. >> reporter: it was just before four in the morningchp says the driver of an infinity sedan was heading northbound in the southbound side of highway 101 near sierra point parkway. officials say the driver, 24 year old zachary katz of stanford, somehow got onto the freeway going the wrong direction and crashed, head on, into a taxi that was driving two people to the airportthen, the infiniti crashed, head on, into another car. the taxi flipped and ejected the two passengers who were riding in the back of the taxi. one of the passengers died at the scene. the driver was talking. he was extracated with the jaws of life from the taxi. the other individual was under the taxi. it had rolled over. the person who was fataled was between the taxi and the guard rail. >> reporter: all lanes of traffic were shut down for several hours while police investigated the crash. the taxi driver and the suspect were transported to san francisco general with major injuries but are expected to survive. >> pretty brutal crash. >> reporter: the driver will be transported to the county jail and he will be charge

she was driving a black infinity with connecticut plates. she was pro announced dead as you heard the police chief say a short time ago. that confrontation was a few blocks from me on second avenue and maryland avenue northeast, a few blocks from here. where this culminated in a high-speed chase that as you said, tartd near the white house. at least two police barricades were at least approached by her vehicle during all of this. and then she was pronounced dead after the shoot-out with police, after the police shot her vehicle a few blocks away from here. the police chief cathy lanier was asked at one point whether this could have been part of an know. here's what she had to say. >> all the information we have right now is this does not appear to be in any way an accident. this was a lengthy pursuit. there were multiple vehicles rammed, officers struck, and two security perimeters that were attempted to be breached. so it does not appear in any way this was an accident. >> reporter: and those twofs onners that were struck were injured but w

we heard that many people saw this black infinity driving very, very fast up you the street and police were in hot pursuit. it was at that point, some folks we talked to from the roof of the museum saw the cars move out of frame. they heard short bursts of gunfire. carl and myself arrived just a few minutes after that gunfire would have been. it was a dramatic, very scary scene. as we got over there the capitol police were broadcasting through you the air outside for everyone to shelter in place. the streets were almost completely desserted except for a few law enforcement different agencies, fire trucks, police cars and swat speeding toward the scene. officers heavily armed were approaching me on the street corner as i was trying to figure out what was going on. they said, you are not safe here. you have to go. there was really nowhere to go. the buildings were locked down. we were huddled up on the corner near the senate office building. we were talking to folks who were hearing conflicting reports about what was going on. we know everybody who was inside the building was locked down

a woman was at the wheel of a black infinity coupe with her toddler in the car. she briefly stopped and was surrounded by officers with weapons drawn. here is the scene as recorded by the camera crew on capitol hill. it all ended a short distance away. tonight the driver, a woman from stanford, connecticut, is dead. her 1-year-old daughter in protective police custody. think about this. the u.s. capitol police who responded aren't being paid because of the government shutdown. a crisis atmosphere in washington on top of what's already going on there. it's where we begin tonight with our justice correspondent pete williams in our d.c. newsroom. pete, good evening . >> reporter: good evening. this unfolded quickly in a city that's still jumpy from the shooting at the washington navy yard a few weeks ago. the woman at the center of it all did not have a gun. the only shots were fired by law enforcement officers. investigators are working to explain why a woman who had been stop bid capitol police suddenly rushed away as police opened fire. secret service with guns drawn quickly swarmed her black infinity, but she somehow managed to maneuver around them and got away. that's when the high speed chase ensued and police opened fire on that black sports car. it was a wild scene of course, with a toddler strapped in the backseat while all of this was going on. a capitol police officer tries to stop the woman at one point. he was later airlifted to the hospital after his cruiser was badly wrecked. you can see empty video all of the people just hanging out here along the national mall as this unfolded. of course it all came to an end when the woman was shot and killed as she tried to breech security at the capitol building. the police chief saying this was a deliberate act of violence. >> this was a lengthy pursuit. there were put bell vehicles rammed, officers struck and two security perimeters that were attempted to be breeched, so it does not appear in anyway that this was an accident. >> now, a secret service member and the member of the capitol force are expected to recover from their injuries. that 1-year-old little girl w

lanier says she's confident it wasn't an accident when 34 year old miriam carey rammed her black nissan infiniti into a cruiser outside the white house. you can see it stopped at the barricades. police thought they had her cornered... but she soon rams into one cruiser, then backs up and takes off down the street. lanier says she doesn't believe there was a terrorist link. crash/siren nats the chase was caught on camera .. just incredible video of a police cruiser as it crashes. two officers were injured ... one had to be airlifted to the hospital. no officers were injured in the shooting that killed the suspect. we are also learning this morning that the officers involved in yesterday's chase were working without pay... because of the government shutdown. this morning.. witnesses are describing what they saw. you see families taking pics with capitol and tourists from across the country and enjoying what we have here and it all changed in a matter of seconds and when you look around at faces and theyre scared confused dunno whats going on the incident stirred fresh panic in a city where a gunma

the black infiniti is the picture we keep showing which is where the suspect, an african-american woman, is being taken away. we still don't know from law enforcement sources what her status is, but at this point, they know there is nothing else to worry about, the situation is all clear. now they're trying to figure out what started this all. no one knows exactly what prompted her to end up by the white house. she's from connecticut. we know according to law enforcement officials. what brought her to washington, why was a child in the car and why was she driving so erratically. those are the questions they're trying to answer right now. >> hopefully we will get some answers, preliminary answers. we know this investigation is only just beginning. we're standing by, waiting for a news conference, representatives from the fbi, the secret service, washington metropolitan police, capitol hill police, will all be joining, going over to the microphones and briefing us on what's going on. it's a pretty scary situation but everything you're hearing corroborates what we heard from the capitol hi
