mr. dreier: mr. speaker, you know what, since he's the new ranking member of the committee on armed services i think he deserves an additional minute, i yield three minutes. the speaker pro tempore: the gentleman from california is recognized for three minutes. mr. mckeon: thank you, mr. speaker. i want to thank my good friend from california, mr. dreier, for yielding the time. as ranking member on armed services, i rise in opposition to this rule and to the war supplemental conference report for one simple reason -- it will endanger our troops in harm's way. compared with a clean troop funding bill that passed the house with bipartisan support in may, this package cuts $4.7 billion from defense we passed at that time to create room for $105 billion global bailout loan program. what should be a clean military funding bill has become a means for the president's promise to provide more foreign aid to the international monetary fund. those funds will eventually make their way to countries that are less

mr. dreier: mr. speaker, it seems like a long time ago but i'd like to begin by congratulating my friend from miami for his very thoughtful and passionate opening statement. it's very important, mr. speaker, that we get this bill right because it clearly has an impact on every bilateral, regional and multilateral relationship that we have in the world. i hope very much at the end of the day we can get it right. i would like to take my time to talk about just one of those very important bilateral relationships that we have. and that is the relationship with what colin powell described as the most misunderstood country in the world. i'm talking, mr. speaker, about the fourth most populous country in the world, the largest muslim population in the world and, of course, by virtue of that, the largest muslim democcy in the world. that being indonesia. now, as we look at the changes that have taken place over the past 11 years in indonesia it is absolutely remarkable and extraordinarily impressive. the 32-

mr. dreier: i'm going to begin by doing something i don't think i've ever done when managing a rule. traditionally when mr. boehner gets up or mr. diaz-balart or ms. foxx would stand up here, we rise to make the case for members of the minority. we're republicans we make the republican case about how important it is for us to ensure the rights of the minority, something james madison talked about very eloquently 220 years ago. today, i rise in behalf of all of my colleagues, madam speaker, all of my colleagues, and i rise especially today for democrats because it's unprecedented that we would be in the circumstance that we are today. now i've seen an awful lot in this institution in the years i've been privileged to serve here. i have observed the way this house is run. in most instances, under both democrats and republican, i've been proud of the work product that has emerged. but in many of those instances, i have been less than proud of the way the greatest deliberative body known to m
