. >> reporter: in oakland, christin ayers, kpix5. >>> a close call in san rafael tonight. firefighters saved an office building as a fast moving fire raced up a hillside. that fire started just before 5:00. you can see how dry it is out there. that fire ripping through the brown grass. streets around the north gate mall were closed so that firefighters could surround the flames. it burned so close it set off the sprinkler system in the garage. >> damage to the building was limited to some smoke damage to the interior. and a broken water line. >> and marin county sheriff's department says six juveniles were seen running from the area. at the time, that fire got started, that as for how it got going, still under investigation tonight. >>> bay area school board decided to bend the rules to give high school graduates their diplomas. it all started when the state messed up. >> reporter: in an emergency meeting tonight, the san francisco school board has decided to take a step and a very unusual one and it appears to fly right in the face of state law. they are issuing diplomas

christin ayers, kpix5. >>> tonight, people all over santa cruz are howling at the blue moon for maddy. the mother of madyson middleton asked them to it in tribute for her daughter who loved wolvesment she was murdered over the weekend. her suspected murder is being charged as an adult. >>> sheriffs deputies allegedly ran a fight club inside a jail. three former inmates filed a complaint saying they were made to fight in gladuater style fights. one was promised a cheese burger. the deputies staged the fights in a room that had a blind spot and no video surveillance. the complaint accuses the department of cruel and unusual punishment. >>> the redwood city council will no longer start their meetings for a prayer. for at least a while. mark sayre shows us why. >> we pray for our country and its leaders who have turned from your ways oh god. >> reporter: pastor steven converse was invited to deliver what is usually a noncontroversial invocation at the regular meeting of the redwood city, city council. but it turned out to be anything but. >> we live in a society where the murder of human

kpix5's christin ayers has her story. >> reporter: nellie hill has loved it since the day her parents brought it home from paris back in 1957. the artist even wrote a note to her parents on the back. >> mr. and mrs. hill. >> i've always loved the painting because of the nature, the kind of quiet nature scene that pulls you inward. >> reporter: so she was delighted last january when her mom gave her the painting just months before she died. >> and she said yes and told everybody that's nellie's. >> reporter: nellie had it shipped from illinois, but within an hour of it being delivered to her doorstep in berkeley someone swiped it. >> it was gone. >> reporter: nellie went on a campaign to find it. she posted a sign on her house. >> please return the painting, reward no, questions asked. >> reporter: and sent information about the painting to the website stolen911.com. its creator, a chp officer that called it's the craigslist of stolen property. last week -- >> the phone call was a complete surprise. he said we have your painting. >> reporter: nellie said the man on the other end had a
