king, for 60 minutes. mr. king: thank you, madam speaker. i appreciate the honor to be recognized here on the floor of the house of representatives and i appreciate the collaboration of my colleagues from texas, the two judges from texas, to address this subject matter of the czars in the last hour. a lot's been said about the czars. maybe just to transition from that into another subject matter, madam speaker, but, you know, the idea that we're going to see the end of the gitmo closing czar is pretty interesting to me. we have an attorney general that seemed to have gotten that assignment. i remember the look in his eyes as he was trying to figure out what to do with that january 22, 2010, mandated closing date that was established by the president and his executive order -- in his executive order. i have also been down to gitmo and seen down there in the area where the gitmo inmates, the detainees, the enemy combatants, the terrorists, the worst of the worst, where they get in their communal area just off of with where their little soccer

mr. king: thank you. my amendment prohibits the department of homeland security funds in this bill from being used to hire illegal immigrants. the immigration and nationality act is very clear. section 274-a makes it a crime to knowinglyire or employ an illegal immigrant. there are no exceptions. despite the law, over eight million illegal immigrants have jobs in the united states and some of those are not -- no doubt employed by and with d.h.s. funs under federal contracts. unemployment today is at over 15% for lower skilled american workers and congress should do anything possible to end the hiring of illegal immigrants and save those jobs for american workers, madam chair. a 2006 audit report by the office of inspector general indicates that the u.s. government was the nation's most egregious employer of illegal aliens. 17 of the top 100 offending employers were federal, state or local government entities. this report also found that of the sample, 44% of the government workers were unauthorized worker

i'm going to run back to my good friend, congressman king from iowa. please join us. mr. king: a couple of points that linger in my mind. one is to add to the point that the gentleman from georgia and missouri were making about spain and i concur, it was for every green job created, it cost .2 jobs, but also each of those green jobs cost $770,000 to generate that job. a massive cost in capital. i want to throw another point into this in a brief way, the cap and trade component of this legislation that's impending to be driven through this house floor the month of june, we have experienced that. when speaker pelosi was elected, she declared this capitol complex would be carbon neutral and ordered the generating plant that provides the electricity that illuminates this room would be changed over from coal generation to natural gas under this idea that natural gas isn't a hydro carbon that can't be upheld by an engineer, but in any case, double the cost of the electricity and still found out we weren't carbon neutral but still emitting co-2 into the atmosphere. and so, when

mr. thompson: mr. chair, i rise today in support of my colleague's amendment requiring t.s.a. to establish expedited screening protocols for passengers with a top secret security clearance. this amendment enhances section 234 by requiring t.s.a. to establish special protocols for individuals in the registered traveler program who possess a valid top secret security clearance issued by the federal government. these individuals have access to some of the most sensitive secrets this country has. t.s.a. should be able to figure out how to adopt the screening systems to take into account what these passengers are well-known. federal government has this special status, and as added layers of security, are traveling with a biometric card that confirms their identity. i'm pleased that mr. mica worked with me to fine-tune this amendment and i urge my colleagues to adopt this amendment. mr. chair, i yield back the balance of my time. the chair: the gentleman yields back the balance of his time. the
