i am to start with our msnbc's janet. what's the reaction been to the lawsuit on the ground and the back and forth now and the push from the state to the doj? >> reporter: well, any conversation, thomas with reaction has to be processed with. this is an election year. if you will notice on this lawsuit, the attorney general is not aparting to it because he's a democrat running for the governor ship against the current governor. this is a little bit of a political story here in north carolina. that had a lot of people thought that the governor might, might use this as the department of justice threat to withhold federal funds as a way to get out gracefully. we are getting this threat and it could cause you money so we are not going to enforce it. that suit being filed is partially financial base. the federal government can now withhold money as it has threaten

folks may remember we brought this story first here on msnbc. he was picked up, taken to the hospital. you see on the video that we originally obtained he was tased by police who said they wanted to get him medical care to the hospital. that's the door to the e.r. they then brought him back into a police car rather than into the hospital where he was tased repeatly while his legs and arms were shackled. it was a graphic incident. over 20 tasing discharges total leading to a lot of questions about whether there will be charges. i've obtained this report today. this will be released later today by prosecutors. i want to read from it some of the key explanations there. prosecutors explaining that they saw police as reasonably fearing that lambert posed a danger to others outside the hospital. but the report finds the police unreasonably tased him while on the ground in front of the e.r. door. and then it says police tasing while lamb peert was shackled i the police car was also unreasonable. despite those issues there in this new report to be relea

i want to bring in msnbc aviation analyst john cox. good to see you this morning. >> good morning, jose. >> let's talk about what is going on. egyptian officials are making a concerted effort to say the plane is lost, not that it possibly crashed. do you believe we'll find out what happened in short order or could this be a long-term process like mh-370 was? >> i think it will come together pretty quickly. they've got a good radar track on the airplane. i expect they're going to be finding debris pretty quickly. that will lead us to the wreckage field. they'll at that point, their pingers on the two important roirders, the flight data recorder and cockpit voice recorder, those two boxes will tell the tale. i agree with tom costello in a couple ever places. one, the track of the airplane having been so abruptly stopped almost and if they find the debris pretty much underneath that last radar position, that will lead investigators to look very seriously at the possibility of an in-flight breakup. this airplane type has been in service si
