trace gallagher is live with this fascinating story for us this afternoon in our west coast newsroom. >> reporter: i know you love history. the 13th amendment was passed by congress in 1865, two years after lincoln's emancipation proclamation, for the past 150 years or so, this document has been stored in a number of buildings in and around illinois, none of them really had any good facilities for storage or climate, so this copy really when they pulled it out of the vault at the lincoln museum a short time back was pretty well beaten up. it was pulled out of a vault, then it was written by the way in velum, a paper made of animal skin, the ink was kind of weak and flaking off, the paper was brittle, wrinkled, kind of puckered, so a chicago man who owns the paper conservation company volunteered for free to restore this thing after months and months of putting it in humidifiers to rehigh rate -- hydrate it and flattening the document, they will tomorrow for the first time put it on display in the lincoln library and museum for all the public to see. at least temporarily on display. th

trace gallagher is following this. do we know how close together they were flying at the time? >> the military will only say the helicopters were flying, quote, relatively close and will not speculate what caused the crash but it was a night vision mission, all the pilots involved were wearing those night vision goggles. the weather was perfect so that doesn't appear to be a factor. what is unclear is if the helicopters were training together and flying close or flying in formation. that will be a key part of this investigation. >> i would tell you based off of my time in the military, it can be both ways. we're trained to fly at teams. i'm not going to say that was what was going on here but certainly that would be something that could be part of the training profile. >> the helicopters are two-seaters mostly used for recognizance, called scout choppers. >> shepard: what's the safety record for this hillo. >> they've come under scrutiny because of high profile crashes, including one in tennessee that killed two national guard members and one in mosul, iraq, that killed two arm

trace gallagher with more. trace? >> reporter: a university newspaper now is reporting that police officer who was shot in the coliseum parking lot has now passed away, shot and killed the police officer. and to give you some context here, there are reports of a possible second shooting at a different parking lot. now, the different parking lot is called cable parking lot -- cage parking lot, and the concerning thing for authorities has to be from the coliseum parking lot to cage parking lot, you have to go through a number of academic buildings. this gunman, reported gunman, is still on the run. there were some earlier reports that police had actually engaged in gunman, but there was no definition of what that means, were they chasing him, were they in a standoff with him, were they in a fire fight with him? that remains unclear at this point in time. we do know that you see some students kind of walking around on campus. the campus is said to be on lockdown right now, the transit has stopped, and now authorities are

charles gallagher declined to be interviewed for this program. the d.a.'s office did issue this statement. marie noe, 79, is and will remain under court supervised probation until the year 2019. she served five years home confinement. she pled guilty to eight counts of murder. in connection with the deaths of her eight infant children. she has been fully compliant with the court's order to submit herself to evaluations by four different psychiatrists. these reports are confidential, in accordance with the pennsylvania rules of criminal procedure. dr. steven samuel was one of the psychiatrists who examined marie noe. he was told by the judge not to comment on this case, but he did say he evaluated marie for a total of some 70 hours. he said the last time he saw her was in 2003. dr. john o'brien, a court appointed forensic psychiatrist also examined marie and submitted to the court at least one report. other experts had access to this report, including dr. mark feldman. his main field of study is munchausen's disorder. >> i was able to receive a lot of infor

our trace gallagher live in our west coast news hub. trace, what do the feds mean when they say the engineers provided false info about the risks? >> well, when you are drilling for oil, harris, in deep water wells, you have to actually exert enough pressure on the drill to break apart the rock formations that actually contain all the oil. if you put too much pressure on that drill, then you can blow the entire well. so, the feds are saying that the engineers actually knew they were exerting enough pressure or more pressure that exceeded safety standards. they failed to disclose that when they reapplied for a federal permit. today on "studio b," i asked a former federal prosecutor if the feds were simply trying to scare these employees into cooperating with the investigation. and he said no. listen. >> it isn't going to be business as usual. isn't going to be like 1979 three mile island or 1989 exxon valdez where nobody went to jail and where the federal charges concentrated on companies which can't be put into handcuffs. and, instead,

trace gallagher reporting on this one. >> reporter: it's about 15 miles south of philly, and that banner that says keep christ in christmas actually hangs over broadway which is the main thoroughfare of pittman. it was paid for by the knights of columbus which has been putting up christmas banners in that town for 60 years. well, the group that is called freedom from religion based in wisconsin says it got a complaint from a resident who drives down broadway every day, and they feel like, quote, an outsider. so now the group claims the banner was unconstitutional because it was put up by fiver fighters, and, two, it hangs from lamp posts owned by the town. it says it's unconstitutional because it's being endorsed by the government. the mayor of pittman says the banner stays unless the town council tells him it has to come down. here's the mayor followed by somebody who thinks the banner should come down. listen. >> i think it's a sad state of affairs that our country, um, we kowtow to the minority and not the majority of people that would like to sew things like -- see things like that s
