that's the u.n. relief agency dealing with palestinians. it came into effect after the war. but they will tell you a lot of chapter and verse of why they don't think they're helpful. but ask them a second question. would you rather end all aid to unra? they'll say, who fills the vacuum? who's going to be the teachers in the schools? who's going do educate? we don't have that kind of thing. i would say, if there was an ideal solution, and we did a study on unra many years ago. that should come under the unhcr. why is this issue singled out? that would be ideal to me. someone has to deal with the refugee issue. but shouldn't it be the refugee agency that deals with it. but just to say i don't like unra is only half an answer, because you have to think about who fills it in. when israel doesn't see who the substitute is, they're not excited about pulling funding from unra that i've seen whenever i've looked into it. rob might have some thoughts. >> on this question, you posed a bit of a red herring here because the real debate is not about defunding unra, it's whether or not th
