libby casey joins us live on capitol hill. libby, they have come up with a plan of their own. what does it mean? >> that's right. we're so close to thursday that's the crucial date in terms of the u.s. keeping its credit worthiness, even though that is happening two days from now, and the senate has cooked up its own plan, house republicans met behind closed doors, and speaker boehner said while no decisions are made, we also talked about obamacare. it seemed republicans had left that behind, not so fast. take a listen. >> there are a lot of opinions about what direction to go. there have been no decisions about what exactly we will do, but we're going to continue to work with our members on both sides of the aisle to try to make sure that there is no issue of default and to get our government reopened. >> speaker boehner says no decisions have been made, but we are seeing outlines of a plan, dell. >> and he was asked whether or not whether the effort was worth it two weeks after the government shutdown and he had no comment. what about the framework for the plan? >> the house

. >>> libby casey reports from capitol hill the american public seems to be fed up with the delays. >> congress is watching how the american public is responding to the government shutdown and the looming fight over the debt ceiling. and the news is not good. the american public are not happy and especially angry at republicans. a new poll that came out thursday by nbc news and the wall street journal shows that the majority of americans blame the republican for the shutdown. president obama fairs better he has steady approval ratings. there is one note of caution for democrats. 70% of people polled say they do think president obama should be negotiating with the republicans. a lot of frustration from the american public. here is more details about the poll. 24% only 24% of those polled say they have a favorable approval rating of the g.o.p. and only 2 i 21% have a favorabe view of the tea party. another thing to watch is the american public's confidence in the economimen economy. and according to the poll it's falling past. 14% believe it's failing and 17% think the economy will impr

libby casey joins us from washington. lots happening on capitol hill. both democrats and republicans continue to battle over the budget. can you give us a bit of a recap on what's happened today? >> reporter: sure, tony, a lot of talking, and a lot of talking past each other. we heard both sides call for compromise for negotiation, but they're very different in where that negotiation process has to start. president obama talked with the media today in a press conference that lasted an hour, and he said he's not willing to negotiate until the federal government is funded and the debt ceiling is lifted. >> obama: the only thing that our democracy cannot afford is a situation why one side says unless i get my way and only my way, unless i get concessions before we even start having a serious give and take, i'll threaten to shut down the government, or i will threaten to not pay america's bills. >> reporter: meanwhile, in the senate democrats have put forth legislation that would raise the debt ceiling and is originating in the senate. it needs 60 votes to

we have two reports, randall pinkston is in washington, but we begin with libby casey on capitol hill. libby good afternoon, what is the latest from capitol hill? >> we're seeing a series of votes unfold this afternoon. the republicans are continuing their piecemeal approach. so we're looking at legislation that would do things like fund fema and the national weather service. also a vote regarding the programs that help the needy, and tomorrow they'll come in to session and tackle funding for those furloughed workers to make sure they get back pay. some these bills may get life in the senate, but it's not going to solve the overall big-picture problem. house speaker john boehner is still sticking to the republican talking points. here he is this morning. >> this isn't some damn game! the american people don't want their government shutdown and neither do i. all we're asking for is to sit down and have a discussion, and bring fair -- reopen the government and bring fairness to the american people under obamacare. it's as simple as that, but it all has to begin with a simple discussion.

libby casey joins us live now on capitol hill. lineby president obama suggesting that he would be open to the possible deal. how is being received and what reaction can we expect? >> asking about democrats is a good place to start because both house and senate democrats would like to see a longer deal cut, and they would like to see the debt ceiling raised not just in a piecemeal fashion but for over a year because that would get it off the table through midterm elections. and a lot of them are pointing to majority leader in the senate. and here what he had to say today. >> let's reopen the government. speaker boehner could end this government shutdown today, an hour from now by letting the house, entire house vote on the senate's clean bill to reopen the government. when the speaker is on national tv and other places saying we don't have the votes, he never -- he will never know because he won't let the measure come to the floor. of course it has enough vote. let's reopen the government and pay our bills. is no reason for republi

libby casey us live from washington, and the deal calls for congress to come with a long-term budget plan by mid-december. are we keeping our fingers crossed? >> that's right. it will be co-chaired with [ inaudible ] and congressman paul ryan. what they bring to the table is a lot of baggage as they themselves admitted yesterday. >> chairman ryan knows i'm not going to vote for his budget. i know that he's not going to vote for mine. we're going to find the common ground between our two budgets that we can vote on, and that's our goal. >> our goal is for the good of american people to get the debt under control, do smart deficit reduction and do things that we think can grow the economy and get people back to work. >> the most ambitious would be to try to find over a trillion dollars in the next few years. but they are expected to take a much more modest approach, and just look for twice handle these cuts that are going to kick in in another round as soon as 2014 starts. we will be watching to see what ideas surface. >> libby most people believe that the president won this latest sta

we turn now to libby casey who is at the white house, and libby, he says if confirmed by the senate -- which is an important ingredient in this, because all of the president's nominees have to be confirmed by the senate, is there any negative word coming from capitol hill concerning this nominee. >> so far we're hearing positive reviews, and the president pointed out don't ask don't tell that is a crucial development for some of the liberals who may have concern about drone policy and the u.s. talking about this ability to kill american citizens who are alfill at itted with al-qaeda. so we're largely hearing people pretty united. >> and we should point out that this nomination is different from the situation that we just went through with the house concerning the budget negotiations. there is almost unanimous consent on capitol hill, that the department of homeland security the lead in and lead out almost has to be seamless, because when that becomes a political bargaining chip that is a risk to the nation's security. >> yes, they want to get someone in that position as quickly as pos

we go live to capitol hill where libby casey is standing by. libby, what is it going to take to get this done. >> well, it will take a little give on both sides and work by senate leaders to hammer this out and schedule it to their caucuses, watch for harry reid to talk to democrats tomorrow, and mitch mcconnell to try to sell it to republicans. house also be the really tough sell. but to recap. we're looking at a potential deal that would raise the debt element until february. it would get the government back up and running through about february. and make some tweaks to the health care budget. we saw a new poll come out today, and it showed that all political players in this drama are taking a hit, but president obama is actually faring the best. he still has a 53% disapproval rating, however. republicans only a fifth of americans approve, and democrats a third of americans are giving them any points for how they are dealing with the situation. republicans have taken the worst slide, but political independence a very important group when we l

. >> now to libby casey on capitol hill. libby, what are the expectations here? is either side in a mood to compromise? >> reporter: well, i think it will be a listening moment, and we'll know more as the even progresses, but at this point we're not any closer to a deal than we were when the government shut down a day and a half ago. what has gone on today is the house republicans have put forth a serious of bills, some of them are repeats from last night. they failed last night because they were fast tracked now they're going through a length lengthier process. for example, veterans affairs and getting that funded. national parks and museums and also the city of dc. they tacked on two more national guard and reservists and then also the nih. here is the name of the nih bill, it tugs at the heartstrings, research for life saving cures. it is try to get the public interested in specific sectors of government funding. this may pass the house but democrats will largely vote know. here's the sense of what we heard from eric cantor of virginia today. >> we are going t

zblorchlts that is libby casey report, let's bring in joe. how are you doing, joe? >> i'm doing great. >> give me an idea of what you make of what happened today. we heard eric cantor come out and say they are making progress. >> did you sense a change in tone? >> i did absolutely. i thought it was a very, very hopeful talk. as remember the two sides have been only talking to the media and now they are talking to each other. and that is very posh. you have to consider the fact that eric cantor didn't come out of the meeting blasting the other side. he didn't say anything bad about the president. in fact he said he was hopeful. that is is a good sign. in fact they are working on a package that will likely pass and get this impasse behind us. >> what are the tea party republicans saying about this possible deal? >> you will always have a few tea party members that will that the it's something that needs to be funded if we can talk and have a working dialogue with the president and lump that together under the framework of entitlement spending and figure out away to re

let's talk to libby casey in washington p that. how is the divide affecting the party? there are certainly tis distinct factions. there are those that are used to cutting dealing deals and workis the aisle to get things doesn't when they need to. and then there is the tea party conservation that are willing to go to the mat on issues. trying to cut down on the healthcare law and trying to curb the debt no matter the consequences. >> inspite of warnings from economists that breaching the debt ceiling would be a disaster for the u.s. economy, a group of u.s. conservative republicans are pushing back. ending upsetting some of the biggbusiness owners. the obama administration is devaluing the impacts of the debt ceiling. >> i think all of this talk about a default has been a lot of democra demgogary. >> nobody wants to default. and default and hitting the debt ceiling are two separate entities. >> the treasury second says failing to raise the debt ceiling by october 17th is potentially catastrophic. >> if congress fails to meet it's obligation. i have the ability to be tran

for more, we're joined by libby casey on capitol hill. great to see you, good morning. house speaker john boehner sunday said that there are not enough votes in the house to pass a clean spending bill, even if he was to take it to the floor, the exact opposite of what president obama said last week. has there been any reaction from the white house? >> well, the white house has reacted stephanie, with disbelief and not only telling reporters they don't buy it, also taking their message to social media, tweeting about it, jay carney tweeting about it yesterday. they say speaker boehner should let this clean spending bill go fort. the question is are there the votes and is there any way that speaker boehner can do it that wouldn't be politically toxic for him. we heard a shift in message over the weekend. speaker boehner is not just talking about the federal health care law, he also talks about the debt ceiling and say that needs to be tied to spend in cuts, so a little bit of a pivot here. some have said this is republicans flailing around for some way to gain ground and
