how is the fbi going to figure things out? >> i have worked on cases where the shattering of windshields can be significant and the fbi can examine that particular pattern and the pattern of lines emanateing from the impact point and they can get an idea of the shape of the projectile the force with which it was coming. since it's kind of an uneven pattern, that impact is probably not a bullet. but their forensics lab is pretty good about analyzing those sorts of things and they will talk to the two other trains that happened. cluck one with an impact on the side not the front. which makes you think it was not a drop from an overpass. >> mary over the weekend, speed controls were added to this stretch of traps that has had two deadly accidents. if it was this easy why wasn't this done year ago? >> amtrak had an explanation in the press release or explanation to the media. they said they put it on one way on the train as opposed to positive train control. they put it on one way. they thought operationally it made sense one way

former fbi deputy director joins us now. appreciate you being with us sir. >> thank you. >> as you look at what happened in garland, texas, clearly, these guys were inspired by isis, yet thankfully, they didn't succeed. they were killed, only being able to wound one security officer. how far are we away from one being able to succeed? >> i think we're very close. if it weren't for the courage of the garland pd and fbi, they would have succeeded there. they got a break. the fbi had some information about these people. they were at least monitoring they weren't surveilling them. the director also came out with statements that more people are going to besurveilled, which is a very labor intensive operation. this is not a bank robbery gang. this is a movement of people dedicated to the philosophy of killing us and imposing surreal lawyers. we have a lot of trouble coming. >> and the fbi director seemed to allude to that. i want to put up the quote from comby. it's almost as if there is a devil sitting on the shoulder saying kill

fbi director james comey speaking to law enforcement officials today. and of particular concern are u.s. military bases and installations around the country. 3200 of them now under new security orders because of concerns by attacks by isis supporters. >> the u.s. military is raising the security level at every base across the country. as concerns grow over the threat from isis. it was the shooting in texas on sunday that prompted the increased security measures. the military says this step is not tied to a specific credible threat. saying we have the same concern about the potential threat posed by violent home-grown extremists. the security level has increased to bravo, a ranking signifying an increased and predictable threat of terrorism. u.s. bases have not been at this level since the 10th anniversary of 9/11. >> not only do you have to secure the access to those bases, you have to ramp up security on the post itself. this is going to be a big operation for the security forces of all of the services. >> the texas shooting is highlighting the threat
