city government was changing. the constituents in the city and county are very savvy, savvy computer users. san francisco is a gateway to silicon valley. for the constituents within the city and kept -- so the constituents demand more change, more availability, more accessibility. so while the public sector is renowned for being slow and moving slow, slow to adopt the change and slow to implement change, the constituents of the city and county of san francisco demanded more. we had to be able to deliver services in a speedier manner and more cost effective manner, while still embracing many of the legacy systems and staff and processes throughout the city. san francisco is a very unique city in terms of we embrace history. we embrace legacy. we embrace our cable cars. we embrace our wonderful victorians that we have here, our history is very important to us, that legacy. but we also do a complete 180. we have awareness of technology. so many technological advantages started here. we have to embrace that as a city.

that being said, when i came into city hall, i was shocked at the fact we are a city with a proximity to silicon valley, yet, while we spend $200 million a year in i.t., we have had seven disparate e-mail systems, three dozen data centers, and winnie the consolidation in technology, but even more importantly, we were not part is in the best and brightest minds here in san francisco. over the past year, i have attended a number of hack-a- thons, and was impressed about the ideas of how to fix muni, making our commercial buildings greener, using vacant spaces, figuring out how to catch cabs. in the last couple of months, i figured out how we can legislate this as part of san francisco. mayor lee had a better idea, which was to partner with code of america to utilize the non- profit and private sector to come together with entrepreneurial minds. i want to figure from conaway for your leadership, not only helping to cede some of the greatest part we have here in the city, and working with a community that wants to work with the government. we have talked about in gauging the technology co

then the entire city, given the supply of createive talent, the whole city could be a revolving work of art. that would be wonderful. that is what black rock city is. why not transpose that to san francisco? i think the city is now looking at doing art paths for that purpose. it would not be hard, given the abundance of -- after so many years in the desert, there is a huge backlog of brilliant art. magnificent piece is done by armies of artists working together. so that is an obvious things that could be instituted. i also pulled him that we did not have any trash cans in our city. we did not really continue that dialogue. another example is the jobs squad which will enable city staff to get out of city hall and work full-time in the city's neighborhood districts, offering assistance and advice to small businesses to cut through red tape and start creating jobs. i will be announcing the specific details within the next several weeks and i and my proposed budget later this year. in the case of the balboa theater, we have been able to take advantage of the san francisco shines program to make a grant. the theater for assaad is in the process of being renewed. we are hopeful that this upgrade will enable businesses to stay afloat. thus preserving these crucial neighborhood jobs. the sf shines program is one of several financing tools that the city offers to neighborhood businesses. we also have the small business revolving loan funds and the section 108 loan program for larger projects. the sf shines and roblin loans fund are out of money and need to be recapitalized. in the coming weeks, i will propose an expansion of these financing tools to increase our capacity to launch and strengthen small businesses in

the way the city colleges fund is through the state home. they get money back for their students, and we had a revenue- sharing agreement with them. the revenue that we got as we had several academy class is was significant. that was money that the general fund did not need to provide. the fact that we got money from city college meant that we go to the budget for that training costs. we're going to have to look to the general fund to augment and to supplement the budget that we currently have. that will be a big challenge and a big expense. finally, i think there are probably more challenges, but on the radar this year right now is america's cup. the first race begins in august. the chief is working very closely with the mayor's office of economic development and is working closely with the event organizers to come up with a staffing plan along with of words of 30 other law enforcement entities from the coast guard, the fbi, who knows who else. it is a huge undertaking. they anticipate the need for approximately 120 officers to provide secu

in moving the city forward. i agree with an approach that focuses less on a site issues and more on bringing people together to address the problems that we face. because there are simply too many conflicts and issues, including the creation of good paying jobs, which i think should be one of the top priorities, and i am sure it is a concern to many of the constituents in district 5. strategies to deal with changes in redevelopment and its impact to our city. improvements to public safety in district 5, and the exploration for obtaining more affordable middle, lower, income housing. these are the basic kinds of issues i want to tackle. with all of your help, i believe we can make the kinds of lasting impacts that will improve the daily life for all of us here in san francisco. finally, i want to conclude with a pledge to the residence in d- 5. i know you did not elect me, but i promise you i will work hard to earn your respect and trust. i am prepared to go that extra mile on your behalf to improve the neighborh

-- districts 10 and 6, but also in the city as a whole. there are existing contractual obligations, such as mission bay development, candlestick point, and trans bay. however, this ruling has significant impact for affordable housing and other investments that the redevelopment agency was making in our more challenge neighborhoods, such as funding for local hire opportunities for at-risk populations, funding for neighborhood revitalization work. that includes small business support and improvements. project that completed the re- development planning process m were negotiated contracts -- in were negotiated contracts. under the assembly bill, the city must immediately do a number of things to protect the supply of affordable housing in the projects that will be able to continue. therefore, today i am submitting and introducing a resolution that transfers the redevelopment agency's affordable access to the mayor's office of housing. it also provides for required payments of enforceable obligations by the city, as well as authorizing a new o

i have a solution, but i will not reveal it, because it is led city government -- right now, this city and county, these are overall city government department heads alone, ok? i am out in the community, somewhat philosophy is, hey, we need community reform. you have reform in everything, everything but the community. how disconnected we as community people are. we have been here for a number of years. i know you politicians are new. i have seen them come and go. but i have seen this city deteriorated as far as government policies dealing with community. this is a committed the issue. so i will spend the next two minutes talking about it. you had the mayor here talking about a tone change here at city hall. the only tone changes with ed lee right now is the tone of skin color around the city here and the way his attitude is towards things. i have known mr. ed lee for over 27 years. i kind of parallel my reputation 20 years involved with this thing here, and i have seen a deterioration of public access to city government. so i am going to ask for a hearing on community reform. basically

because ♪ at city hall it gets so silly, y'all right here at city hall, it gets so silly ♪ i am telling you, because i have been up in it. we will have a community meeting with our supervisors at the northern police station friday. thank you. president chiu: thank you. next speaker. >> thank you, president tchiu ad members of the board. my name is david carey. there have been discussions about the san francisco elections about the final round. but the success and legitimacy of an election is not just based on how it handles the final two candidates, but on how it handles the entire contest. having some kind of majority in the final round is a questionable value if the best candidate does not make it to the final round, or you cannot demonstrate that happens. a plurality creates a wasted vote, which were not allowed to help determine the winner. it prevents keep voters from fully participating in the election of representatives. plurality primaries have and will again regularly created more wasted votes, or past san francisco elections have exhausted voters. you cannot reschedule the pri

another important fact is that york city is the city that never sleeps. it can be a ghost town after 9:00. they have the nightlife there that we just don't have. many quick service restaurants closed between 4:00 and 5:00 p.m. ahead it is important to realize that the san francisco financial district has limited hours and days of business. the productive hours are monday through friday, 10:00 to 2:00. these are the hours the food trucks have chosen to operate. there is not a chance to make up lost business or revenue. it can mean closure. i hope that you will revoke their permit. >> we can hear for appellants for a 11-111. nihois somebody here for that appeal? >> i am with skyline construction, the vice- president. we have about 80 people in the office, and we also served as a great deal of the high-rise buildings downtown. coming up, we will have -- i pay a hundred and $25 per permit. even though i have paid a hundred and $25 for a permit, -- i have paid $825 for a permit. it is one hour in front of the building. ask you, if you're going to let them hard

you give that to your city. his contributions to the city at large are considerable. the contributions of his family, his sister running the san francisco symphony, his daughter running the san francisco free clinic -- it is a story for future generations. this is why i wholeheartedly support this. it is so important for the next several generations to know that all of this does not happen by accident. you have leaders in your community who can give an who believe in giving back. if we do not have more warren hellmans, i do not want to say i worry for the city, but i hope this teaches people that they need to give back. at the appropriate time, i will larded the support this -- i will wholeheartedly support this. commissioner lee: i have known warren for a long time. i grew up in chinatown at a time when the city was not as welcoming to chinese as it is today. i grew up remembering stories of how two drunken sailors beat up my great-grandfather and left him in a wheelchair for the rest of his life and other stories even more terrifying of an era not that long ago when

they automatically transferred to the city unless the city determines that they don't want them. that is the context of this legislation. under the proposed legislation, it would transfer housing assets to the mayor's office of housing and the non housing assets, any responsibility for the three major development projects to the director of administrative services. this would be candlestick point, some parts of mission bay and transbay. the city would be responsible to meet the obligations of these forms of redevelopment obligations and the increment financing that would have to sit on to the redevelopment agency and would be transferred to the city to pay for these obligations. under the legislation, the assumption is that there will be remaining property tax revenues to the city for general purposes once the obligations are met and the property taxes have been distributed to all of the taxing industries. at this point and time, financing information is insufficient to determine what the full impact is of resolving the redevelopment agency. for the first six months, there is a r

early days of the city, the city grows up in what is the financial district on the edge of chinatown. everything they rely on for existence is the golden gate. it's of massive importance to the people what comes in and out of san francisco bay. they can't see it where they are. they get the idea to build a giant wooden structure. the years that it was up here, it gave the name telegraph hill. it survived although the structure is long gone. come to the 1870's and the city has growed up remarkably. it's fueled with money from the nevada silver mines and the gold rush. it's trying to be the paris of the west. now the beach is the suburbs, the we will their people lived on the bottom and the poorest people lived on the top because it was very hard getting to the top of telegraph hill. it was mostly lean-to sharks and bits of pieces of houses up here in the beginning. and a group of 20 businessmen decided that it would be better if the top of the hill remained for the public. so they put their money down and they bought four lots at the top of the hill and they gave them to the city. lily

we are a city with responsible of employment rules. to the extent you want to keep creating those jobs, city government should be a partner in that. even well-intention the legislation. even from the apartments, they can have unintended consequences. they are sometimes meaning the destruction of jobs or a net loss of jobs. as the city, when we see legislation like that from ourselves, or from a number of the board, the mayor feels it is very appropriate to take a step back and say that this legislation might fulfill a very important social goals. it also happens to destroy jobs. let's have a conversation very specifically about this question. how does this piece of legislation -- is it worth the- job impact? the charter amendment that we are considering and i will outline for you, it still allows legislation like that to be adopted. we're not saying that you can never have legislation that the comptroller of fines destroys jobs. it is a case through independent economic analysis, they find it is-jobs. is it worth it? and this commissio

and hundreds of oakland city workers bracing for what may happen at city hall. christie smith live in oakland right now and, christie, it sounds like this will not be pretty. >> reporter: yeah. you know, no doubt, this is going to be a painful day for oakland city workers, because the redevelopment funds paid for nearly 200 full-time jobs here in the city. so, what's expected today is more than 1,000 pink slips will be going out to workers in oakland, although it's estimated that less than 200 workers will actually lose their jobs after february 1st. what's happening is that the city council wants room to make tough decisions as it tries to recover from a huge loss of about $25 million in redevelopment funds. this after state subsidized redevelopment programs were completely slashed, and these programs are used for things like fighting blight and building affordable housing. >> for the state of california, we are -- we have been ordered to dissolve redevelopment, and many other local governments in other cities are dealing with the same issue in their own way. >

we are appreciative of all of the city agencies. this complicates realizing things that we're trying to get done, every day bicycling being among them in my interest professionally. this is how we do things in san francisco. it is not only the making the business it coherent to our policies and programs but it will generate some revenue. that is a very good thing for a city that is broke, that needs to have money put into transportation improvements and to transit. that is worth noting and worthing purging. i am sure i will be back to talk to you more as this moves along. thank you for your patience and attention to this over the years. >> it is there additional public comment? if not, public comment is closed. >> this is a terrific day. perhaps it is serendipitous that earlier in the meeting, the director announced that we won two international awards acknowledging the city for- looking measures in transportation planning. this gives a visual talk of what they are doing and they will be implementing a real end of what it looks like
