the speaker pro tempore: the chair now recognizes the gentlewoman from oregon, ms. bonamici, for five minutes. ms. bonamici: thank you, mr. speaker. i rise today to condemn the house g.o.p.'s rescission request that would take back $9.4 billion in federal funding congress appropriated for foreign aid, the state department and public media. we know how devastating the loss of this funding would be for people around the globe. ending these investments will undoubtedly cost lives and diminish our standing in the world. and taking back the almost $1.1 billion in funding that congress appropriated for the corporation of public broadcasting, that's ludicrous. the trump administration says they're cutting public broadcasting because it's partisan and biased. and what's the basis for that claim? maybe it's because the shows on pbs like the very popular "daniel tiger," they teach children the importance of kindness and respect and empathy and caring for others. traits that are absence from this current administration. the only partisan bias is from this administration itself

my name is maxine dexter, i'm a mother, a physician, a proud representative for oregon's 3rd districtconducted my duty to perform oversight with my colleagues. we were unannounced, we arrived at the northwest detention center in tacoma, washington. what i have to continue to underline, this is a for-profit institution that benefits from the unconstitutional imprisonment of people throughout our districts. this facility serves all of the north, pacific northwest. and donald trump, as you've heard, is claiming that he is targeting violent criminals, the worst of the worst, but what i saw, what we saw is very different. he's going after union members, lawful permanent residents, people who have lived in this country for decades, people who pay taxes, raise families, and contribute to our communities in the ways that you've heard. they're very meaningful. and their children have had their parents ripped away from them or they themselves have been ripped away from their families. these are breaking up families, they are citizens, they are-- we are undermining trust. we are decreasing the l

someone in oregon isn't before the court.the courts don't have the power to enjoin this activity. but even the majority acknowledges that this concept, it's called equity. the idea of injunctions is a flexible concept. so if it is flexible, arguably it could have gone the other way. and a nationwide injunction could arguably be constitutional. that's just one way this could have gone in the direction of the dissenters. but the reality is the dissenters are the minority, the predictable three person minority. >> can i jump in for a second? you know, there is a universe in which there still could be a universal injunction in this case. and it's something that the court discusses with respect to the states. what they say is when the states asked for their universal injunctions, they said it wouldn't be enough just to give them relief in their respective states because their residents could migrate between states, that unless there was something that covered the entire landscape of the country, they the states that were litigatin

we're going to turn now to senator jeff merkley of oregon.you've been watching what we've been hearing in the press conference. i don't know how much of that you were able to hear with senator padilla speaking a bit to the press there. but, you know, i think the thing that i took away from that is he said, if this is how the administration responds to a senator with a question, you can only imagine what they're doing to farm workers, to cooks throughout los angeles, throughout the country. what is your reaction, sir? >> well, he's absolutely right. we are. >> seeing america slide into an. >> authoritarian state. >> the president is. attacking freedom of. >> the press. >> he's attacking the universities. he's attacking. >> the law firms. he is proceeding to break so many laws regarding. >> the. >> conduct of the executive branch, and he's stiff arming the courts. this is how a republic becomes an authoritarian state. and we're seeing one more evidence here. you know, our first amendment of the constitution guarantees the. >> right to. >> petit
