bottom of the hierarchy of the nation. and the nation was understood as hierarchical, or as local. for many presidents, the south became sort of the demon region. and there are reasons for that because they are building coalitions that depend on including people but also always on excluding people. in one of roosevelt's great geniuses as president is that he almost never actively excluded people, but tended to base his notion of the nation on a very inclusive sense of what that meant. and so that's what i'm going to talk about right now. this book is actually goes back a little ways, and it's a book on the presidency in which franklin roosevelt is the pivot, the actual center of the book, and in the larger book i examine the complex ways in which our national history can be understood as a struggle to live up to our highest principles while also maintaining allegiance, the hierarchies, of class and race that allow for stability. in the history, all of these things are sharply contested during the roosevelt administration.

richard knabb, the director of the national hurricane center. let's talk with what rob marciano and david were telling me, storm surge and rain. has to be the biggest concerns right now. >> people often think of the hurricanes and tropical storms as primarily wind storms but that's just part of the equation. the water components are often the more deadly and sometimes the more damaging and we have two water hazards, the storm surge from the soegs and rainfall that could lead to inland flooding. now, the storm surge still the potential on the mississippi coast, southeast louisiana is 6 to 12 feet in some spots, depending on exactly where the winds are pushing into the coast. that's why folks have been -- some folks have been told to evacuate from particular areas that are the most vulnerable. it's not just going to be a coast alley vent. as it moves inland, this large tropical storm, we're still anticipating to become a hurricane, is going to move slowly inland. it's the large size combined with the slow motion that's going to contribute to very

the national guard. i never served in the national guard. i spent 28 years in active duty in the united states army. but i had the opportunity numerous times to work with the national guard. as i became the deputy assistant secretary of defense for homeland defense i got to work with them pretty much every day. i have to tell you, if you don't understand what the national guard, army, and air guard, what they do for this country, you are missing something, because those men and women are heroes for this country. they are the lineal descendants of the minutemen. that is in their simple and it's very appropriate, because they are regular citizens. are not just weekend warriors. they are people who have real jobs in our communities. and then when the call is given, they put down that plow or whatever they do and then pick up a musket and they are ready to help their fellow citizens and most of the time at great personal sacrifice. these folks are important. i cannot think of canada better people to discuss
