and what appears to be a concession to senator joe manchin who had expressed some concerns about that proposal. now this comes as democrats are scrambling to put together and hammer out the final details of this plan. president biden and his top negotiators here at the white house have really zeroed in on those two key holdout senators, senator joe manchin and kyrsten sinema, meeting with both of them over the past 24 hours to listen to their concerns. but also at the same time, the white house is still talking to those progressives. case in point, senator bernie sanders was here at the white house this afternoon meeting with president biden for a little over an hour. he said that it was a good discussion but he ultimately does not believe a deal will be reached this evening. now as these details are still being negotiated, house democratic leaders are hoping to potentially hold a vote on that bipartisan infrastructure as soon as tomorrow. but progressives are still insisting that they want to see that bipartisan plan tied with a larger economic package. take a listen. >> i don't thin

senator manchin's home state. and some of them upset with the proposals that senator manchin would like to see removed from any final legislation. this according to "washington post" reporting. raising kids is work is one of the quotes. from the newspaper. and they feature a couple who are raising their two grandkids, ages 10 and 17, who are benefiting from the expanded child tax credit. they are getting a monthly check because of what the biden administration, congress passed in march. and that has been relief for them. this couple that you are seeing there is another couple that's few teurd in the newspaper -- featured in the newspaper that have a small child and then they have a set of infant twins as well. here from the newspaper what they note, in west virginia, 170,000 children became newly eligible under the tax credit expansion, which was included in president biden's $1.9 trillion stimulus package passed in march. the changes to the tax credit raised the maximum benefit from $2,000 to $3,600 per child, pe

kristen sinema and joe manchin. manchin came out with his plan for the first time today, his price tag publicly at least, 1.5 trillion dollars. which is a far cry from the three and a half trillion that the vast majority of democrats. once senator cinema has not so ever number is. she's not given any number at all. that opaqueness is only reaffirming the desire among progress is to hold up the infrastructure bill. among republicans, there's a group called the problem solvers caucus in the house of representatives, months ago endorsed this framework. the republican co-chair, of that, brian fitzpatrick, told me a few hours ago that he's a yes on this bill. but he does not know where the other 27 republicans in the group stand. it's a strange situation where republicans can undercut progressives, instead with they're doing is actually strengthening and handing it to the oppressive caucus by handing it to the. bill >> if they could see beyond the partisan lens, if they could see to the longer term partisan advantage her

joe manchin is a supporter of the filibuster. he is for a 60-vote threshold for legislation. joe biden has not said one about eliminating the filibuster, nor -- and if he said something, joe manchin's not moving. people look for this deeper meaning in what joe manchin -- and we see this all the time in the mainstream media, i guess, of which i'm a part, but i'd like to think we're not guilty of this, but, like, joe manchin is a supporter of the filibuster. he has said a million times he's not changing the filibuster. he's not changing the 60-vote threshold. this legislation is going nowhere. i don't know -- like, i don't know if there's a better way to understand this, but joe manchin is supporting the filibuster, and i just think that people, you know -- i understand the importance or what democrats consider the importance of this legislation. i get all of that. but manchin just is not moved and we see this, by the way, not only on this, nicole, but on the reconciliation package. that's not the topic here but just to tie this together, this is an unfortunate habit that we've

that senator manchin is insisting on? >> i think representative paul said this is a negotiation, we have to work our way through. this but i want to be really clear. i strongly oppose the hyde amendment. with the hyde amendment does, is it says, that the one in five american women that are of reproductive age, that get their health insurance from medicaid, do not have full access to the reproductive health, care they don't have full access to all of the reproductive, rates because of the hyde amendment. it's not only discriminatory against poor, women but so many of the women that rely on medicaid or women of color. it also continues to statistic challenge of inequity that we have in our country. i'm strongly opposed to. it we have to figure out how to get this, through and unfortunately, the hyde amendment has been in place in one way or another since 1976, when it first was enacted, and so this is a battle that we fight over and over again, as we work to try to protect reproductive rights of women, in this case poor wom

>> no, i mean, i have had a number of conversations with senator manchin. i just talked to him today. so that continues. look, i think he is trying to get to a place where, you know, he can help us get this done. but i have not had those conversations with sinema. but i do understand that she is talking to the white house. but we need to get this done. and we can't expect progressives to vote for an infrastructure bill which, frankly, rachel, there were a lot of progressives who didn't like that -- it's got some good things in it, but it is net negative on carbon emissions and there were a lot of people who said the only way i can vote for that is if we fix that with the build back better act and a real investment in climate. that's how we got people to agree to vote for a bill that was negotiated by 12 senators without any consultation from the house. so if we are going to get this done, that's why we've always tied them together to say we will vote both these bills through and that's where our members still are. and i believe we can get this done, but we

senator joe manchin, a key voice in all of this. he just laid out his position after meeting with the president. let's go to capitol hill. lauren fox is there with the breaking details. lauren, senator manchin just spoke to reporters. he's expressing some concerns. what's the latest? >> just as quickly as senator ron widen of the finance committee rolled out the billionaire's tax to try to assuage some concerns for kyrsten sinema of arizona, there are new concerns raised from senator joe manchin about that specific tax and a number of other issues. he talked with our colleague manu raju and a group of reporters a short time ago saying essentially he doesn't like the idea of carving out a tax for just one group of people, specifically concerns about that billionaire's tax which would have reimagined really how the government taxes people who are at a very high income level. that is one major sticking point that potentially throws into question whether or not democrats are going to have the revenue they need to actually finance this b
