i'm going to ask what the department is going to do on pipeline safety. just yesterday a grand jury indicted amplified energy for negligent behavior in the aftermath of the october oil spill for southern california. indictment referenced multiple warnings were allegedly ignored by amplified energy including eight different alarms for pipeline leak detection systems over a 13 hour period . amplified failed as the allegations say to turn off the pipeline and immediately report the spill to the coast guard. this delayed response and clean up the oil may have resulted in an increase in unavoidable harm to our or potentially unavoidable harm to our fragile coastal ecosystem. the spill was caused by a strict anchor driving a pipeline. the coast guard must improve the oversight of pipeline and anchorage location and we must assess the risk posed by existing pipelines. this is why it's important to have leadership at the department of transportation so i look forward to your confirmation and your leadership on these important issues so thank you for your willingn

we worked with the fire department. we worked with the -- [indiscernible] -- and all interested parties to come up with where our paramedics were, what the response time was in the context of so much of what is happening in terms of shifting of resources for paramedics responding to nonemergency calls. that was reflected in the budget, but when we looked at the call times and response times. call time and the number of call volume for a service request for paramedics had gone up exponentially since 2015, but the staffing had not. this department and paramedics within the san francisco fire department had -- are experiencing and have been experiencing for some time a tremendous sick leave, a tremendous -- so supervisor melgar's previous point -- hours of being overworked in a very difficult time with retention. in the budget, we put in, working with chair haney and other board members and you, mr. president, additional resources as a place holder so that we could get some additional paramedics on board. there is another

the department well understands that it is our mayors and their police departments who shoulder much of the work to disrupt and deter violentcrime in their home cities . so last year we awarded 110, $310 million to a funding to the department of service to support our law enforcement partners. this included more than $139 million for the hiring program which provides funding to cities and towns to hire more law enforcement officers and put more resources to work building communities. we also understand and that our society frequently turns law enforcement to address a wide array of social problems. too often, police officers are the first ones paul and when someone is experiencing a mental healthcrisis . such calls unnecessarily lead to difficult and dangerous confrontations. that is why we will continue to support programs to provide alternative approaches to engage with people with problems that are battle better handle by nonlaw enforcement. we also know that promoting public trust between committees and law enforcement is essential to making both communities and policing saver. t
