we need to balance new affordable housing, public housing, and ten knit based housing choice vouchers within this limited pool of subsidy. there's nowhere near enough to cover even a portion of all those needs. the federal government must also help us address the issue of underproduction of extremely low income housing because while the tax credit program is incredibly important, it just is not designed to produce extremely low income housing and, therefore, that's where we see our biggest gap. beyond housing production we must put more effort into the prevention of homelessness and the preservation of all affordable rent-stabilized and other subsidized rental housing must be prioritized. while these are largely issues at the local and state level and our local government and state government must make preservation more of a priority, we also need targeted federal investment to make this a comprehensive effort. prevention of homelessness also requires increase tenant protections and proactive enforcement of those protections. tenants too far regularly face unjust and illegal eviction

from a housing standpoint we've been 1500 units of market rate housing, 600 units of affordable housing. and we have another 2,000 units in the pipeline. we've done projects at 25 percent, projects at mission rock at 40 percent affordable. jobs housing linkage fee needs to come up. but we need to do that in moderation. we failed to build enough housing in this city both at market rate and affordable housing. but to increase this fee too much or too quickly will drive jobs to oakland and to the peninsula. i live in the 2700 block of california and every morning the buses are idling outside my house to take workers who live in san francisco to other jobs. do we really want to push the fees where we push the employers out of san francisco where we get none of the benefits. the projects in central soma have signed up for $52 in citywide fees, $77 in central soma fees and in our case and many of our peers have similar fees, $79 of project fees and concessions. that's over $200 of concessions in the project. if you look at the numbers that mr. eagan just presented if we are building 430,000 s

can only be launched by a vote on the house floor. he is also wrong that proper procedure is not being followed. i've sat in on any number of these interviews and i will tell you the time in these interviews is divided equal ily between democrats and republicans and both sides and both sides' lawyers have an opportunity to interview these witnesses. he's also wrong the president's attorneys are not being afforded an opportunity to present evidence. what he's talking about, and he knows this, this is why he knows he's being disz honest. he's talking about a trial in the senate. that word trial is essential because in a trial in the senate, the president's supporters would have the opportunity to confront witnesses, to cross-examine and do all of that stuff. what we're doing in the house right now is more akin to a grand jury proceeding. grand jury proceedings do happen behind closed doors and there's a whole bunch of other reasons for that happening. mitch mcconnell knows he's lying into the camera there by saying that the protections
