congress should require the office of administration to report to congress in the archivist at least annually on eop's implementation of the record-keeping laws. this can serve as an early warning system to avoid learning record-keeping violation after an administration of left office and remediation may not be possible. the pra should impose a mandatory reporting requirement on the white house counsel to advise the archivist and the attorney general about the threat or actual destruction of a record or systemic problem and to charge the white house counsel with fixing those problems. congress required the white house counsel to share at the beginning of the new administration record-keeping guises for the executive office of the president to be posted on nara's website. and finally congress should conform the pra with the technical realities of the 21st century by prohibiting the use of any technology that does not enable the preservation of records created by that technology. i will refer to my written testimony for needed reforms to the federal records act. but let me close with t

i know, you know in rams case we have an amazing archivist who's done a lot of work to try to make these materials more accessible to researchers including john and myself. there's a lot of work across the community being done in that space and i think we don't always have good visibility about what the current state of play is. and so that might be a place where the community can come together and and keep working. and what that comes sort of what's the inside of for keeping these materials, right? we have very you like any archive the archives of deeming materials that exist are largely, you know, there's a lot of contingencies about what was kept and why it was captain so having some some understanding of who's archives are available why those archives are available and how they differ from institutions that we might not have the sort of equivalent records for does that mean that that organization wasn't gaming where they gaming in a different way and that just didn't incentivize keeping the records in the same way or is it just pure historical luck that we have archives from some loc

so i talked to the city archivist who is my boss. she was very interested. one of the things that i wanted to get to the library was the avengers collection. this is definitely a valuable poster. because it is petty bone. it has that weird look because it was framed. it had something acid on it and something not acid framing it. we had to bring all of this stuff that had been piling up in my life here and make sure that the important parts of it got archived. it wasn't a big stretch for them to start collecting in the area of punk. we have a lot of great photos and flyers from that area and that. that i could donate myself. from they're, i decided, you know, why not pursue other people and other bands and get them to donate as well? the historic moments in san francisco, punk history, is the sex pistols concert which was at winterland. second, he's an archivist and it's important because of our emphasis on archives. just when you think he appeals to the particular audience, you can see when he writes masters and commanders he has access to the unknown or unpublished diaries of the commanders of world war ii. if you think nobody can say another word about napoleon, he has the unprinted letters of napoleon. the same with the royal family, the king. so on. almost every major project he undertakes, it's imperative that he finds new information and tries to make that accessible. but in addition to that, i think, finally, there's something unique about andrew. he's an unapologetic traditionalist and conservative, but he's not an ideologue. he's neither predictably conservative, neither is he a contrarian for the sake of being contrarian. when you pick up "masters and commanders and the stories of george marshall, you would think that fdr would come off pretty badly." he doesn't. it's a very fair portrayal of fdr and some cases, churchill comes off less astute, especially about the mediterranean strateg
