this is the spirit of san francisco. and that is why i am so thrilled to be able to speak to you today and now, because so many of you watching are my family, my friends, people who form the same communities that raised me up from difficult beginnings into the woman i am today. i can think of no more important calling than to use the skills and my energy to give back to all of you in any way that i can. that is what has led me through so many of my life's endeavors volunteering in the major's office as a teenager, and serving on the san francisco redevelopment agency commission sxh the fire commission and just recently getting my masters in public administration. >> i will tackle the tough problems head on. i will find real solutions to the lack of affordable housing and redesign our job training program to give the right skills to the unemployed people around us to make them the perfect job candidate for our small businesses. because small businesses provide most of our city's jobs, i will create a one-stop, for people

i live in san francisco for many years and i think it's important for san francisco to have its own basketball team and i remember and i know golden state warriors was once part of san francisco and i think it's time to them back to san francisco and i believe this is a good use of the portland and otherwise the land would be unused and good for business and in the area and give our city more revenues and tax dollars for the services that we need and i hope that you will support this project and thank you. >> rachel o shay and henry -- i am sorry if i butchered your name. >> hello commissioners. (applause). in commercial real estate we have experienced the strongest absorption rate since 1988, according to the 2011 data. this year we're looking to even best ourselves. we've got 78,000 square feet of positive absorption to date and forecasters are telling us to anticipate 1 1/2 to 2 million square feet by the end of this year. you don't need me to tell you how successful you are. just look around at all the cranes. in fact, i thought i was going to be late this morning because of the crane action and a lot of construction that's going on in the city, along with oracle's open world and all the events starting up and we're still getting around the city, thanks to sfmta but you can also see our success not just in what we're building. this week we announced all the wonderful world class events that we're holding and hosting in our great city. whether it's fleet week, hardly strictly blue grass, america's cup, our own giants winning -- by the way, thanks for beating la last night -- or our ve

we serve nearly 100,000 students in san francisco and are a tremendous resource, we think, for san francisco. the last couple years the state budget cuts we faced, $53 million in the last 3 years alone, have really made it a challenge for us to keep our doors open for san francisco students and this proposition a would make a tremendous difference in addressing our fiscal problems right now. >> understood. thank you. starchild, can you present some of the thoughts around the opposition? >> sure. we all believe in people getting an education and having those opportunities be affordable and accessible to them, but city college's financial problems, we believe, are not due to state budget cuts primarily but due to fiscal mismanagement. the accreditation report that came out recently found city college to be one of the 3 worst-performing schools in the 112 community colleges in california and as evidenced by the $276,000 salary of the head of city college, we blaefrb there's plenty of money they can find without going to the taxpayers. >> i understand there were 700 classes, a reduction in 700 c

the impacts on san francisco could be devastating. until we have more clarity, what congress as a whole might or might not do we will need to remain vigilant about protecting our reserves and the city's financial position. that said i'm encouraged by the reelection of president obama and certainly for the leadership that leader pelosi has given and will continue to give. we will need their leadership as the president must quickly face the challenge of his second term, avoiding this fiscal cliff. in august of 2011 congress passed the budget control act which threatened automatic spending cuts if congress failed to come up with a planned deficit reduction by 2013. these cuts are what we refer to as sequestration. this would mean an across the board cut of between 7% and 10% of all defense and non-defense federal spending irrespective of policy or its impact on everyday people. these cuts would be absolutely devastating to our national and local economies. our -- show that sequestration will reduce federal funding direct to san francisco

that's one of the major elements of what makes quality of life in san francisco so incredible. when people ask me, and they ask me all the time, how do you get to coit tower, i say you walk. that's the best way to experience the gradual elevation coming up above the hustle and bustle of the city and finding this sort of oasis, if you will, at the top of the hill. when i walk through this park, i look at these brick walls and this lawn, i look at the railings around the murals. i look at the restoration and i think, yeah, i had something to do with that. learning the lessons, thank you, landmarks meet landmarks. the current situation at pioneer park and coit tower is really based in public and private partnership. it was the citizens who came together to buy the land to keep it from being developed. it was lily hitchcock coit to give money to the city to beautify the city she loved of the park project worked to develop this south side and still that's the basis of our future project to address the north side. >> good morning everybody. all right. welcome to the city and county o
