cindy chavez led the count with more than 8,000 votes. teresa alvarado with 31%. since neither received 50% voters will return to decide the race. what now? and how important really is this election? nbc bay area's political analyst larry gerston is with us. any surprises? >> just about everyone expecting them to be at the top of the list. chavez came out ahead by close to ten n'fpoints. solid winning margins in two of the three san jose city council districts that compromised a vast majority of the second count district. chvies and alvarado were separated by only about 40 votes in the city council district 3 and that was a bit of a surprise. >> the turnout was dismal about 19%. is this election insignificant? >> a few reasons come to mind. first of all, there is the question of just what was at stake. %bm a lot of people thought there wasn't a lot at stake so they said let's pass a couple of other things. special elections don't always bring people out if it is one issue. the voters are suffering really from ballot fatigue and you put that together and they have
