blossom hill road. and at 7
