the tier one is patient health care providers in the unity. that would be people like ophthalmologists, dentists, and those types of people that are patient-facing staff. once that group has been vaccinated, we will come back and do the non-patient staff with folks in the business office. those that are directly interacting with patients. our hope is that by next week, we have vaccinated the vast majority of health care providers and they can move on to phase two. my understanding is that it includes firefighters, teachers, law enforcement. there is lots of excitement around here about the ability to move forward with vaccinations. i need to acknowledge governor reynolds and the state support not just getting the vaccine out, but we have partnered with the state. we prevent hospitalizations and we are grateful for that. we are grateful for that. we have seen a spike late in the year. our numbers are trending down. unfortunately, inpatient numbers are trending up due to some spikes in nursing homes. certainly the vaccine will take us a long way

grants to all early education providers to all providers across the city who have been struggling. there's much more to operate under the public health order than meets the eye, and for that, i'm going to thank you for bringing up this fund as a life saver. we're going to be providing grants as a lifeline, and then loans for those that the grants won't quite cover. the grants are going to be made available first as a priority, and secondary, if a program needs just a little bit more help, then we'll be able to offer them loans, as well. the funding will be able to cover citywide. of course, prioritization is always to programs that are in higher need and in neighborhoods that have the most need. so those are the two things that we clarified. the other has to do with clarification around the funders for the family resource centers. it's been a joint initiative since the beginning, and that's been through the department of children, youth, and families and, of course, first five san francisco. as we move through, we want to look at the entire early childhood system as we're not only

the expansion of people who can provide the help, practitioners who can provide the help. and finally the recognition that in some cases, particularly when there's a lack of broadband, telephone, audio-only, is an important part of this i don't think it can be stressed enough what an important development this is. and it took, i guess it took the pandemic, we all know, those of us who have been working on this for years and i remember visiting early telehealth facilities when i was governor of maine 25 years ago, but to see it expand to the level and everybody has heard the number, at the beginning of the pandemic 12,000 telehealth visits a week. by the middle of -- by the middle of june, a million telehealth visits a week. that's just an amazing, you know, unbelievable change and it has provided access and i think people are now realizing that this kind of access is something that should continue and we should be sure to enable the policies and the reimbursement policies and all the other pieces that enable this to continue. again, particularly for people in rural areas.

number one, we are having to create a provider system. that really only begins when they find out through the system and receive the vaccines, so each one of the hospitals or long-term care centers or pharmacies, this is the first time they have ever provided this vaccine, and what we are now seeing is it takes a little bit longer to administer than i think the federal government thought when they were coming up with those numbers. take a hospital. you do not want to vaccinate everybody the same day at the same time. you worry about work schedules, and, again, you have to have people taking care of them on the covid unit, not everybody at the same time. so i do not think we are seeing a problem with the system. we are just seeing realistically how long it takes when you get in x thousands in the group to get them vaccinated, but in the future, there are going to be more challenges as the groups get bigger. there are challenges to make sure we have a large enough provider network. we are working on that now. but remember, the larger networ

who are the frontline providers? who are going into the s.r.o.s to see if people are ready to get clean and sober? if they're ready to get clean and sober, are we not there? are we bailing? >> judy, can you talk about if healthright 360 has outreach, and safe harbor, they have outreach, and they're able to facilitate people to residential treatment, aif that's what they're interested in? can you speak more to that? >> yeah. i think there are devly people that want to get off drugs, for sure, and the path to that is through counseling and mutual -- definitely people that want to get off drugs, for sure, and the path to that is through counseling and peers that have a few more years under their belt of being sober. and peer navigators are a big backbone of the system. so covid has been hard on those groups, and sometimes in the residential programs, they can do the groups because people are in quarantine for a while before they join the milieu, the congregate setting. otherwise, what our programs are finding is that ev

you are the only provider. is there any misinformation you would like to clear up for the committee this afternoon? >> we are encouraged and sometimes forced to think about this issue as a dichotomy is black or white and the reality is that it is not that way it isn't me versus them. i am a physician and a provider of healthcare and my job is to support my patients no matter what they are supported by their families and communities. we are providing compassionate care and i'm providing care in the community that i grew up in. >> the issue about coercion, can you address that at all? >> one of the witnesses mentioned a pregnancy support center and what we are talking about is the state clinics next to a mere abortion facility to mislead i've cared for patients that have mistakenly gone into those places and have been held hostage and unable to leave and falsifying and are coercing to carry on with a pregnancy that they may or may not want. i think it really comes down to what we are doing when we say that we are
