the presiding officer: i recognize the senator from oregon. mr. merkley: thank you. i want to share a couple comments with my colleagues, including republican colleagues, because i've made these points on the floor, and generally the floor is empty. some of you are here now. in 1974, 100 senators agreed on reconciliation as a fast track filibuster free, but only for reducing the deficit. it had three pillars, reduce the deficit over a ten-year period. second, reduce the deficit in each year after that ten-year period, in each title of the bill. third, use honest numbers. in 1996, the republican team was in the majority and decided on a nuclear option to allow that reconciliation process to be used to increase deficits in the ten-year window. that was unfortunate because it destroyed the agreement all 100 senators agreed to in 1974. but now today if we proceed with this current policy baseline there's other pillars you are destroying. the second pillar was no deficits after the ten-year period. that's being destroyed. and the third was to use hones

and we are tracking some rainfall here in the west that's across washington and oregon. it's all coming from this system that's to the north. now, for us, there's no chance of any rainfall, but we will continue with numbers near average to a little bit below and also kicking up some wind gusts coming out of the northwest here 15 to 40mph. so just a very strong ocean sea breeze will primarily see through the next 24 hours. i definitely think by sunday's forecast, we'll start to see some of this wind taper on down. and we're going to have more looks at that hourly wind forecast coming up at 6:00 get you into this system id andd mentioned off to the north. and you can see just how close this rainfall is. seattle portland eugene, southern oregon getting in on anywhere from a quarter to a half inch. so too b bad that's not moving a little bit more south. it'd be nice to get some rainfall in here. nonetheless, as we started off for tomorrow morning, it's going to be chilly out here under mostly sunny skies. 56 in the south bay, 53 in the tri-valley out here to the north bay. g
