here's nbc's sergio quintana. for a few years now, the san francisco police department has been trying to manage through a shortage of police officers. according t to the latest numbe, the department is short 525 sworn personnel. overtime has been the way it has filled its shifts and it seems to be working. crime in the city is at historic lows, but a december audit found some troubling practices within the department's overtime system. here's one of the authors of that audit, describing one of the most egregious examples. taking sick time earlier, like, say, in the morning on your regular shift that causes backfill. and then you go work a voluntary tenby assignment. and then seeing that not just once, but 25 times in a calendar year by the same person. a tenby assignment is part of an sfpd program that allows private businesses to pay for a sworn officer to stand guard, usually at a storefront or big event. supervisor jackie fielder has been a vocal critic of that program. officers are moonlighting as private sec

nbc news correspondent kathy park is following this for us.>> reporter: yeah, zinhle, this was just a horrific two-vehicle crash that happened in largo, florida. three people were killed in a kia, including the 78-year-old driver and two children. anotother paenger was hospitalized with serious injuries. police say the other vehicle, a dodge durango, was driven by adarius hayes who was hospitalized and has since been released. hayes is a miami hurricanes linebacker and the crash happened in his hometown where he grew up. were at the scene.witnesses who take a listen. >> i was the first one out when it happened. i was the first one out here. and immediately started calling for somebody to call 911. because there was a child kept saying it was a baby. two children died and everything. it's -- it's kind of raw. >> reporter: and witnesses also tell our affiliate that hayes appeared to be devastated after the crash. the university of miami athletics department did release a statement saying, quote, we are aware of a car crash that occurred on the a

nbc bay area's joe rosado jr. shows us how a volunteers recent discovery has forged another historic link between those two ships. when it comes to artifacts of world war two, perhaps none is larger than the uss hornet aircraft carrier. docked at alameda naval air station. so inside the hangar bay here we have aircraft spanning from world war ii, korea, vietnam. the hornet was built in 1943 and served in the waning years of the war. it took the name of the original uss hornet, sunk in battle in 1942. so this is a marker for the exact spot when the first hornet pulled into the pier. here. through life's little connections, hornet volunteer george ellis has ties to both ships. my grandfather has history serving in the pacific. his grandfather served at this air station, and one night helped load bombs onto the first uss hornet for what would be known as the doolittle raiders bombing run on tokyo. fdr wanted to come up with a mission to hit back at tokyo after the attack at pearl harbor. it was a risky mission becaus
