so what you're talking about gets manchin on board and sent him on board, democrats can't do this if they agree to avoid the filibuster. but where are conservatives on this? because there must be some in the senate who are prepared to say, there is something we can do here. why is this become such a party line issue? it will hasn't traditionally been as hard to get republicans to back things as basic as the voting rights act. >> it is terrible, it is trump's republican party and i think -- chuck schumer agrees that there are not a lot of rip -- i think that joe manchin hopes to defend a bill, get the republicans to sign this and say, you can make some, changes we want to have amendments, go ahead let's debate about it. he's willing to let it come to the floor and have an honest exchange of ideas, of amendments, different proposals. and i think once mentioned goes through that process, he will feel he has done what he can is a very big believer and bipartisanship to do. that and the question is if is he willing to carve out something about the filibuster. he hasn't told me, and i'm no

pro-filibuster democrats like senate joe manchin and president joe biden. while on the other side they are up against former president donald j. trump who isn't just a twice-impeached florida retiree to quote nancy pelosi, he's also as of right now the presumed 2024 republican presidential nominee. according to notes taken by justice department official richard donahue and released to congress this woke before being made public on friday, trump press senior justice department officials in late 2020 to, quote, just say the election was corrupt and leave the rest to me and republican lawmakers. a sign of just how far trump was willing to go to prevent joe biden from taking office. only a few weeks later a mob of his supporters, many of them armed, attacked the u.s. capitol in a brutal and deadly bid to overturn the election. the worst of what trump did ahead of that we now know was behind the scenes, but in georgia republican officials are putting the machinery in place to subvert and overturn elections openly. as a matter of law, and if the democratic party

i have been in minnesota, but i talk to men -- senator manchin a number of times and the rest of grip that you showed on the screen. and some of this is. public he has agreed to a bill that would apple same day registration as the national standard and what we heard today in wisconsin, except for the governor, they would've really messed up a lot of their laws were. two interesting facts, they would've had only one drop off box for the entire city of milwaukee, if he hadn't veto that bill. and students with four-year degrees, those kinds of ideas, would not be able to use, those but two years could. so clearly he made some great decisions in vetoing these bills. but it just shows you why we have federal standards, and why we need them. because you don't have that in every zip code in every state of the country. there is an important piece of this, because that would allow is going forward to have the justice department focus on some of the states that have been enacting discriminatory laws. where this goes, we know senator murkowski has publicly voiced we support in the john does bill

manchin is going to end up on that? >> well, i think probably in a practical sense, he'll end up supporting something that's less than 3.5 trillion. but let me pick up on something that michael said, because i think it plays into the motivations of senator manchin and others throughout the democratic party. the components of the reconciliation bill that holds corporations accountable to the taxes that they owe, that helps families with a permanent child tax credit, and lord knows the planet and country feels like it's on fire every day, to invest in clean energy, all of those things are enormously popular. again, i think this is going to always be a tough road because it's just -- it's a very evenly divided congress. but i think the component parts of what are in that reconciliation bill are equally as important and as popular as what passed today. and i think -- maybe the most important animating thing for democrats going into 2022 is they need accomplishments, right? the difference between 3.5 and 0 is a big deal on t

senator manchin seems to have suggested that he may be open to some kind of exception to the 60-vote threshold on voting rights. is there any progress that you can tell us about? >> first, we're getting the bill. we have to have general agreement on the bill, and he's come a long way on that. so just a work in progress. very closely reaching a conclusion. as for the filibuster, you know, i want to abolish it. i have fires raging in the northern parts of my state, and air quality worse than ever in minnesota's history. i want to act on climate change and immigration reform, and i find the filibuster to be an archaic mess. and other senators, you know that manchin has indicated a willingness to look at the standing filibuster, the talking filibuster, which would require people to actually be there to block major legislation going forward, as it was during the 1960s. that's a move in the right direction. and right now, getting the bill done, and we go from there. but every single week, we see more bad bills being introduced in legislatures across the country. >> senator klobuchar, thank

now, this is not a new position of senator manchin. he sent a letter to the chair of the federal reserve, jerome powell last week saying something similar. but he's also not alone. senator kyrsten sinema said a few weeks ago she also has concerns with the price tag and there's a group of nine moderate house members who sent a letter to speaker pelosi just yesterday saying the same thing. why all of this matters is because of the slim majority democrats have in the house and the senate. they need every vote in the senate and every vote but three in the house of representatives to move this process along, and it's going to be extremely difficult for pelosi and schumer to keep their members together. >> i'll be talking to moderate democrat in the house later in the hour and his message to nancy pelosi is that $3.5 trillion may be important, but it can wait. thank you. >>> coming up next, covid hospitalizations. anybody who says this is the flu, listen up again. hospitalizations are surging in the south. the federal government stepping in

we've spent the last seven months covering manchinitis in the senate. what is he going to do? he's one vote. can he make something pass or fail. over in the house, nancy pelosi deals with a similar margin. 220 democrats, 212 republicans. any four democrats, any one democrat just needs three friends and that means she doesn't have enough votes to pass it. that's even a smaller percentage than one senator. you are now going to watch as the moderates in that letter you got last night that you scooped on, there are going to be members of the coalition who say take the easy victory now on the bipartisan infrastructure, but then you're going to have the squad, alexandria ocasio-cortez, cori bush and others, to form their little faction. all you need is four. when you have four or more you can try to leverage yourself the way joe manchin and kyrsten sinema have been trying to leverage their modern center rifts. >> also the question is joe biden. will he get involved to twist arms in the house to get this through? he didn't really in the senate. you think he will in the house? >> reme

and i can recall my conversations with senator manchin's team just understand how easy it is to vote in west virginia, and how hard it is to vote in texas. at some point i, said you know will take the west virginia standard because it's a lot easier to vote in west virginia than it is to vote in texas. but as it relates to the national conversation, anything can be done to make voting easier, anything that can be done to -- almost no excuse absentee program would be. good expanding voter i.d. to provide -- you are who you are. there are a number of things in this federal proposal that would really open up voting in the state of texas and it would be refreshing that to recognize that when it comes to voting rights in america, that we should have won voting, standard that the american standard. >> when you look at -- the it's hard to describe it as successful because it's still -- the republican backed voter suppression and voter nullification campaign has been one of its most widely successful state by state pushes in my career. they have proposed, i think almost 400 several precious

they have priscilla the house, progressives, and the senate they have got sinema and -- sinema and manchin those are serious obstacles to navigate. >> bret: you know, harold, we talk about this in the way of the senate and looking at those moderates, kirsten sinema and joe manchin, there are others, warner from virginia, kaine from virginia there are others who have problems with big deficit debt numbers. but why isn't it phrased the other way? why isn't the pressure on house speaker pelosi to put this bill now passed the senate on the floor for up or down vote. >> i think we are moving there imi agree with just about everything byron york and bill bennett have said. the highway bill transportation bill with eisenhower passed along with the help of the very first al gore. al gore's father who was a u.s. senator. done in a bipartisanship way. hopefully we build legislative muscle and memory how to address big things maybe they will deal with crime and immigration and how we more easily distribute economic growth urban and rural america alike. to your direct question, bret, the pressure does

you know, the pound of flesh that manchin and sinema and the house moderates demand may require it to be scaled back somewhat. but it's still going to be, to use john's word, transformative. i mean we're going from, you know, what, 13 to 17 years of publicly funded education, universal pre-k and free community college, expansion of medicare, expansion of medicaid to cover all of those in the states that refuse to expand under the affordable care act. i mean this is an enormous piece of legislation. but beyond that, everything that can't be included in this does remain subject to the republican filibuster in the senate, and i think one thing that today made very clear, don, no republicans voted for the extension of the voting rights act after it had massive bipartisan support in its previous iterations. and that really puts the focus on manchin and sinema because they are arguing that the senate should only act if ten republicans agree to undo what their republican colleagues in the states are doing. and i think what today may very clear in the house is that is not even a fig leaf. it'

that was a huge omnibus piece of legislation, manchin and others weren't going to go for it. but we know what they are going to go for, and that is the john lewis voting rights act which is restoring the civil rights act and just common sense things so we cannot have the kind of abuses that are going on in texas that we've seen in georgia. so it's very clear that at least all 50 democrats are on board, and i think they're going to need to see if they can get those ten republicans, and if they can't, this is the issue where they're going to need to revisit the filibuster. but seems to me they at least have to get out there and have some test votes on the most basic protections of voting rights. and i think that's what chuck schumer's got to be doing now. >> well, if they can't go deal with the filibuster on this issue, it's fundamental to what american democracy is supposed to be about, i don't know what will. as we keep rallying and marching, some even in congress being arrested, i don't know what will make them deal with this. but we're going to stay on it. dana, you wrote a

and other lawmakers on manchin's house vote over the weekend. manchin's office says he's following cdc protocol and he's been vaccinated. he's another critical democrat for the package. if the deal has the votes to get through the senate, the fate in the hands of the house is uncertain. congress woman alexandria ocasio-cortez says they have to see the $3 trillion reconciliation bill cross the finish line before she will vote for the infrastructure deal. democrats have the votes to oh bose this bipartisan infrastructure deal if the senate cannot get reconciliation through. right now democrats and republicans are working out how many amendments to accept and add on and consider for this bill. chuck schumer wants to rush the clock and get this deal done. but senate minority leader mitch mcconnell and other republicans want to bide their time. he wants to give his members a chance to change and amend the bill if they want. charles? >> charles: well, d.c. keeps spending and you keep paying. gas prices are rising over the weekend. this comes as clorox
