puerto rico desperately needs it. later this morning, i will join with the hispanic federation and a number of my colleagues to talk about additional steps we are calling on the federal government to take. including steps to strengthening puerto rico's electric grid. the electric grid is almost -- you know, it's 50 years out of date. it's particularly susceptible to hurricanes. it hasn't even been repaired since the damage maria five years ago put upon it. and yet we've given lots of federal money for the reestablishment or the rebuilding of the grid and very little has happened. five years so we need to focus on that issue as well as others. five years to the day after the arrival of maria. puerto rico needs help to recover from fiona. we need to make sure this time puerto rico has absolutely everything it needs as soon as possible for as long as they need it. i yield the floor.

what does this mean for the people of puerto rico? >> first of all, jim, we are seeing tragedy unraveling in front of our eyes again. and if things are not done in a different way, we're headed for the same result. i find myself now in the diaspra with my heart broken, with my parents and children and my father bedridden and i can hear the pain and the desperation and you can probably hear it in my voice. so here i go again, four years, 363 days later, to please with the president of the united states and the vice president, action has to be directed at one thing. and it is to save lives. it has to be swift. it cannot be bureaucratically directed or driven, it has to be people driven, it has to be robust, and it has to be gllase focused on three things. one -- in my opinion. one is getting the electrical grid back on track. how can we do that? well, there can be deployment from the army, right now, as we speak, so they can get there as soon as they can, with the helicopters, with airplanes, as soon as they can land. two, the jones act

at the scale it happens in puerto rico, it should not be normal. we should see what the damage is in the next few days. the governor said they expect power to be restored during this week. president joe biden has signed the emergency release of -- release efforts for puerto rico. it will begin sunday to help out on the operations. so we should see some progress in the next few days. >> what kind of progress do you think you will get? what are fema going to do? will they bring supplies, generators? >> most of that, yes. fema will be assisting in the direct rescue and immediate response efforts at this time. locating and finding out where plac need the most help, providing water, refuge, food. whatever it understands the people need it will be assisting. the federal government cannot act until president biden approves the integration. that is expected to happen. and president biden has said. it is very different from president trump. when maria hit the island, the response was much slower. the federal government tried to diminish the impact of the hu

you are leading the national guard response in puerto rico. what are you seeing on the ground there? do your officers have what they need to manage the storm and help the people of puerto rico? >> we do have all the resources. many lessons that we learned after hurricane maria, starting with the prepositioning of e equipment and personnel 72 hours before the impact of this type of natural disaster. so, we did preposition all of our personnel and equipment, within the 27 armories that we have around the island. with that said, we have currently conducted over 30 missions of search and rescue and to protect the life that resulted in over 1,000 people being rescued in areas that were completely flooded. biggest difference between hurricane maria and hurricane fiona is the amount of rain that the hurricane brought to puerto rico. many areas, over 30 inches of rain. yes, hurricane maria brought about 40 inches, but it was in a specific area along the center of the island. that's not the case with hurricane fiona. it brought rain all over the island
