we're taking from peter to pay paul. in 1983, economic recovery surged ahead. it soon became obvious many americans were being left behind. while millions of jobs were being created in the service industries, millions more in manufacturing appeared gone for good lost to overseas competition. there's no question about it. we're in deep trouble here in tarrytown, where about 2,000 people will be laid off. i don't know anybody who will hire 2,000 people. in the sixties and seventies expansive economic policies created jobs for american workers. now these same policies were creating jobs overseas while americans remain unemployed. the situation was causing severe problems for american policymakers, as federal reserve governor henry wallich explains. you may want to expand the economy, let us say by budget deficit or easier money. some of this demand goes abroad. you get expansion in japan but not in detroit. we've got a 200-odd billion dollar budget deficit, but half of the money is going abroad, so we're getting stimulation only from half. fiscal policy is losing

in august 1979 paul volcker became the new fed chairman. what course would he take? the fed was already facing enormous criticism much of it coming from a group of economists called monetarists. at the head of the monetarist attack was economist milton friedman. in my opinion, given that there is a federal reserve, the best way for it to operate would be to set targets for a single monetary aggregate and stick to those targets and keep to them as closely as possible. and those targets should be set so as to go from wherever you start to a rate of growth in the money supply which is consistent with zero inflation. schoumacher: on october 6, 1979 paul volcker announced that the fed would no longer target interest rates but would focus instead on targeting the money supply itself, restraining it until inflation was broken. in a speech before the national press club, he stressed his determination to stick to this long-term course. volcker: will the fed stick with it? my short and simple answer to that question is "yes." and i don't intend to qualify -- i don't intend to

i'm paul gigot. yemen continued its descent into chaos this week with saudi arabia leading a ten-nation sunni coalition in the bombing of iran-backed shiite rebels there. the offensive comes after yemen's president fled. just days after the rebels seized an air base used by american forces in the fight against al qaeda. two people are joining me now with more on this unfolding story. so dan, this is really not just a saudi invasion, it's a sunni invasion. all of the sunnis in the region fighting. are we looking at a regionwide sunni/shiite war? >> it looks to be moving in that direction sure. there's so many elements to what is going on here it's hard to keep track of it. the key player is iran. iran is a shiite country, a big shiite country down in the south. most of the courts up in the north, saudi arabia, egypt are sunni. >> state emirates pakistan? >> they have always lived in an uneasiness with one another. you now have a situation where the iraqis have gone into -- the iran iranians have gone
