top republican negotiator john cornyn says the group is working toward drafting the legislative text, but there are some sticking points still left to iron out. >> and cnn's lauren fox is joining us now from capitol hill. those sticking points, lauren, could that mean a delay? >> reporter: well, senator john cornyn warning just a few moments ago to our colleagues outside of the senate judiciary committee hearing that he believes that today is really pretty hard and fast in terms of a deadline for reaching an agreement, and the reason is because already the majority leader chuck schumer said he wants to put this legislation on the floor next week, before lawmakers depart for a two week recess. here is where things stand according to cornyn. right now he says they're in a, quote, good place when it comes to red flag laws, and incentivizing states to pass their own. that had been a sticking point late last night. republicans wanted to ensure that some of the money intended to help states pass red flag laws would go to crisis intervention programs in states. that now according to cornyn h

that is john cornyn of course chief negotiator for the republicans in these bipartisan talks on a gun safety deal. a limited deal to be clear, but one that is now building momentum in the wake of the uvalde school massacre. so what is off the table? raising the minimum age to buy a semi automatic weapon like an ar-15. but republicans say that they looking at changing criminal background checks to include essentially scouring the juvenile records which would create an enhanced waiting period. so what is on the table? creating incentives for states to pass red flag laws, those are the laws that when actually used properly can keep guns out of the hands of people deemed a danger to themselves or others about also at issue, improving the background check system that already exists, more money for mental health and beefing up school security. >> what we know is that there is not one single thing that will fix all the gun violence, right? it has to be some kind of package of little things and big things together that would change, you know, our relationship with gun violence in this country

republican john cornyn said there are two issues left to figure out. here is what chris murphy had to say in response. >> i was, frankly, somewhat pleased to hear senator cornyn thought we only had two outstanding issues. we probably have a lot more than two but all of them can be settled because i think senator cornyn thinks what i believe which is the american public is not going to accept nothing as an answer. we cannot go back home over the course of july 4th and tell people that, once again, we let politics get in the way of getting something done. i think we'll be able to wrap this up and get the final issues settled. >> as you well know in the wake of the uvalde shooting, all kinds of potential solutions have been thrown out there, right. we need to boost school security. we need to arm teachers. that is what a lot of republicans have put out and obviously the gun control legislation that is being looked at right now, what do you think needs to be done to create real substantive change? >> there's a lot the federal government can do on these iss

what we're seeing is yesterday you mentioned this smaller group including senator john cornyn who is sort of the mcconnell deputy in these talks. and these talks are on a parallel tract to the larger group meeting happening later this afternoon around 3:00 we're told. that is a group focusing on a wide range of issues. background check laws of course, also though red flag laws, and then the conversation around school safety. and it is important when you listen to people like senator mitch mcconnell, they are laying out the things that we've heard from republicans before and the things that they want to see in these negotiations. listen to what he said yesterday in his home state of kentucky. >> discussing how we might be able to come together to target a problem, which is mental illness and school safety. we'll get back at it. >> reporter: and so of course lawmakers are on recess on they are meeting virtually. and so they have something hopefully when they come back to town. but what it will be a republicans continue to say mental illness and hardening schools. there is openness to t

cornyn, and others, trying to figure out a way through. what i will say is the american people desperately want change. brady is red and blue coming to purple, and we're hearing from gun owners across this country in record number saying "i have kids, i'm afraid to send them back to school in the fall." and senators have to deal with that reality. that's the reality of america today. and if you look back at the history of gun violence prevention from the 1934 firearms act to the 1968 gun-control act to the 1993 brady law, we have only ever enacted major change against the backdrop of horrific events. the string of horrific shootings, if it isn't enough to get the u.s. senate to act, i think the problem that we have is really one with our democracy. with voters across the country saying how does this body, the u.s. senate, even work if we can't protect our own kids from preventable gun violence. the time to act is now, and i think -- i feel very positive, as positive as i have ever felt that the right leaders are really trying to put someth
