p congressional consultation and it was done without congressional notification of democratic leaders. republican leaders were given a briefing, but for the first time during my time here no democrat in a leadership position on the key committees was given an advance notice of this. is war now to be a partisan thing? where the white house just notifies those of the same party. i tried to be consistent about this, madam president. when i came to the senate in 2013 with this passion that i'm not going to -- i'm going to do anything i can to stop an unnecessary war, within a few months after arriving here, president obama, who is a personal friend, was contemplating military action in syria, and i looked my friend in the eye and i said you do not have congressional authority to do that. you need to bring this to congress. hey, i thought you were my supporter. i thought you were my friend and you would support this. i do support you and i think you have good judgment, and i think you're likely to make a careful decision but war is too big an issue to leave in the hands of even a completel

war against iran without a congressional vote.et me answer a couple of questions about the resolution that i filed yesterday. first one about self-defense, what if iran does take action against the united states, the homeland or a u.s. base in the middle east or a u.s. consulate in the kurdish area of iraq. what if iran takes action against the u.s. the answer is pretty straightforward under the constitution, the president can defend the united states. and the president doesn't need congress to do that. so if there is an iranian attack on the united states, the president can and has said he will, and i would strongly support him, as i know everyone in this body would, to defend u.s. interest against iranian attack. so the self-defense question is mentioned in the resolution. the resolution says nothing in this resolution will block the ability of the u.s. to take legal action to defend itself and that is clearly contemplated by article 2. the second question is what about the u.s. helping israel defend itself. mr. president, i've

david: the congressional budget office people call you and said, can you run the congressional budgetffice? the congressional budget office was set up under the budget act of 1974. since the budget act of 1974, deficits have been going this way, budgets have been going not balanced. was the budget act a good idea? because we were doing pretty well without it. peter: deficits haven't -- they went up, down, and now they are back up. the budget act gave congress better tools, but ultimately these decisions are not going to be up to an agency like the congressional budget office. they are up to our elected representatives. so i view the congressional budget office as empowering the legislature to make decisions, but those decisions are not -- they are driven by other factors. david: so you are doing that for a number of years and then president obama is elected and he asks you to be the head of the office of management and budget. for those who aren't familiar with that, what does that office do? peter: that is slightly different. it sounds similar to the congressional budget office, but

launching an attack without congressional authorization is wrong.nching a potentially unsuccessful attack without congressional authorization would be it administration divining failure. this is a defining week for the trump presidency. he has asked republicans about the unpopular one big ugly bill on his desk by july 4 so that he can celebrate independence day by throwing 16 million people off of their health insurance to pay for billing or tax breaks. that exploded the deficit by over $3 trillion. and now is putting american troops in harm's way in the middle east after promising that he would restore peace. the american people want a steady hand at the wheel and to fight back. i am proud to watch the house democratic caucus national security task force cochaired by representative jason crow, maggie good lander, and derek. we want to thank coach or mikey cheryl who cannot be with here with us today. the members leading this task force will draw on their patriotism, expertise and commitment to service. by providing the leadership for donald trump a

the numbers we got today from a congressional budget office say that as a result of this bill, there would almost be 12 million more people without health insurance in 2034, so ten years from now. that's even more than estimated would lose health insurance under the house bill. that's mostly people losing medicaid, but also a lot of people losing coverage under the affordable care act and some people losing coverage under medicare, which president trump has vowed that he wouldn't touch. there are a lot of interactions in this bill that would result in that. there are also things that are not in this bill that would result in people losing their health care, one of the things that the bill does not do is extend these extra tax subsidies that were made during the biden administration for people to buy their own coverage under the affordable care act. if those were to expire, another 4 million people the congressional budget office estimates would not have health insurance. and that would be starting next year. part of those calculations, the system of the technicalities of the bill, bu

that's why i take my role in congressional oversight so seriously.ing the period where the members and house democrats didn't take a break. we went out into our communities and to detention facilities to see what's happening to people in ice custody. this administration has shown an abject contempt for the constitution. they've twisted the department of homeland security into a secret police force to terrorize immigrants, and in many cases, u.s. citizens as well. they're wearing masks and ambushing people. and the american people told that they would target dangerous individuals, the rapists, murderers, they're drug dealers, cartel. they would go on and on about all of these heinous crimes, but that's not the case that we're fining. we saw another story in massachusetts, a high schooler on the way to sports practice was taken and vanished to an ice facility. as of today i don't know where he is. that's what made it to the front page, imagine what's happening that's not making the front page. that's not making the front page. that's why these oversigh

so in any way congressional authorization is needed. but someone, congress say the president has the right to go off to iran's nuclear facilities without their approval. and they cite historical precedent. presidents from both parties have made these determinations and limited strikes without uh, getting congressional approval to do so. in that moment. and certainly if that is uh, the decision that is made for the express purpose of eliminating the ron's nuclear capabilities i fully supported us. presidents have long bypass congress to wage war . but the principle of congressional authorization for military action has been degraded with some intensity since 2001. as both republican and democratic presidents expanded what the us called it's war on terror of congress. authorize the use of military force against al qaeda, often 911 in 2001 of the games to iraq in 2002. and the bush administration's false claims of saddam hussein's weapons of mass destruction. but subsequently, president obama use those same authorizations to wage war in so

what the congressional budget office has found that the republican senator is maintaining that people are going to refuse to work but the problem is that it is so complicated when you put all these new rules and regulations in april work in the people who are still eligible and who are in fact working may well lose though coverage, that is the bulk of the estimate from the congressional budget office and we know this can happen because it happened before, i can so try to do this in the first administration, 18,000 people lost on medicaid coverage, most of them still eligible and that was eventually stopped by a judge, we have seen in georgia, programme that did on the people on unless they could prove that they met the work requirement and we have seen that only a couple of thousand people rather than the hundred thousand they were estimated and what we found is that work requirements create paperwork barriers that separate people from the health insurance coverage. what many republicans argue is that what they are doing is cutting waste and fraud and abuse within these programmes lik

the third was use honest numbers, congressional budget office numbers. i have a letter here from the congressional budget office and they say the estimate is relative to cbo's january 2025 baseline. cbo is required to construct its baseline under the assumption specified in the balanced budget and emergency deficit control act and the congressional budget and impoundment act. in response to your questions about the cost of title 7. the question was, would title 7 increase the deficit by more than the $1.5 trillion over the 2025-34 period. the answer is, yes, cbo estimates that enacting would increase the deficit by nearly $3.5 trillion over the 2025-2034 period, $3.5 trillion. we then asked would it increase deficits in the years beyond 2034, beyond the ten year window. the answer was yes. but if you ask my republican friends, they be say no, no, no, no. we're inventing a new theory and that is anything that the 2017 tax giveaway to the billionaires put into the law that expired after ten years, we're just going to assume it would have continued, and, th
