appreciate you. >> thank you. >> bill: thanks for coming on the north lawn. >> thanks, bill. >> bill: deputy chief of staff george george w. bush and fox news contributor. what did you think about that information, karl? >> that was packed with a lot of information gone through quickly. congratulations to both of you for keeping it on track. >> bill: so we're on track, right? here is the "new york post" today from earlier. this is fine screen right, this is dangerous screen left. what you are seeing is a rally in brooklyn, new york i do believe. and seeing folks drinking having a beer on a sidewalk on a saturday afternoon. some could apply this same logic to rallies and conventions. do you think that's what is at play in america now? >> we have seen a lot of hypocrisy here. val demings, congresswoman from florida who is under consideration for joe biden's running mate said she participated in the washington, d.c. march and it's hope and optimism. she then attacked holding a rally as being a threat to the health of the entire country, end quote. so, you know, we are likely to see this,

i'm for the bill. i'm asking unanimous consent to pass the bill today with one amendment that just says let's be careful not to arrest people for slapping someone or not to arrest somebody who pushes into someone and get them ten years in prison. this isn't about someone trying to kill another person or someone attempting bodily harm. those people would be included in this language even if they did not have a mark on the person. but if they were rounding them up, tying them up or throwing a rope over a tree that's attempted murder and still be included in this bill even without a mark on them. what we have to preclude and trying to preclude is the bill doesn't get used for the wrong purposes. we're on the same side about who we want to punish and who we should prevent. and we're also on the same side on the symbolism of this, but we can't pass laws that do exactly what all of us have said is wrong with our penal system, all the unintended consequences. there is one here, and i ask in a very polite way,

take us through your bill and what you've heard about tim scott's republican bill. where is there common ground? >> well, our bill clearly is designed to be transformative in basically changing the accountability measures both on the criminal side, on the transparency side as well as on the civil rights side, to ensure that if you have a rogue police officer that is abusive, that is violent, that engages in brutality, that they are held accountable under the law. that is the only way that change will be brought about. we'll see what the proposal is on the republican senate side, but it does not appear to be anchored in anything truly transformative. >> your bill won't have the opportunity to transform anything unless you can get it signed into law. if there were, let's say, two things, two things that you could work from your bill into the senate version, what's the most important? >> well, the national use of force standard that we established in our bill, which is anchored in the principle that deescalation tactics should be used in the first instance, and that de
