that's where theresa garcia joins us live. theresa? >> kristen, it all unfolded at the bus stop just behind me and it is strange because it's unclear even what the motive was. the victim got off the bus at that stop. the suspect stayed on it and apparently the bus driver never even knew what took place. but what happened is a man stabbed a passenger at least three times in the shoulder and abdomen while they were riding the 29 sunset bus. this happened 7:40 last night. the victim got off the bus. he asked to borrow someone's cellphone to call for help. the suspect had gotten off. the only suspect description so far is a male in his late teens or early twenties wearing a white t-shirt and blue jeans. >> the victim was transported to the hospital with several stab wounds that are considered non-life-threaten. the suspect believed to have been is with a female is currently at large and our officers are currently looking for the suspect. >> what may help catch the suspect is that surveillance video was rolling. police hope the video will r

theresa garcia joins us live on the scene with more. theresa. >> okay. well, this shooting happened in a residential port of the hunters point a neighborhood and police still investigating. take a look. they're out by that car. they've been out taking pictures as well of the scene. we know the suspect who attempted the robbery chose a tough person to try to rob when his victim also happens to be a federal agent carrying a gun. san francisco police say the robbery happened around midnight in the 100 block of marlin court. the offduty irs agent ended up shoots one suspect in the torso. that suspect ran off but was found and taken to the hospital and is expected to survive. police did detain another man. found at a house nearby and are questioning him as another possible suspect. they're also trying to determine if there was a third suspect involved. investigators do remain here at the crime scene. we've seen them taking numerous pictures. not really commenting about the situation but i did speak with an irs spokesperson who tells me the only details the ag

theresa garcia is live at lake merit bart. theresa? >> just when you thought you could hop on a cool bart train, you're pouring sweat on a quarter of the fleet at least. that was yesterday and the situation could happen again today. probably some of the best advice is grab a little tiny size fan, a little patience because it could happen to you again today. bart says the heat is what caused the trackside computer equipment that monitoring the movement of its trains to fail yesterday afternoon. it happened around 4:00. this switched the system into a manual safety mode which means trains that travelled 75 mph slowed to 25. it keeps the greater distance between the trains so the systemwide slowdown caused at least 20 minute delays at commute time. passengers suffered through a. c. failure on many train cars, a problem that won't go away without the transit agency spending some money. >> about a quarter of our fleet, the temperatures reach above 95 degrees, the air conditioning won't -- just shuts down in many of those cars. and so what w

theresa garcia is live at city hall. theresa, the employee unions are very upset other. because these employee unions wanted more time to explore the ideas of pension and arbitration reform. they say they wanna look whether these are really the solutions to the city's budget problems. but the council acted very quickly putting these money-saving ballot measures before the public. on the issue of binding arbitration, council voted 7-4 to let voters to decide whether to limit outside sash traitors to spending money the city doesn't have. that's when they're brought into impasses. prohibiting arbitrators to increasing pay and benefits to police and fire unions by more than the rate of growth and revenue. it would also not allow them to raise pay and ben visits retroactively. it puts an unfair spin on negotiations but the mayor sees the arbitration cap as a way to save the city money if they hit an impasse. >> whatever offers we made in negotiations tend to come before binding arbitration so just a way of adding on to what the city was willing to offer and there be driving t

theresa? >> kristen, in the bay area counties that already require the spay and neutering law are san francisco and sonoma counties and gilroy. even four cities in the state that require this already and the mauling death of the two-year-old boy in concord last month certainly is what's prompting this local proposal again. it's both in santa clara and contra costa counties where this new law's be proposed. it would require pitbull type dogs to be spayed or neutered. the hope is the mandatory requirement would reduce the overbreeding plus reduce possible aggressive behavior. the opponents say targeting specific breeds is an infective solution and dog training and owner education is what's needed. steven is the grandfather of the two-year-old concord boy killed by three of his pitbulls in july. in a jailhouse interview he said he had seen aggressive behavior in his dogs although he never thought they'd attack the family. now he faces felony child abuse charges. proponents of the spay neuter law

theresa garcia is live in san jose city hall with more. theresa? >> the overall issue here is money to either save it or earn it or the city of san jose. in the case of the medical marijuana business tax, city council voted 7-4 last night to put this measure on the ballot. it would allow a tax up to 10% on medical marijuana sales. proponents see it as a revenue source. san jose has 73 marijuana collectives of which 40 have applied for a sales permit with the state. possible tax revenue could be in the hundreds of thousands of dollars but you've got opponents who argue the tax is too high and could finally burden low income patients who use marijuana and use it medicinally. >> advise you to vote no on this measure. >> i will pay $50 to the city, $50 to the state, $1200 a month in taxes just to have my medicine. >> one problem with such a tax is that marijuana reporting regulations are still very unclear. more tax revenue could be generated if california's prop 19 passes in november and legalizes marijuana for adult recreational use. council did appr
