good afternoon, i'm kenny choi. >> i'm michelle griego. it's been months since a vallejo man was shot and killed by police. kpix 5's jessica flores explains why police are refusing to release a report on the incidents despite family requests. >> reporter: angel ramos would llpolice shot and killed him in january at his family's home. his family says what led to the shooting is still murky and they say the autopsy could clear things up. but solano county sheriff's office is not releasing the records. >> the coroner's report is the one piece of evidence that can refute or prove what the police say happened. right? and the problem in this case is that what the witnesses say happened and what the cops say happened are two very different things. so the family has asked repeatedly for this coroner's reported and they have been denied. >> reporter: according to police, ramos is fighting with another man on the home's deck. police say ramos had a knife and officers shot him to keep him from shooting the other man. but the family disputes that. >>

. >> and i'm kenny choi. people are being warned to conserve electricity. jessica flores has details on the flex alert taking place this afternoon. >> reporter: good morning. that's right. folks are being asked to conserve energy in the late afternoon. that's when people crank up the ac and that's what can lead to massive blackouts. under the flex alert. people are being asked to conserve between 273 and 9 p.m -- 2 p.m. and 9 p.m. folks are asked not to use major appliances during those hours. we saw 40,000 without power over the weekend. the utility blames the heat wave, and all the ac use putting a strain on the system. the operator which handles the power grid says set the thermostat at 78 or higher. cool off with fans and drapes. and use major appliances in the morning or late evening. these small tips could prevent the massive blackouts experienced on sunday. >> there was a pop and everything went quiet and dark and got hot. >> reporter: pg&e has about 1200 customers still without power across the bay area. we're talking about 19 customers in the penin

i'm kenny choi. >> i'm michelle griego. jessica flores is live in san jose on the new class of recruits they are introducing. jessica. >> reporter: good morning. 54 new recruits start the police academy today. and that's a large class for the police department. it's only matched with 2013's class and they haven't had a class that large since 2007. that's to restore staffing levels. they have a staffing crisis and with the start of new recruits that brings the officer in training to 100. still, they have low numbers when compared to a decade ago. the department is authorized to have 1,109 officers. in the entire new class graduates the department will field 980 three officers if the entire new class graduates. , they will field 983 new officers. >> our staffing will never grow. the department could be difficult to grow if we don't increase the numbers. >> reporter: the police force shrunk during the recession and overtime skyrocketed, 10% of the annual department budget. today, mayor sam liccardo and the police chief will be
